E Roper Associates ngineer: I Dick Roper asked why condition #5 is necessary to deed the right-of-way, especially since it- was required on the prior parcel map, the one to the east, Mr. Edell said it should have been required. Although the lots will be under 5 acres, in the past, Planning has accepted that. Mr. Roper asked if there should be a condition to show existing wells. Mr. Reid said that if there are wells, then there should be 0 condition to show them, Mr. Streeter said that Planning gave conies of the drawing of -Like access strip, 1 ft. no access strip and 25 ft. driveway access to the other agencies and also the mitigation measure letter. He asked as thinegs stand. if MV. ROPcV it satisfied Mr Roper said that they are okay, Ile didn't see any Problems ,ith the accesses. Mr, Edell aaid that the traffic signal contribution Might be so as to not cover the paperwork involved, Mr. Streeter said lie Wants it anyway. Mr, Ldell suggested adding the word "Minimum" to the mitigation measure regarding a 55 ft, residential Struct-Ure setback. DISCUSSION OF ENVIR6NMENTAI EVALU:ATIO AP 42-34-110.,.;113 See .attached. I IN OF ENVIRONMENTAL EVALUAT ION AP 42-34-110,113 1b: S)il disruption per homesite Is estimated at 1/3 acre for a total of 1-1/3 acres. Improvement of Jones would Increase Potential soil disruption. Compaction of the soil reduces percolation rates, Which In turn could have a negative impact on the trees. loo4d: The land Is well suited to most agricultural cropt, It has been historically farmed; most recently planted In almondai The property Is outside of the ChIco urban area and adopted sphere of Influence. Five -acre lots are not economically viable for nut crops.. Division and subsequent development will ultimately take 3(l acres out of agricultural poo,"',ction. Residential development in agricultural areas often causes land use conflicts: trespassing through fields and orthardso damage to fencing and, sometimes, theft of equipment. Once established, residents frequently complain about nolse,s dust and odors. 2bt Future residents may be subjected to farm animal and fertilizer odors, chemical drift. 3b: Construction of four horfies and driveways wi 1 11 reduce soil absorption and Increase surface water runoff. 5ct Domestic animals will be Introduced Into an agricultural area. Agricultural posts may also be a problem since "hobby" farmers don't; always bake care of their orchards. 6a: Development will generate noises associated with traffics children and outdoor 8ctIviblet. 6b: AgHoultwral activities) such as aerial spraying tend operating large equipment generate short terms high ambient noise levels.
