Dick Roper asked why condition #5 is necessary to deed the right-of-way,
especially since it- was required on the prior parcel map, the one to the east,
Mr. Edell said it should have been required. Although the lots will be
under 5 acres, in the past, Planning has accepted that.
Mr. Roper asked if there should be a condition to show existing wells.
Mr. Reid said that if there are wells, then there should be 0 condition to
show them,
Mr. Streeter said that Planning gave conies of the drawing of -Like access
strip, 1 ft. no access strip and 25 ft. driveway access to the other agencies
and also the mitigation measure letter. He asked
as thinegs stand. if MV. ROPcV it satisfied
Mr Roper said that they are okay, Ile didn't see any Problems ,ith the
accesses. He asked if the 1 ft. no access strip needs to be recorded,
Mr. Edell, said it must be recorded if it is being deeded to the county.

Mr. Ldell, said that P.JantlijIg Would not have a Mitigation for
Improvement fees since that is Covered by Public Works. school

with a two car garage to have a 20 ft. dviveWay.
Mr. Streeter said that Would be fine --.on the drawing.
Vivo Edell said that the access areas should b0 shown oil the Map and
they should be widened out to 35 ft,

That is the widest that is allowed with concrete curb and gutter.
Mr, Edell aaid that the traffic signal contribution Might be so as
to not cover the paperwork involved,

Mr, Ldell suggested adding the word "Minimum" to the mitigation measure
regarding a 55 ft, residential Struct-Ure setback.

Mr. Reid stated having reviewed the environmental review checklist,
the Planning Director's Report of. Nov. 8, 1885 and the conversations at
this meeting, I will make a motion to grant a, mitigated negative
declaration of environmental impact for Showbird Inc, parcel map to
create 4 parcels on AP 42-34-110 and 113 finding that the project could
have an effect on the environment, but will not have a significant efilect
in this case provided the required mitigation measures are complied with.

Report of Nov. 8;, 1985 deleting #9 because it is covered by a Pub.lir.
Works condition. The motion is made noting that the project is in
conformance with the Butte County General Plan and Butte County Zoning.
Motion seconded by Mr. Streeter and carried unanimously.
Mr. Reid stated: noting that a mitigated negative declaration was
adopted this date, T will make a motion to approve Showbird Inc. parcel
map to create 4 part --is on AP 42-34-110 and 113, Approval is subject
to the following conditions:
Public Works conditions are;
1, Provide two-way traversable access RS -9 -LD -I to each parcel from a county
maintained road or state highway,
2. Access to be reserved iti deeds as per county ordinance and offered for dedication
on the final map,
3. Show 50 -ft, building setback line measured from centerline of access easement.
4, Provide road maintenance agreement.
5. Deed to the County of Butte 40 ft, right-of-way on either side of the centerline
of Carmack Drive.
6. Indicate a 55 ft. building setback ,from the centerline of Carmack Drive and 50 ft.
building setback line from the centerline of Lay Avenue and Catherine Court,___
7. Pay any delinquent taxes or current taxes as required.

PROJECT DESCRIPTION': The proposed project is for the division
of approximately 20 acres OTS land into four parcels.
PROJECT LOCATIONa The j
'pro ect site is located adjacent to the
west side of Bay Avenue, approximately 0.75 miles north of
the intersection with Bell, Avenue, northwest of the City of
Chico. The property covers a portion of the NEI of Section
17, T, 21 N., Ri 1 E., Nord Quadrangle, 7.5"series.

PRION -.A REVIEW: Prior to cor ducting the field 'survey the
archaeological site record files maintained by the Northeast
Information Center of the California Archaeological. Survey
were consal.ted to determine if any previously recorded
cultural resources were located within, or adjacent to, 'the
project. No previously recorded cultural. resources 'Nad
been re ed with -in the project area. The nearest recorded
site is . gated approximately 0.5 miles to the north of the
project area.
DASE OF FIELD INSPECTION: October 18, 1985'
ENVIRONMENTAL SETTING: The project site is a level piece of
land located adjacent to the south side of an Litermittent
drainage channel, approximately ' mile to the east of Mud Creek.
The property, is under cultivation as an almond orchard and no
native vegetation is located on the property. No structures
are located on the property.
SURVEYYfETHODOLOGYi The focus of the field surve;, was a
visual inspection of the ground surface for materials or
features indicative of prehistoric or early historic
activities. The entire area was 'inspected by walking linear
transects with a 10 meter interval. spacing. Ground visibility
was very good throughoutthe project area

RECOMMENDATIONS: It is recommended that archaeological
