The Initial Study determined that mitigation measures are necessary to prevent the project from causing significant impacts to the environment and a Mitigated Negative Declaration is proposed. Please review the enclosed initial study and recommended mitigation measures, noting particularly any environmental problems which could be minimized or avoided by the care and manner in which the project is carried out. Section 15070(b)(1) of the Guidelines requires that the project applicant, or his or her agent, provide a written consent to the proposed mitigation measures prior to release of the proposed Mitigated Negative Declaration and Initial Study for public review. The recommended mitigation measures constitute a revision to the project. If you agree to the mitigation measures, please sign Section 8 of the Initial Study and return to the Planning Division. The signed Initial Study must be returned to this office by May 16, 2002, in order to publish for the June 13, 2002, Planning Commission meeting. Box 628 Durham, CA 95938 Re: General Plan Amendment and Rezone,File#GPA/RZ 99-02 and Tentative Subdivision Map, File#TSM 99-02, for Becky Yount Dear Mr. Miller: Enclosed please find copies of the comments we have received from other Butte County agencies regarding Becky Yount's application for a General Plan Amendment/Rezone and Tentative r Subdivision Map. Please review these comments and the conditions that are requested as part of the ' project's approval. Please note that the Butte County Environmental Health Department requires percolation tests, - winter groundwater elevation data, plans to mitigation storm water drainage, and a letter stating that the project site is above the 10-year flood elevation. The Environmental Health Department cannot make a recommendation on this project until such time as they receive the required information. I - = understand that you are already aware of these requirements and that the groundwater testing is currently underway. Until such time that the required information is received, staff considers the application as incomplete. When the information is received, the review period will continue. Additional information may still be required as the review process continues, which may also cause the application to be deemed incomplete. Please note also that the Public Works Department has raised concerns about future vehicle " circulation on the site. Several of the alternatives in Technical Memorandum # 2 show a frontage road between the site and East Park Avenue.
