He stated that the General Plan is only a guide to be used for the future development of, the County and is based on tht existing land use and available information. The Plan would not plate any restrictions on the PVOPQXty. Any .additional restrictions WOULd come through Zoning raquests from Property owners and residents in the area. I.t the present time the County,G policy requires sixty (60) per centoof the property owners in a described area to request zoning. Th'e element of time will produce the t,eans to effectively aCcoMpl.ish many of the proposals contained in the report. The Comprehensive General Plan is a guide for orderly development. It orgainizes and coordinates complex relationships between land, re sources, people and facilities to protect the Health, safety, welfare and convenience of the residents of the community. Further, it sets a direction for growth and change. The General Plan expresses the County's goals; what it wants to be like and look like in the future. It also establishes policies for approaching those goals. it is subject to review, study and amendment as warranted by new technological trends and conditions. The acquisition and compilation of the research matorials have been the contribution of private individuals and public officials. They have been most cooperative and have sought opportunities to be very helpful and to participate, The people of the County have a very important obligation to con'- ti.nte to support the Plan. One thing in this world is for sure we Will continue to have changes, which make it mandatory that premature and unwise alterations will not destroy the beauty and quality that enhances the land and the living values of the County, The people of Butte County must review the Plan with diligence and not as a mere gesture.
