Appendix F ,a page 7 of 0 s i r xxr. DISCUS81ON OF EN'd RONMENTAL EVALUATION This project is a request for rezoning which the first step in dewelopW Ment of a satellite shopping center. The site is located.near the north- west corner of Wagstaff and Clark Roads in paradise. Three, small parcels are to be rezoned from A-2 LTD to 02, in order to provide proper zoning for the shopping center. f Surrounding land uses include a major shopping century_bank, a bowling alley, chuxc. 'h and single family residences The site currently holds a commercial office building and several single family residences. Part of the site is vacant, and has been land- f'i7.led. lb, c, ec During construction there would be considerable movement of soil. Mitigative measures should be implemented to reduce erosion, las Local air quality would be affected by vehicular emissions generated by shopping center traffic. Some local reduction in air quality would occur, 3b, c, d, l6e When completed, the majority of the site will be cove'red by impervious surfaces (parking lots and buildings). Stormwater runoff will increase. More information. is needed on the amount and rate of runoff. A drainage plan should be developed, both for onsite and downstream drainage channels. ifs The quality of surface runoff will be reduced. Runoff water will collect increased amounts of oils, sediments and other substances 4'a A few trees and some brush and grass_ will be removed from the site. The impact of this loss should not be significant. 4c: A good landscaping plan would increase the aesthetic quality of the center. 6: There will be some noise increase in the area, related to the increase of vehicle movement. is Lighting for security purposes will increase the total light in the area during the evening and night hours. 9a, b 15a Some natural resources (petroleum products) will be used at a sustained level. Energy and water conservation measures should be imple- mented whenever possible. Appendix F' page 3 of 9 G 12: The project yill require the removal of several single,. family, residences and a commercial, eJff-Ice building. Fere hydrants will be required. An internal sprinklingsystem may be required for large buildings. 15a: See '9a, b, 16a b, c: Electricity, gas (if needed), telephone and watez, will, have to be extended into the project, but impacts should not be significant. 16e: See 3b. 19 The project would result in a visual change that some people might consider unaesthetic. Landscaping can increase the aesthetic atia'lity of the project. 22c: Potentially significant environmental'impac's of this project include soil erosion, drainage, lighting, increased use of nonrenewable natural resources, project vehicle generation, movement of vehicles and access to parking lots. Mitigation Measures: 1. A drainage plan shall be submitted to the Butte Co. Dept. of Public Ilorks for their approval, 2. A traffic study should be completed, including turning movements and trip generation, and capacity of nearby roads to handle exist— ing and proposed traffic flow8- 3. Buildings should be designed for energy conservation. Suggested Mitigation Measures 1. A landscape plan should be designed.
