Grading has recently been accomplished for the proposed addition. Sewage disposal for the fire station is handled by an existing on-site septic system. Domestic water is obtained from the Forest Ranch Water Company. Access to the site is from both Nopel Avenue and Forest Ranch Road. The project site is zoned R-1 (Residential) and has a General Plan Land Use designation of Commercial. Surrounding parcels are zoned R-1 to the north, west, and east, and. Neighborhood Commercial (N -C) to the south. Surrounding parcels have a General Plan Land Use designation of Commercial. The parcels to the north and west are developed with single family dwelling units. The parcel to the south, across Forest Ranch Road, is developed with a small equipment repair shop. The parcel to the east, across Nopel Avenue, is developed with a small well pumping facility and a real estate office. ANALYSIS: The R-1 zoning district allows public uses with a Use Permit. A fire station is considered a public use. The fire station use is consistent with the Butte County General Plan Commercial land use designation which allows public uses as a Secondary Use. The 1,800 square foot addition will be used as an equipment room and will hold several fire fighting apparatuses. One of the fire apparatuses will be a water tender vehicle that is currently parked in the existing equipment room. The reason for relocating the water tender to the proposed addition is to reduce wear on the vehicle due to the steep driveway to the existing equipment room. The proposed expansion will allow two additional fire vehicles to be kept on the site. The proposed addition to the existing volunteer fire station will not cause a significant increase in noise, light, or vehicle traffic in the project area. Construction activities on the site will generate noise, but this is not expected to be significant due to the intermittent and short term nature of the construction noise. After the expansion is constructed, the only noises that will be generated will be from the occasional arrival and departure of vehicles belonging to the volunteer firefighters, and from the arrival and departure of the fire trucks. The project will generate a few additional vehicle trips in the project area during site development, but this increase is not expected to cause an impact to vehicle circulation. After construction of the fire station, no impacts are expected to vehicle circulation due to the infrequent use of the proposed volunteer fire station. ACTIONS FOR CONSIDERATION: Staff recommends that the Planning Commission take the following actions: I. Determine the project to be Categorically Exempt from environmental review under Section 15301(e) of the California Environmental Quality Act.
