rezoning that would allow development of commercial and limited industrial
uses on a 35 acre site adjacent to interstate 5. The key issues in this
highly controversial project i'nclud;ed growth inducemcnt the direction of'
future growth in the City, the need for additional commercial and industrial

land's in the area, land use conflicts, effects of develoijcr5t'on the. City's
existing. central business district, provision of aderiuMte circulation,
stormwater drainage and flooding, and effects on a ohiqu.o Wetland area. A
comprehensive set of mitigation measures wag fdrmul a;te d including a
program for, phased implementation of the measures,.
Client; City of Mount Shasta
Rt. Shasta Ski Area Sisk;iyou County, CA. An Environmental Assessment
was addressing design alternatives for the first
,prepared phase of ski area
development on National Forest land on Mount Shasta. The applcant''s
prapased development plan consisted of three ski lifts, a 10,000 square foot
lodge and related facilities, which would serve nearly 2,000 sskiersat one
time. Concerns addressed in the FA included facilities design, conflicts
with existing land uses, erosion, topographic changes, 'biologicalimpacts
irldLiding timber removal and revegetation with non ative species, cultural,
resources and vi'sual' effects. A comprehensive program of mit'igati'on
measures and design "solutions was formulated addressing al;l concern .
