The City Planning Division.forwards.the following comments for your consideration. .. 1) The subject property and surrounding area make-up the fringe of this portion of the urban area. Potential development of several properties northwest of Eaton Road and southwest of State Highway Route 99 have been discussed in recent months. Common to much of this discussion has been problems with circulation and land use patterns and the need to develop an overall development plan for the area. 2) The development of a Specific or Precise Plan for this quadrant could address several issues including,circulation,bicycle and pedestrian circulation linking future commercial and residential uses with De Garmo park and Shasta Elementary School, appropriate buffer and location of Greenline in this area, development of a strong mixed-use neighborhood to compliment school and future community park and the extension of urban facilities and servicies. 3) As noted above the C-2 land mentioned as existing to the east of the subject site has been acquired by CARD and will be developed as a community park. The City will process -a General Plan amendment and rezoning to reflect this change. 4) The subject site has no sanitary sewer or storm drainage facilities available to the site. The nearest facilities are located in the general vicinity of Eaton Road and the Esplanade, I Made From Recycled Paper 'I approximately 2000 feet to the southeast. This individual rezone and general-plan amendment has no impact on the Butte County Fire Department, but the accumulative affect of rezoning to commercial property is increased demands for the fire protection services and higher costs to the County. 2. Any future development of the property would require a fire hydrant system capable of producing sufficient fire flow for commercial facilities at 2500 gallons per minute with hydrant spacing of 300 feet. The details would have to be determined, as the specific plans are available. There is currently a 12-inch water main on the Esplanade. 3. Access to any future buildings by the Fire Department apparatus would have to be considered at the development stage. This is a list based on the rezoning and development of the 2 lots.
