This letter concludes the pre-application review proc--ss for this proposal. The attached correspondence was received from the Butte County Fire Department/CDF and the City of Chico. The meeting was attended by representatives from the Airport Land Use Commission, City of Chico, CDF, Public Works, Land Development Division, Regional Water Quality Control Board, Environmental Health Department, and the California Water Company. The following summary of this meeting has been prepared for your assistance in developing this proposal. Airport Land Use Commission (ALUC) Staff from ALUC indicates that the project would qualify as "infill" development because it is surrounded by parcels of similar density on 65 percent of the property's perimeter. ALUC staff indicates that the project resides in a C-2 zone, which allows either 4 dwelling units/acre or greater density. The project is not consistent with this density. However, because it is considered infill, ALUC staff recommends that the project be considered cons:stent with the Chico Municipal Airport Comprehensive Land Use Plan. Your project will go through a formal review by ALUC upon submittal of the Tentative Subdivision Map application, Regional Water Quality Control Board & Environmental Health Your project will have to satisfy the requirements as stipulated by the Regional Water Quality Control Board and Environmental Health for development of a community sewage disposal area. This is generally accomplished through the review of engineering data on soil and groundwater conditions, and the design of the system itself. An oversight entity must also be formed for the subdivision, to Mr. John Byrne Predevelopment Review 01-03 January 9, 2001 Page 2 ensure continued maintenance and operation of the community sewage disposal system. This site presents additional challenges due to the need for groundwater monitoring and the Nitrate Action Plan Prohibition Order. Environmental Health staff agreed to allow groundwater monitoring as a condition of the Subdivision Map. Prior to recording any final map, the Environmental Health Department will review groundwater monitoring data and determine if groundwater will prohibit development of a community sewage disposal system. Land Development Division The Land Development Division requires that a permanent solution for drainage be developed prior to the recordation of any final map. The SUDAD ditch must accept.no net increase in drainage. The Land Development Division will review your map for consistency with the County Subdivision Ordinance and the State Subdivision Map Act. In accordance with Section 20-133 of the Subdivision Ordinance, no cul-de-sac may exceed 500 feet in length, nor serve more than 20 parcels, within an Urban Area. This provision should be taken into account in developing your final proposal. Exceptions can be made to any provision within the Subdivision Ordinance. However, your tentative map must be submitted with a request for an exception, accompanied by a specific reasons why the exception is necessary. Exceptions are granted by vote of the Development Review Committee. City of Chico 1 The City of Chico has provided written comments that are attached to this letter. If you should need any clarification of the City's requirements, please contact me at this office. Their staff did indicate that an additional road connection at Eaton Road would not be prohibited. Additionally their staff gave no commitment on when sewage service would be available from the City at this location. Butte County Fire/CDF CDF has provided written comments that are attached to this letter. If you should need any clarification of CDF's requirements, please contact me at this office. Planning Division Staff has agreed that the conceptual three-phase Subdivision Map that was discussed at the meeting can be submitted as Tentative Subdivision Map by application through our Department. The first phase would utilize a community sewage disposal area, located on one or both of the other two phases. Recordation of phases 2 & 3 would be dependent upon receiving sewer service from the City of Chico, at which time it is likely the property will be annexed to the City. The Planning Division agrees to the conditional provision of sewer service for Phases 2 & 3, based upon the fact that the property lies within the Chico Urban Area and Sphere of Influence. Mr. Byrne has reviewed his revised plan with our office and we continue to support a phased approach consistent with County and City General Plans. The City restates our prior comments with the exception of the issue of General Plan inconsistency, which is resolved with this revised proposal. Mr. Byrne has discussed how best to address the environmental concerns and seems willing to mitigate whatever impacts may result from the project. The following issues should be included for the environmental review of the subject development application: 1. The City's Arterial Noise Study conducted in 1997 shows the future 60 db CNEL line for Eaton Road running about one-half way through the subject property. A noise analysis should be conducted to determine what measures might be taken to attentuate noise to future residences. 2. Several large mature trees are located on site. A study should be conducted to determine the presence of raptor nests and necessary mitigation, if any.. Land use and tentative subdivision map issues: 3. Restrict final map approval for Phases II and III on abandonment of on-site septic and leach field system and connection to City, or other acceptable sanitary sewer system. Construct full urban street improvements along Godman Avenue within a dedicated one-half street right-of-way of 31 feet. 5. Construct full urban street improvements along Eaton Road at time of development. Dedication of additional right-of-way to allow improvements within a 43 foot one-half street section and dedicate a one foot no access strip along Eaton Road. 6. Storm drainage to be conveyed by underground pipe to SUDAD system. Road side ditches in an urban setting are difficult and costly to maintain. 7. Incorporation of Best Management Practices to treat first flush storm water run-off. 8. Size storm drainage facilities for ultimate development. An analysis should be conducted to determine capacity of the SUDAD system and whether on- site retention/detention is needed. 9. Disclosure at time of sale of individual parcels that a full range of housing types and densities is planned along Eaton Road in vicinity of the proposed subdivision. DATE: IZ 1 3 n SIGNATURE,: Project Description & Objective Location: 10+ acres on the SW corner of Eaton Rd. and Godman Avenue. i The purpose of this proposal is to explore the possibility of creating a standard subdivision in an area that does not have sanitary sewer available at this time. The property is located within the nitrate action plan area. Our plan is to create a total of thirty lots over three phases. Phase I would consist of ten lots on roughly 3 acres. These ten lots would have septic tanks for primary sewage treatment. The septic tanks would then be connected to underground sanitary sewer lines which would collect the effluent and gravity feed to a pumping station. The pumping station would then discharge the partially treated effluent to community leach field which would be located in Phase III of the project. Phase II could not proceed until a time in which the City of Chico brought sanitary sewer down Eaton road which is currently scheduled for the Spring of 2002. At time of construction, both Phases I & II would be attached to sanitary sewer. Thus, the need for the community system would end and it would be abandoned. Phase III would be done at a time when the community system was no longer needed. This would be the final phase and would be connected to the sanitary sewer which was installed in the first two phases. The goal of this project is to create an environment which encourages connection to City of Chico services and reduces the impact on the nitrate problem in the Chico area. This particular layout would also conform to the general plans of both the city and county.
