ALUC staff has received your request for comments and appreciates the opportunity to respond to the_above
mentioned project proposal. In reviewing the project we have utilized the 1978 Chico Municipal Airport
Environs Plan (CMAEP), as amended October 1998.
The following are our findings:
a. The project site is not within the new CLUP areas "A," "Al," or iB" as described within the amended
1998 CMAEP.
b. The project site is outside the Area of Influence Map boundary adopted by ALUC May, 1998.
The project is not within the jurisdiction of ALUC and formal consistency review is not required. Again, thank
you for the opportunity to comment and review on this project.

Subject: Pre-development conference for Ball property, 3395 Esplanade
Dear Dan:
Thank you for the opportunity to comment on the proposed General Plan amendment and rezoning
of the Harold Ball property,two (2) five acre parcels, located at 3395 Esplanade (A.P.N. 006-020-
175 and 176) from Orchard and Field Crop designation and A-20 Agriculture, 20 acre minimum
parcel size zoning district to Commercial designation and C-2 General.Commercial zoning district.
The City Planning Division.forwards.the following comments for your consideration. ..
1) The subject property and surrounding area make-up the fringe of this portion of the urban
area. Potential development of several properties northwest of Eaton Road and
southwest of State Highway Route 99 have been discussed in recent months. Common
to much of this discussion has been problems with circulation and land use patterns and
the need to develop an overall development plan for the area.
2) The development of a Specific or Precise Plan for this quadrant could address several
issues including,circulation,bicycle and pedestrian circulation linking future commercial
and residential uses with De Garmo park and Shasta Elementary School, appropriate
buffer and location of Greenline in this area, development of a strong mixed-use
neighborhood to compliment school and future community park and the extension of
urban facilities and servicies.
3) As noted above the C-2 land mentioned as existing to the east of the subject site has been
acquired by CARD and will be developed as a community park. The City will process
-a General Plan amendment and rezoning to reflect this change.
4) The subject site has no sanitary sewer or storm drainage facilities available to the site.
The nearest facilities are located in the general vicinity of Eaton Road and the Esplanade,

approximately 2000 feet to the southeast.

The following is submitted for the pre-development conference scheduled for
October 27, 1999 on the subject rezone and GPA:
1. This individual rezone and general-plan amendment has no impact on the Butte
County Fire Department, but the accumulative affect of rezoning to commercial
property is increased demands for the fire protection services and higher costs
to the County.
2. Any future development of the property would require a fire hydrant system
capable of producing sufficient fire flow for commercial facilities at 2500 gallons
per minute with hydrant spacing of 300 feet. The details would have to be
determined, as the specific plans are available. There is currently a 12-inch
water main on the Esplanade.
3. Access to any future buildings by the Fire Department apparatus would have to
be considered at the development stage.

The Butte County Development Service Department has received a request for a pre-development
conference regarding a proposed Rezone and General Plan Amendment from A-20 (Agricultural, 20-
acre parcels) and Orchard and Field Crops,to C-2(General Commercial) and Commercial on a 10 acre
parcel. The parcel is located on the west side of the Esplanade approximately 1,000 feet south of
Nord Road, north Chico. .
The purpose of the meeting is to inform the applicant of local or state requirements that may apply to
their project. This allows the applicant to incorporate those requirements into the design of the project
when the actual application is made.
