Domestic water is from "pooh -site well. • The site has a moderate grade on the east side with the dwelling taking up inestcof this area. There are no drainage issues. The building and pool areas are heavily wooded,L ith trees and shrubs. • The project site is located in an area that is zoned SR -1, and hasa General Plan Land Use designation of Agricultural Residential. The adjoining area on the east.'s in the City of Chico and has a County General Plan Designation of Low Densi y,,R�esidential with an average lot size of 0.24 acres. • The surrounding parcels west of the City Limits andnorth, south and west of the subject parcel average 0.9 acres in size and are developed ��wit sipgle family dwelling units. • Kirk Way is a 60 foot wide private easement w�ith`ajpal1ved width of 24 feet. • The project site is not located within a f00-tyear�ood zone, an earthquake zone, or an airport compatibility zone. ANALYSIS: _ • The existing living area contains 868 square feet. This exceeds the maximum 640 square feet allowed by code for a s ce onddw-elling in an urban area by 228 square feet. • The building is an open beam pitched roof design with no interior bearing walls. • The "be droonfa ea iapproximately 201 square feet. If this were converted to a covered deck, and theeiintenyr wall shifted two feet so as to be in line with the main floor joist, the remaining li(irigarea square footage would be 633 square feet. This is 7 feet below the maximum allowed by code (see attached Staff modified floor plan, Exhibit Q. In a letter date°d•October 13, 2004, the applicant has agreed to this building modification. This change �'rings the square footage into conformance with Butte County Code Section 24-280 (b) (2) ssubpart b. However, the building remains detached from the main dwelling as required by sub` art e. Therefore a Use Permit is still required. • The project would not result in a significant increase in air emissions, fugitive dust emissions, light, noise, or vehicle traffic. • There is adequate area for off-street parking. • During Intra -Department review of the project, the Butte County Environmental Health Division requested additional information on septic, well and soils.
