[Appeal.] The determination of the planning commission shall be final unless a written appeal is fixed with the clerk of the board of supervisors by 5:00 p.m, on the eighth calendar "day following the date of the determination; provided, that if said eighth day falls un a legal holiday, the appeal may be filed by 5.00 p m. on the next day which the office of the clerk is open for business.
