Also in attendance was lot owner Bill Do A special board meeting was held to discuss a request by Bill Dowd to receive board approval to change the setbacks of his property line in order to construct and install a swimming pool. W. Dowd desired to correct the distances from the westerly property line of Lot#7 to the westerly building setback lines as follows: 1. Correct the distance of 160 feet along the northerly line to 150 feet. 2. Correct the distance of 110 feet along the southerly line to 110 feet. The area proposed for change is on the down slope(cliff)lines only. The proposed change had been previously discussed with both adjacent neighbors to the north and south side boundaries, with no objections raised. In discussion, it was noted that the HOA is in control of the HOA land and that the HOA board is the appropriate authority to approve any changes. It was also noted that only the board could approve any such change. It is important to note that this meeting was NOT to establish a precedent,but to establish a PROCEDURE for just such an approval or change. A motion was made by Frank Kurung and was seconded by Walt Turner to approve the setback changes as proposed by Mr. Dowd. A vote was taken and the change was unanimously approved. Second on the agenda was a discussion of the HOA budget for the year 2003. There was less than a quorum in attendance for the previous budget meeting. After discussion,the budget remains essentially the same as in 2002 except for a need to increase the usage fee from$0.0042 per gallon to$0.0068 per gallon, due to a large increase in PG&E utility costs. Each lot owner that uses water will notice a$5.00 per month increase in his or her water bill.
