Prove that adequate quantities of domestic water for a single family residence are available to the parcel. 2. Prove that adequate sewage disposal area for a single family residence exists on the parcel. 3. Provide two-way traversable access to the parcel from a publicly maintained road or state highway as defined in the County Code. 4. Provide approved access to the parcel from a publicly maintained road or state highway in accordance with the County Code. Minimum easement width to be 60 feet. 5. CEQA ISSUES: This project has been determined to be categorically exempt from the California Environmental Quality Act(CEQA)provisions under Public Resources Code Section 15303.This section exempts limited uses including one single-family residence and a second unit. Construction of a single family residence and a second unit assumes the construction of a driveway to serve the homesite. Grading above established threshold, currently 1,000 cubic yards, would trigger CEQA review. If a grading permit is required, then review pursuant to the California Environmental Quality Act(CEQA)will be required. If access can be achieved without substantial earth work necessitating a grading permit,then construction has been found to be consistent with the exempt activities under Public Resources Code Section 15303, other than the steep topography. There are not any known sensitive resources located on the property or in the vicinity of the site. CONDITIONS OF APPROVAL: 1. Prove that adequate quantities of domestic water for a single family residence are available to the parcel. 2. Prove that adequate sewage disposal area for a single family residence exists on the parcel. 3. Provide two-way traversable access to the parcel from a publicly maintained road or state highway as defined in the County Code. 4. Provide approved access to the parcel from a publicly maintained road or state highway in accordance with the County Code. Minimum easement width to be 60 feet. 5. The owner has identified that he would like to move forward with the project, and acknowledge that physical access to the property does not currently exist. We believe that a condition requiring a solution to the access issue is necessary to move forward with the project. Otherwise, we would need to evaluate where a road would be installed.
