After 1977 the transportation plan must: be updated every other year. Stekre Musselman, administrative analyst,_ stated that there are two alternatives the Association could take to conform with legal requirements of CEQA: (1) approve a motion recognizing that there are unresolved deficiencies within the oinvironmeital impact report previously adopted for the Butte County Regional Transportation Plan, and ask staff tc correct these deficiencies before readopting the EIR for the proposed 1977 update; or (2) to approve a motion to use the preciously adopted EIR to apply to the proposed 1917 update, with the findingo that environmental effects of the update are the same, or similar, as the adopted regional transportation plan, and that future environmental reviews of individual g p projects listed, in the update will be completed on a project-by-project basis. Jane Dolan stated that the Chino Clipper does not have wheelchair access: Meals on `heels delivers meals to 'handicapped people but does not have a lift to get people into the vehicle. Ms. Dolan stated that an UMTA grant ha.—allowed CAVE to purchase a vehicle with a lift. ,5fie stated that these people have the same needs and.• desires as does the rest of thii community to .go shopping, get to the doctor, seek work or get to work, go to sc'400l and other necdotities.
