III. DISCUSSION OF ENVIRON14tNTAL EVALUATION
This proposal is the rezoiiing from A-.2 General to 21-55 Timber
Mountain 5 acre minimum 'parcel size allowed, of a��iroximately 11
acres of a 19.1 acre property (AP# 63-11-01) in Forest Ranch. An
estimated 8 acres of the property currently is zond TM -5 (Refer -
to the attached zoning map) This rezone applicat°on, is requesting ,
that the' entire parcel be Zoned. TH�5 to enable the creation of a
five acre parcel on the southern end for resale as a contribution
to the Childrens Home Society. The site is located at the northern
end of Nopel Avenue in the Forest Ranch area, approximately 1600
feet northwest of Highway. 32,,
The property is relatively gentle ridge -top terrain adjacent to the
Big Chico Creek canyon. The site is 'lightly forested; -flora and
fauna are "typical of the Transition Life Zone. This general ridge
area is wince,, range for migratory deer herds, according to the
California Depprrtment of Fish and. Game, though this immediate area is of
ar less importance than other more isolated, less developed areas. Soils'
are classified in the Aiken.-Cohasset soil association which are
charactarized by deep, well -drained soils on 2-15/ ;Lopes. Erosion
potential is rated as low to moderate, high further west in the canyon.
Annual rainfall is high, 60 to 70 inches in a normal year. Natural
fare hazard is rated as high. The property drains toward the west

into the Big ,Ch*co Creen canyon. Groundwater _resources in the Forest
Ranch area are limited (refer to the California Department of Water
Resources stud Groundwater Potential for --acre Parcels in the
Forest Ranch Zea, March., 1976)..
Area land uses incl ud.e rural residential',, mobile home park residential,
R-1 d1lstrict residential, commercial; and some agricultural (vineyards),
mostly in the -immediate Forest Ranch area'► However, the general area
is primarily open forested. land, particularly to the west; ,north, and,
east, with very, dispersed residential use. Surrol=ding properties
are generally large,, 8 acres or. greater, ;except in, central Forest
Ranch, where R-1 and N -C zones, as well as the A-2 General zone,
permits smaller parcels. The Butte County General.: Plan designates
this area as Low Density Residential, transitioning into Timber -
'Mountainous Terrain to the north and west.
The primary effect of the proposal would be a redution in develop-
ment potential on the 19 acre property. Currently., the`ima.Jority of
tzoned P.-2 which permits most uses ail all(>ws small

The public hearing on the Children's Home Society proposed
negative declaration and rezone from "A-2" (gene"TM-5" (timber
mountain 5 acre parcels) property located on t�e west side of Robert E.
Lee Drive, approximately 1/2 mile north of State KgWay 32, identified
as AP 63-11-1, containing 14 acres, more or less,�Forest Ranch was held

74'' Earl Nelson, environmental review director, set: out the
backf;:cound of the negative declaration. The north portion of the property,
15 acres, is already "TM -5" zoning., and the balance is "zoned "A-2."
This would make the entire parcel conform to one, zone. He recommended:,;
a negative declaration.
Bettye Blair, planning director, set out the background of
the rezone. This was heard before the Planning Commission. The recommenda-
tion came foxtrard and is in conformance with the General Plan.

On motion of Supervisor Wheeld'r, seconded by Supervisor Dolan <<,
and unanimously carried, finding the proposed project could not have a
signficant effect on the,;environment, a negative declaration was recommended.

and unanimously carried, noting the proposal is in conformity with the !„
General Flan and it would eliminate the '!A-2�' zoning the rezone from "A-2"
(general) to 11TM-5" (timber mountain - 5 acre parcels) property located
on the west side of Robert E.Lee' Drive, approximately 1/2 mile north of,
State Highway 32, identified as AP 63-11-1, containing 14 acres, more ox '
less, Forest Ranch for Children's Home Society was approved; Ordinance
2020 was adopted and the Chairman authorized to sign.
