of the existing terrain, i,ei,, the gentle slope areas were ,toned TM -10
and TM -20 and the steeper areas were zoned TM -20 and TM -40 Obviously,
the basis for the or'igin.al zoning has not -changed._

Earl. Velson, environmental review director, set out the
bacltsround of kN'd' negative declaration, Mr. Nelson stated that; he had
'rocommen.ded a negative declaration. however, there would be environmental {
concerns. All of the property in the area is zoned "TM-20;' The others
in�the area are 40 acre 'parcels. This could set- a precedent. The entire
area was zoned in 1976 and the minimum parcel size was established 'based
on the terrain characteristics. He recommended a negative declaration on
the basis of thc7l-small scope of the; parcel involved a
