The property fronts on the Feather River just outside of and southwest of the city limits of Oroville, California, in Butte County. The property is currently zoned L-I, Limited. Industrial and is situated outside of the designated Oroville urban area. The concept, of "mixed use" in the context of this proposed park is a mix of exclusive use sites and transient use sites . A membership, either permanent or temporary will be granted to users in order to implement an evacuation plan as the property lies within the designated Feather River Floodway and is subject to inundation in heavy controlled release events . During the flood of January 1 , 1997; a controlled release (exceeding the designed maximum release of 187,000 c.f .s . )o of 240,000 c.f .s. brought floodwater elevation to the 141 foot level . The property elevation ranges from 124 ' to 140 ' and was inundated for a period of days during that extreme event. The evacuation plan will be included in the application. The 313 sites proposed are a . combination of pull through and back-in sites sized to accomodate the larger Class A motorhomes. The lenghth. and .width .of most sites will be larger than industry standards . Each site will have electricity, telephone, cable, ' water and sewer hookups , and a . private turf area for exclusive space use. The Dooty, Sept. 22 , 1998 Pg. 2 sites will be served by paved one-way and two-way roadways, .with adequate turning radii , -,signage and low, directional lighting to allow for large vehicle use. Parking of various sizes will also be provided throughout the site. The design of the park provides for visual and accessible use of the Feather River. A boat ramp and several play areas are proposed in addition to the common bathroom/shower facilities located throughout the park. The common buildings will be constructed to be either: removed according to the evacuation plan, constructed to withstand the floodwaters;. .or_:be constructed ' . above the 142 foot elevation. Adjacent land uses include a gravel plant to the south, the river and wildlife areas to the west, RV parks and light industrial or commercial uses to the north and industrial , , recreational , mobile home park and freeway to the east. It is believed that the site offers an appropriate land use of recreation adjacent to the Feather River that will not impact or be adversely impacted by the existing area land uses . A Use Permit application will be prepared to implement this project. A summary of the project components is attached. Thank you for circulating this preliminary conceptual plan to other agencies. FEATHER RIVER GOLD RESORT, pg. 2 Environmental setting: The property is Parcel 3 of Parcel Map 73-99, created in 1979 . The Parcel Map identified the property as lying within the Feather River Floodway boundary. The property is relatively flat with a small levee on the westerly side abutting the Feather River for about 1000 feet of river frontage . Approx. 100 large Oak and Cottonwood trees scattered over the site are proposed for incorporation into the landscape design. A small lake and two small pond basins will also be incorporated as land- scape features and drainage percolation/retention basins . The soil is a mixture of sandy loam several feet deep or dredge tailing .cobbles with some sand and loam. Weeds cover the site except for some trees along the levee, also proposed to be maintained . Adjacent land uses : To the north of the site is warehousing and the Surplus City sales yard and military museum. A 94 space RV Park has been approved for the Surplus City property. Another RV Park is located north of Surplus City and is operating. To the east is a mobile home park, vacant lots and some industrial uses including additional surplus yards , a welding shop and an equipment rental yard . To the south is Robinson Construction ' s gravel processing plant . West is the Feather River and the wildlife area . Existing land use, Zoning and General Plan designation: The property is vacant, zoned L-I , Limited Industrial . The General Plan designates the property as Industrial . Under the L-I zone the RV park can be approved with a Use Permit as a `commercial recreation use. This project proposes to utilize the Use Permit process for local jurisdictional approval and the State of Calif- ornia Department of Housing approval process for regulation of the RV park facilities . Feather River Gold Resort , pg. 3 Project summary: The 42 acre site has approx. 1000 feet of frontage along the east side of the .Feather River. The site is relatively flat with several large Oak and Cottonwood trees . A lake and two small pond sites offer additional landscape features for this proposed high quality destination recreational vehicle park. The greater Oroville area has few RV parks and several recreational amenities including the Lake Oroville complex, the Feather River and the Sierra Nevada foothills . The Oroville Wildlife area and the central valley are located west of the Feather River near the site. The community of Oroville is increasing the tourism aspects of its economy and working toward an employment base that includes more tourism dollars . The proposed park supports those efforts and provides additional transient occupancy tax dollars for Butte County. The park is proposed for a membership plan that provides short term users with a temporary. membership in addition to the permanent memberships available for those desirous of space availability on a seasonal or year round basis. Tent sites will also be available for primitive campers who wish to utilize the site amenities and access shower and bathroom facilities conveniently. The membership also provides a mechanism to implement an evacuation plan should large controlled releases from Lake Oroville be necessary for flood control . All facilities will be constructed to endure a flood situation, including some facilities being removed temporarily, and some being constructed above the historic high water elevation (using the 240 ,000 c. f . s . release of the flood of Jan. 1 , 1997 ) . The site will be accessed by paved private roads with adequate signage to direct freeway travellers and will have a gated entry to remain open except during flood situations . The entry area will have the registration office and convenient ingress and egress through the gate. Upon entering, the design of the park provides a visual connection to the Feather River and provides easy access to day use members enjoying the play area or the river amenities . A boat launch and some beach treatment will be constructed . Feather River Gold Resort, pg. 4 Each site will have full hookups for electricity, telephone, sewer and water. Cable service is currently unavailable. A request has been made to TCI for service stipulations and costs . Each site will have a concrete pad for the vehicles to sit upon, a concrete apron for the utilities and the balance will be landscaped to provide a turf area , shade and privacy. The sites will be larger than typical RV park sites to accomodate the Class A models . Approx. 12/ of the sites will be "back-in" , the balance are "pull-thru" . The common facilities include shower rooms where the industry standard of 1 shower for each sex per 20 spaces will be exceeded . The shower buildings will also have restrooms and will be situated a maximum of 300 feet from any space. Extra facilities will be provided near the parking area servicing the boat launch area . The clubhouse/office and maintenance buildings will be located at the entry and will total approx. 30000 square feet. The sewer lift station and water storage facilities will be located in close proximity to the maintenance building for convenience and security. The buildings will be constructed to withstand the controlled release events . The architectural theme has not been decided at this preliminary stage. Options are currently including a gold rush era theme or a beach front vacation theme . A decision will be made and the required illustrative elevations provided with the application. The engineered sewage disposal system will be situated upon an area of approx. 4 acres in the southeast, higher portions of the property. A turf field will be what park users will see and will also be available as a play area . The lake near the south of the property will be improved to be an attractive feature, possibly with a fountain and fish. Water will be maintained in the lake year round . The stormwater retention/percolation basins are to be located in low areas and also planted or maintained in native grasses . The will also provide a recreational amenity and may include game facilities such as volleyball . Specific additional landscape design elements will be provided in the full application documents . The perimeter of the property will be fenced or bermed for security and a hedge or tree row planted to minimize view onto the Feather River Gold Resort, pg. 5 adjacent industrial uses . Foothill views will be preserved where possible. Site rental rates are not yet determined . Additional common facilities may be contemplated prior to the application. At this time no store, laundry or onsite storage is proposed. A minimum of 60 RV spaces and 20 camp sites will be built initially, along with all of the entry common facilities, buildings, adequate shower/restrooms, the boat launch and parking lot. Modules of approx. 60 spaces with adequate shower/restrooms will be constructed during the buildout period of approx. 5 years . While phasing flexibility is necessary for orderly construction, market forces may compell afaster buildout period . These decisions will be part of the Use Permit and compliance requirements. Upon your formal application, other requirements may need to be satisfied when formal agency comments are received. The Butte County Public Works: They have prepared written comments, which are not yet available. Stuart Edell has indicated to me there are concerns about flooding and whether this development will impact downstream properties. I will forward Land Development's comments to you in the near future. Environmental Health: They have prepared written comments, which are not yet available. They have indicated that a public water system will be required and that the project will need to meet the requirements of the California Safe Drinking Water Act. I will forward Environmental Health's comments to you in the near future. Butte County Fire: Please see attached memo regarding their concerns. Development Services: There are concerns about the density of the proposal. The pull through spaces do not appear to have enough room for RV vehicles. The project will be processed by the State Department of Housing and Community Development and a permit will be necessary from RWQCB, therefore, this project will be routed through the State Clearing House when the appropriate CEQA document is prepared. How many memberships will be sold per space? Please note on future application. Please also note phases of development on application. Emergency services will have to review evacuation plan. A pressurized fire hydrant system capable of producing at least 500 gallons per minute for at least 2 hours. Fire hydrant spacing to be a maximum of 800 feet apart. The water mains have to be a minimum of 6 inches in diameter. The locations of the hydrants are to be coordinated with the Fire Department. 2. Since this will be a private water system, it is the responsibility of the owner to maintain the system in working order. The system should be checked annually by a qualified company to assure the system is in good working condition and will be tested annually by the Butte County Fire Department.
