CONTAINING _6.3._ACRES , ..MORE ,QR LESS, VOT TH OF CHICO The public hearing on the Ted Sandrowski appeal of determination of the gnvironmental Review Director that an environmental impact report, 79- is required on a rezone from "A -SR" (agricultural -suburban residential) to "C-2" (general commercial)' for property located north of Chico along Hwy. 999 just south of Eaton Road exit, AP 44-47-43, containing 6;3 acres, more or less, north of Chico was held as advertised. Earl Nelson,, environmental review director, set out the background of, the appeal.. In determining that an EI:R was required he had to look beyond the proposed use: The proposal could go in i there without causing the kind of problems that could happen once the ''C-2" c ; zoning=,was established. Once the zoning was completed, there could lie any of the usas allowedwithin the zoning district., Ile waswo;;ried about access in view of the fact that the access would be off Hackamore Street, which is a residential street. Even though there .is a tentative trap in 'process that could possibly give additional accoss there is no 'Way of knowing that this will happen. He was concerned that there were residential areas immediately to the south and across the drainage ditch. The potential of the "C-21' zoning could be incompatible;to the residential uses. lie encouraged Mr. Sandrowski: to consider alternatives so that he could use a negative declaration., 'He felt that the Exit requirement was a proper :determination in this case. There is still a problem with the General Plan. It does not appear to conform to the density designation of the General Plan for that area. This cannot go before the Planning Commission until the environmental documents have Been completed. Supervisor Wheeler -stated that. the Myack Company 3s the property in queetion next to. Mri sandrowski's propert-y; This is.a..prnposed subdivision map. Tito roadway that is proposed will come to Mr. Sandrowski's property. The water and electricity will be coming across his property. 1. Hearing open to the 'public. Appearing; 2 le Ted Sandrowski. Mr, Sand rot4sk staged that he had applied is property. He is a landscape contractor. Most to put a nursery on h of the nt,,�;sery business is related to residential areas. Residential areas are not uncommon areas :for nurseries. Mr. Sandrowski set out what- is in the area at the present time. He understood that he would have to apply for 110-2" zoning in order to have the nursery on, his property. on y to zoning for y The only other alternative would be to maybe come up with z g nurseries. Mr. Sandrowski set out where other nurseries in the area are located. They are adjacent to residential, property,,,;, The only thing on the checklist that was negativewas the question on &affic. Mr. Sandrowski asked if they were really serious about bringing the road through his property.
