I Appendi.xF page 7 of 0 DISCUSSION OF £NVIRbNMENTAL EVALUATION This proposal , is a rezoning of a 0.37 --acre parcel (Aly/ 43-C3 23) from -R Suburban (Suburban Residential) to R-3, (Medium. DensitLy,, Rosidential) She one-third plus acre: property is located on the northwest corner of Lindo Avenue and 12th Avexaue, several. YLundred feet west of 'the ..Esplanade in the csntral portion `�f the Chico Urban Area. Lindo Channel, which carries storm water drainage for the entire eastorn"Chico-f6othill area during winter, lies across Lindo Avenue from the site. The pro- perty is an urban lot consisting of ,stable Vina loam. ,soil which slopes naturally toward the` west away from Lindo Channel The site currently is occupied by two `I -bedroom residences;, one of which: is to be removed and replaced by a duplex. Tie sux-rounding area is predominantly in urban --density single-family residential use with a few duple-tes to the south. Remnants of ov dha.rds lie to th.e , north and west on larger parcels. The property lies in the fax eastern; corner of ,:� lar8e S --R district. To the south and east is A-2 zoned land, to `tho 'north across Lindo Channel is land within the City of Chico mid to the west and :north= ` west is S -R zoned lands. The Butts, County General Plan designates the area for medium -low density residential use, -° dwellings per acre. ; The existing S -R zone requires P, 'minim m 8 125 square feet per parcel, which therefore prevents division of the 16,100 square -foot lot. The proposed. R._3 zone will permit 3 or LI- anultaple-family dwellings, based on the General flan, designation; assuming that sewage disposal can be accommodated. The Butte County Environmental -Health bepartmant tentatively does not f'orsee any 'problems with -theproposed duplex; and believes the site may even accommodate four rnult'ple-family units (two duplexes)` since the site possesses Vina loam soil. which 18 'very good for sewage disposal. 1(b),3(b): Development of multiple -family residences, on .the site Imay coven a larger porton of the site with imperVio,!As 'surfaces' than is pre sently developed as additional buildings;,,pavem.ent, etc. are conccructe'd. These impervious surfaces will increase sti face water runoff. ?(c), 16(e): Localized ponding may occur during heavy'storrns since the area presently has no storm drainage facilities. Rowevstdrainage from. the 1/3 -acre property should not be substantial. The property slopes; -naturally toward the vest, away from Linda'Channel. The land area to the west is presently/ under study for the establish- ment of the Northwest Chico tori Drznage District, Rbwevr, the proposed district boundary excludes 't�a0se parcels 'immediately adjacent to Lindo, Avenue, with the assumption. that these properties will drain .,, f' Appendix F page 8 o directly into Lindo Ch.,*ninel. However; the natural gvadientt of the area is away from Lindo Channel Also, the high wO.',or elevation of storm flows in the channel during peak flows may p:rfwer:t discharge into the channel. The But -be County Public Works Department will requ!,re development of a permanent drainage solution.
