LAFCo i a responsible agency and has certain responsibilities under the law. After reading the SIR end studying the City of Gr dley's action ori'- this project, I recommend the following finding: S find after reading the final Environmental Impact,'Repo rt and related documents that existing drainage facilities have insufficient capacity 'to accommodate runoff from the proposed project and the p y can and should mitigate City of Gridley and Reclamation District #833 <v the problem prior ,to development. 2. The City of Gridley and Reclamation District #833 are responsible public agencies concerned about drainage problems as evidenced by the city's recent development moratorium. T therefore move that we find that the fact that the. City of Gridley and Reclamation District #833 will solve the drainage problem before they permit development, overrides the potential adverse environmental "impact identified in the report. The City Council authorized the,prepay= anon of specific area-wide environmental impact studies for each zone. We a ^e now completing the final heaxi,n, s on the Industrial Environmental Impact Report, All the environmental impact reports have identified drainage as the major environmental impact. Upon completion of the E. x.R, for the "Commercial Zone, in 1978, the City Council set aside $30,000 in revenue sharing funda,'''for the specific purpose of preparing a master drainage report for the City and the County areas adjacent thereto, to identify the draii.age impacts. f' The purpose of this letter isto clarify as best I can,the points of concern that were expressed by staff, and L.A.F,C.O. members at their February meeting. Are the„ means available to adequately support the short-term fixed works requirements, and provide sufficient funding; for future ultimate development requirements? 3. Does the report sufficiently assess the dawnstxeam impacts to the several districts at the outfall points? Discussion of the questions posed ate as follows; - 1. The purpose of using; ultimate buildout of the zones Was to insure that the in -lieu ratestructures were adequate to meet an even- s will be reviewed during January o£ each tuali ty. Drainage fee year and. adjusted by a factor set by the annual; :National,, Engineering dews Record cost index, base",,year 11930 is ENRCCI 3131, Short -Term drainage solutions must also' be adequately funded. 1'n`INU Er—ainage fees charged each development must be expended in the district benefitted. The question is; does the drainage report sufficiently address individual development? By way of clarification, the Ban Ranch annexation, will be used as an example. The Master Drainage Report identifies that this parcel., lying 10 acres above the District $33'8 E-1 Channel and 30 acres below, will produce a runoff of 16,5 'cfs..' On page 69 of the report, the capacity of the existing channei is identified as being 79 cfs; ultimate design requires a channel capacity of 134 cfs. Therefore, this section of channel must be shaped, excavated and cleaned to accomodate the future requirements of 1.34 cfs .
