The Site is also occupied by one (1) agricultural well and one (1) domestic well that will be used for the proposed project; and a residential size septic system, one (1) deteriorated wooden shed and several trees that will be removed prior.to development of the proposed project (see attached photos of existing Site). There are currently no known cultural, historical or scenic issues regarding the Site. The Site is bounded on the north by Nord Highway (farmland is located north of Nord Highway); on the south by railroad tracks (farmland is south of the railroad tracks); on the east by orchards; and on the west by farmland and single-family dwelling. Properties within the immediate vicinity of the Site consist primarily of agricultural and residential parcels. There are currently no known cultural, historical, or scenic. issues regarding surrounding properties. Project Description Development Phases: Champion Christian School proposes to develop the site in a minimum of two phases. Phase I will consist • of the placement of portable buildings (classrooms/office), sports fields/courts, a septic system/leach field, water supply system (domestic, irrigation and fire protection), storm water drainage system, electrical/gas (propane)/cable/telephone, utility systems, access road, parking lots, and landscaping. Phase II will consist of the construction of a multi-purpose, two-story high school building, additional sports fields, extension, of access road, and additional parking and landscaping areas. The portable buildings placed during Phase I will serve as a joint use junior/senior high school until the aforementioned, two-story multi-purpose senior high school building is completed during Phase Il. Upon completion of the permanent senior high school building, the portable classrooms/office will serve as a junior high school. Portable Buildings: The proposed portable buildings (approximately 12) will be designed for a maximum occupancy of 200'students and 25 staff members, with initial anticipated occupancy of 1 165 students and 25 staff members. The portable buildings will serve as classrooms, offices, restrooms, and a cafeteria. Senior High School Building: The proposed, two-story, 66,480 square foot school building will be designed for a maximum occupancy of 500 students and 40 staff members at build -out, with initial anticipated. occupancy of 350 students and 30 staff members. The proposed building includes a gymnasium/multi-purpose room (with locker rooms), cafetorium (joint use auditorium and cafeteria with in-house kitchen), restrooms, 21 classrooms, and 8 offices (see attached architectural rendering (Corinthians VII School) and building floor plan). Parking: Parking calculations were performed using the maximum occupancy rate for the school on each day of the week. Based on 700 students and 65 staff members, 100 parking spaces. (with 4 handicap spaces), ate required to accommodate the.daily service(s). Access: Access to the Site will be gained through a primary entrance/exit at the center of the Site and a secondary entrance/exit along the west boundary of the Site. - Septic System: According to a Septic Inspection Tank Certificate issued on 01-11-79 by the Butte County Environmental Health Department, a 1250 -gallon septic tank and leach field is located at the northeast corner of the Site, near the existing domestic well. Our Project Engineer will perform soil tests (perc tests and mantle inspections), with oversight by Butte County Environmental Health, .to determine on-site wastewater treatment/requirements. An adequate system will -then be sized and designed in accordance with Butte County standards. 2 Storm Water Drainage: The proposed project includes the construction of perimeter water drainage ditches, which will convey storm water runoff from the existing culvertslocated beneath Nord Highway, the existing roadside drainage ditch along the south side of Nord Highway, and the Site; to a proposed detention pond at the southeast corner at the Site. Storm. water runoff.will be released from the Site at a pre -development rate. A drainage study will be performed as part of the pre -design process. Water Supply: The Site currently contains one (1) agricultural well and one (1) domestic well with pressure tanks and electric pumps. Required domestic, irrigation and fire protection water supplies will be provided by existing wells and new wells, if necessary. Landscaping: According to Steve Betts, Butte County Planner, the County will provide Landscape requirements for.this zoning after a Use Permit is submitted. The Site will be landscaped in accordance with Butte County standards. Signage: Current proposed signage will consist of a monument sign at the main Site entrance, a secondary sign at the west property entrance, directional signs and a wall sign at each facility, . and a pole sign.. The proposed pole sign will be located to the northwest of the school to enable full view of the sign from Nord Highway. The maximum school population will be 700 students and 65 staff. Wastewater, disposal�will be'on'site.: We have the following comments.. 1. Wetlands and/or stream course alteration`= The,piojectproponent may require a Clean Water Acte' Section .404 permit (§404 permit)" from` the US'. Army Corps of Engineers. A. §404, permit is required for activities involving a discharge of dredged or fill material to waters of the United States. "Waters of the United States" include wetlands, riparian zones,.streambeds, rivers, lakes and oceans. The Army Corps of Engineers Butte County contact for §404 permits is Ms. Laura Whitney, (916) 557-7455. Projects requiring a §404 permit also require a water quality certification (pursuant to Section 401 of the Clean Water Act) verifying that the project does not violate State water quality standards. A water quality certification is required for any project that impacts water of the State (such as streams and ✓etlands). Activities that fall under the water quality certification process include, but are not limited to: stream crossings, the modification of stream banks or stream courses, and the filling or in of wetlands. A water quality certification must be obtained prior to construction. Failure to obtain a water quality certification, when required, may result in enforcement action. Isolated wetlands not covered by the federal Clean Water Act Wetlands not covered by the Clean Water Act are known as "isolated wetlands." The Site is also occupied by one- (I) agricultural well and one (1) domestic well that will be used.for the proposed project; and a residential size septic system, one (1) deteriorated wooden shed and several trees that will be removed prior.to development of the proposed project (see attached photos of existing Site). There are currently no known cultural, historical or scenic issues regarding the Site. The Site is bounded on the north by Nord Highway (farmland is located north of Nord Highway); on the south by railroad tracks (farmland is south of the railroad tracks); on the east by orchards; and on the west by farmland and single-family dwelling. Properties within the immediate vicinity 'of the Site consist primarily of agricultural and residential parcels. There are currently no known cultural, historical, or scenic. issues regarding surrounding properties. Project Description Development Phases: Champion Christian School proposes to develop the site in a minimum of two phases. Phase I will consist ' of the placement of portable buildings (classrooms/office), sports fields/courts, a septic system/leach field, water supply system (domestic, irrigation and fire protection), storm water drainage system, electrical/gas (propane)/cable/telephone, utility systems, access road, parking lots, and landscaping. Phase II will consist of the construction of a multi-purpose, two-story high school building, additional sports fields, extension. of access road, and additional parking and landscaping areas. The portable buildings placed during Phase I will serve as a joint use junior/senior high school until the aforementioned, two-story multi-purpose senior high school building is completed during Phase. Il. upon completion of the permanent senior high school building, the portable classrooms/office will serve as a junior high school. Portable Buildings: The proposed portable buildings (approximately 12) will be designed for a maximum occupancy of 200'students and 25 staff members, with initial anticipated occupancy of 165 students and 25 staff members. The portable buildings will serve as classrooms, offices, restrooms, and a cafeteria. Senior High, School Building: The proposed, two-story, 66,480 square foot school building will be designed for maximum occupancy of'500 students and 40 staff members at build -out, with initial anticipated occupancy of 350 students and 30 staff members. The proposed building includes a gymnasium/multi=purpose room (with locker rooms), cafetorium (joint use auditorium and cafeteria 'with in --house kitchen), restrooms, 21 classrooms, and 8 offices (see attached architectural rendering (Corinthians VII School) and building floor plan). Parking: Parking calculations were performed using the maximum occupancy rate for the school. on each day of the week. Based on 700 students and 65 staff members, 100 parking spaces (with 4 handicap spaces), ate required to accommodate the.daily service(s). Access: Access to the Site will be gained through a primary entrance/exit at the center of the Site and a secondary entrance/exit along the west boundary of the Site. Septic System: According to a Septic Inspection Tank Certificate issued on 01-11-79 by the Butte County Environmental Health Department, a 1250 -gallon septic tank and leach field is located at the northeast corner of the Site, near the existing domestic well. Our Project Engineer will perform soil tests (perc tests and mantle inspections), with oversight by Butte County Environmental Health, .to determine on-site wastewater treatment/requirements. An adequate system will then be sized and designed in accordance with Butte County standards. 2 Storm Water Drainage: The proposed project includes the construction of perimeter water drainage ditches, which will convey stone water runoff from the existing culverts located beneath . Nord Highway, the existing roadside drainage ditch along the south side of Nord Highway, and the Site; to a proposed detention pond at the southeast corner at the Site. Stone water runoff will be released from the Site at a pre -development rate. A drainage study will be performed as part of the pre -design process. Water Supply: The Site currently contains one (1) agricultural well and one (1) domestic well with pressure tanks and electric pumps. Required domestic, irrigation and fire protection water supplies will be provided by existing wells and new wells, if necessary. Landscaping: According to Steve Betts, Butte County Planner, the County will provide Landscape requirements for. this zoning after a Use Permit is submitted. The Site will be landscaped in accordance with Butte County standards. Signage: Current proposed signage will consist of a monument sign at the main Site entrance, a secondary sign at the west property entrance, directional signs and a wall sign at each facility, and a pole sign.. The proposed pole sign will be located to the northwest of the school to enable full view of the sign from Nord Highway.
