ANALYSIS: This project is a request to place a single wide mobile home as a temporary second dwelling at 3072 Sunnyside Lane which is accessed by McCann Drive on the north side of Neal Road. The proposed mobile home will be approximately 40 feet west of the main house. The property is dense with pine trees, oak, trees, Manzanita and Foothill scrub brush. The nearest residence is approximately 90 feet from the proposed mobile home site. Both dwelling units would be utilizing the same well and sewage disposal will be by a separate septic system for each dwelling. The main dwelling will be occupied by Victor Stathis and his family. The temporary mobile home will be occupied by Catherine Bingham (mother) and Barbara Flint (sister) of Nancy Stathis (wife) of Victor Stathis. Butte County Code Section 24-304 provides for removal of the mobile home within 120 days of the time that it is no longer being occupied pursuant to the code section. The Code also makes provision for the County requiring a bond or deposit at the time of application of sufficient size to cover the removal expense of the mobile home. This is to insure that the taxpayers at large (via the General Fund) are not charged those expenses should the County be forced to remove the mobile home pursuant to the code. Of course, if the applicant removes the mobile home voluntarily, then the bond or deposit would be returned. Similarly, if the County removes the mobile home, then only charges actually incurred would be reimbursed from the bond or deposit with the remainder being returned to the applicant. A survey of several mobile home dealerships in Butte County has indicated a rather wide range of estimated costs of removal. Cost, of course, would vary due to installation of landscaping, decks, awnings, and physical site characteristics. Taking the median figures and adding a small amount for administrative costs and storage costs, it appears that a reasonable deposit would be $1,500 per single -wide and $2,000 for a double -wide mobile home. These amounts seem reasonable to ensure that the mobile home is removed at no cost to the County or the taxpayers. The applicant proposes to place a single wide mobile home on the property. Butte County Fire Department/California Division of Forestry: "Meet the fire safe regulations of Public Resources Code 4290. ANALYSIS: This project is a request to place a single wide mobile home as a temporary second dwelling at 3072 Sunnyside Lane which is accessed by McCann Drive on the north side of Neal Road: The proposed mobile home will be approximately 40 feet west of the main house. The property is dense with pine trees, oak, trees, Manzanita and Foothill scrub brush. The nearest residence is approximately 90 feet from the proposed mobile home site. Both dwelling units would be utilizing the same well and sewage disposal will be by a separate septic system for each dwelling. The main dwelling will be occupied by Victor Stathis and his family. The temporary mobile home will be occupied by Catherine Bingham (mother) and Barbara Flint (sister) of Nancy Stathis (wife) of Victor Stathis. Butte County Code Section 24-304 provides for removal of the mobile home within 120 days of the time that it is no longer being occupied pursuant to the code section. The Code also makes provision for the County requiring a bond or deposit at the time of application of sufficient size to cover the removal expense of the mobile home. This is to insure that the taxpayers at large (via the General Fund) are not charged those expenses should the County be forced to remove the mobile home pursuant to the code. Of course, if the applicant removes the mobile home voluntarily, then the bond or deposit would be returned. Similarly, if the County removes the mobile home, then only charges actually incurred would be reimbursed from the bond or deposit with the remainder being returned to the applicant. A survey of several mobile home dealerships in Butte County has indicated a rather wide range of estimated costs of removal. Cost, of course, would vary due to installation of landscaping, decks, awnings, and physical site characteristics. Taking the median figures and adding a small amount for administrative costs and storage costs, it appears that a reasonable deposit would be $1,500 per single -wide and $2,000 for a double -wide mobile home. These amounts seem reasonable to ensure that the mobile home is removed at no cost to the County or the taxpayers. The applicant proposes to place a single wide mobile home on the property. RECOMMENDATIONS: A. Find that this project is Categorically Exempt from environmental review; and B.
