ANALYSIS: This project is a request to place a temporary mobile home as a second dwelling on property located on the east side of Skyline Blvd., approx. 2300 ft. southeast of La Mirada Ave. at 275 Skyline Blvd. in East Oroville. The proposed mobile is to be located approx. 30 ft. from the existing home and-approx. 60 ft. from the edge of each property line. The proposed mobile home will not be located near any neighboring homes. This placement should not cause any undue hardships on the neighboring properties. Installation of a mobile home at this location also should not result in any land use conflicts or incompatibility of land uses. The adjoining parcels are developed with single family dwellings. The applicant states that the additional mobile will be occupied by the applicants elderly parents. The Aunt Minnie Provisions (24-304) was adopted to allow families to take care of one another and still maintain independent living quarters and privacy. The application clearly meets the intent of the Temporary Mobile Home Ordinance. Temporary mobile homes also come under County Code Section 24-47 concerning the issuance of a Use Permit. Butte County Code Section 24-304 provides for removal of a mobile home within 120 days of the time that it is no longer being occupied pursuant to the Code Section. The Code also makes provisions for the County requiring a bond or deposit at the time of application of K BUTTE COUNTY PLANNING COMMISSION STAFF FINDINGS - December 5, 1989 sufficient size to cover the removal expense of the mobile home. This is to ensure that the taxpayers at large (via the General Fund) are not charged those expenses should the County be forced to remove the mobile home pursuant to the Code. Of course, if the applicant removes this mobile home voluntarily, then the bond or deposit would be returned. Similarly, if the County removes the mobile home, then only charges actually incurred would be reimbursed from the bond or deposit with the remainder being returned to the applicant. A survey of several mobile home dealerships in Butte County has indicated a rather wide range of estimated costs of removal. Costs, of course, would vary due to installation of landscaping, decks, awnings, and physical site characteristics. Taking the median figures and adding a small amount for administrative costs and storage costs, it appears a reasonable deposit would be $1500.00 per single wide and $2000.00 for a double wide mobile home. These amounts seem reasonable to ensure that the mobile home is removed at no cost to the County or the taxpayers. The applicant proposes to place a double wide mobile home on the property, so a $2000.00 bond should be assessed. This project is categorically exempt from environmental review under the California Environmental Quality Act in accordance to Section 15303 Class 3A of the California Public Resources Code.
