The church proposes to add additional facilities to the existing church on the project site. The proposed facilities include: • Artwork to include a concrete and brick flower garden with three crosses, and a metal world globe. ♦ Three playing fields for baseball, football, and soccer games. There are two areas of decorative artwork. One is at the entry of Garner Lane and the other is at the opening of the parking lot from the entrance off Garner Lane. Both are numbered #14 on landscaping map. The front artwork will simply consist of a concrete and brick flower garden with three crosses stemming up. This will be lighted with ground lights. The second piece of artwork at the entry of the parking lot will be a metal world globe piece of art sitting on a brick and concrete foundation which will likewise be lighted with ground lights. B . ................ D :::>: Pleasant Valley Baptist Church plans to facilitate three ball diamonds and one multi-purpose field. Ball diamond #1 will be the most used field and will be totally fenced and properly lighted for night games. Ball diamond #2 will also be used with ball diamond #1 when tournaments are played. Pleasant Valley Baptist Church would like to light this field sometime in the future. Ball diamond #3 will be used for little leagues and girls softball. The multi-purpose field will be used for soccer and football. We would like to add adequate seating for those who attend to watch the games. Bleachers will be used behind the backstops of each of the ball diamonds. If needed, Pleasant Valley Baptist Church will facilitate adding a men and ladies bathroom right off the multi-purpose field. This building may even facilitate a small concession stand and drinking fountains. All fields will open at 10:00 a.m. and close at dusk. Lighted games will be finished at 10:00 p.m. Monday through Friday and at 9:00 p.m. on Saturdays. If all the fields were used at once, an approximate total number of people would be 200. Pleasant Valley Baptist Church has primarily four main boundaries: 1. State Highway 99 2. Garner Lane 3. Michelle Court. 4. Cousin Gary's Mobile Home dealership 1. State Highway 99 - Pleasant Valley Baptist Church will border its boundary on State Highway 99 in compliance with state and county codes. We would desire to use oleander bushes for much of the boundary to stay consistent with those already existing on Highway 99. There are three different areas of an approximate total of 200 feet of decorative fencing. It gives a better view of some of the church landscaping and buildings. 2. Garner Lane — Pleasant Valley Baptist Church's boundary with Garner Lane consists of seven different parcels. Three parcels are vacant lots, two are houses', one is a duplex, and the other is an existing church. As per landscaping plans, Pleasant Valley Baptist Church will border its boundaries with trees and shrubbery giving a better barrier and privacy to each of its neighbors. PAGE 2 3. Michelle Court— The homes on Michelle Court are all set to the front of their property with their backyards adjacent to Pleasant Valley Baptist Church's boundary line. Some existing mature trees help separate this boundary. Once again, as per our landscaping plans, we intend to border this boundary with trees and shrubbery in order to give our neighbors more privacy and separation. 4. Cousin Gary's Mobile Home Dealership — Pleasant Valley Baptist Church would like to border this boundary with oleanders. . .. U. .. C. .. ...1 .. . NIrt .. I ..... The primary function of Pleasant Valley Baptist Church and ministries is to have a Great Commitment to the Great Commission with the Great Commandment. Simply put, it's to reach the lost with the Gospel of Jesus Christ with a compassionate and tender heart. In all reality, that means its ministries are limitless. We have a desire to feed the hungry. We have a desire to help the poor. Our ministries include helping handicapped people, those who are incarcerated, the educable slow, the deaf, the blind, and all who have a desire to learn about the Savior, Jesus Christ. Pleasant Valley Baptist Church is not a museum where people come to display their relics of wisdom and piety. Rather, it is a hospital where people who are tattered by the world come to receive help. It's a multi-faceted ministry. We are simply here to help and care for people. Pleasant Valley Baptist Church hosts four primary services— Sunday morning services at 10:00 and 11:00, Sunday evening service at 6:00, and a Wednesday evening service at 7:00 p.m. Sunday morning service at 10:00 o'clock is a diversified Sunday school program. Sunday school is taught at different age levels from nursery to senior citizens. The 11:00 o'clock service is a preaching service in which Pleasant Valley Baptist Church hosts four services simultaneously. Once again, these are broken down by age level. Pleasant Valley Baptist Church hosts between 400 and an expected growth of over 1000. Sunday evening and Wednesday evening services are enjoyed by approximately 250 to 300. The Sunday morning service begins at 10:00 a.m. for Sunday school and 11:00 a.m. for our Morning Services which dismisses at about 12:30 p.m. Our Sunday evening service begins at 6:00 p.m. and dismissed at approximately 7:30 p.m. Our Wednesday night service begins at 7:00 p.m. and is dismissed at approximately 8:30 p.m. There are miscellaneous services such as Men's Bible Study on Saturday mornings at 8:00 a.m., Ladies Bible Study on Wednesday mornings at 9:30 a.m., and a teen class on Sunday afternoons at 5:00 p.m. Each of these different meetings would consist of approximately 25 to 40 people. There are different outreach ministries which meet at the church throughout the week. These ministries gather to have prayer and instruction before they go to assist the community. Some of these ministries are seasonal while others last year around. None of these meetings would construct a problem with parking or traffic. If property became available, it would be the desire of Pleasant Valley Baptist Church to be able to help unwed mothers. If it were permissible, it would also be desirous to help those who have been battered or come through difficulttimes. If permissible,Pleasant Valley Baptist Church would see in the future the building of a caretaker's home in the Family Garden area for someone to oversee the properties. This will also be beneficial for security. PAGE 3 A master plan was designed by Michael Bird of Rolls-Anderson-Rolls for the first phase of Pleasant Valley Baptist Church. The entire area of Pleasant Valley Baptist Church's land has very little fall. The plan that Mr. Bird designed is adequate and its main structure will be reinforced to continue to take care of our drainage. The storm drain detention basin has been enlarged to take care of the excess of additional water flow. Mr. Bird has also shown possible sites of septic and leech fields used by the new classrooms and gymnasium. Replacement areas will also be available. Pleasant Valley Baptist Church will comply with all county and environmental codes. The far northeast area of the master plan of Pleasant Valley Baptist Church is an area left for a family garden. The ministry of Pleasant Valley Baptist Church has supplied families with food supplies for years. It would be our desire to always help families with different foods grown in our own garden to meet the needs of needy families. There is an approximate three-acre family park located on the master plan of Pleasant Valley Baptist Church. This area will be similar to a Caper Acres — a place where families can gather and enjoy relaxation and fellowship. Within this area, there will be picnic tables, barbecue pits, playground equipment, and sand volleyball courts. This area will primarily be used by church members who want to enjoy rest and relaxation with their families. This area will be used by those who travel great distances to attend church services in between the Sunday morning and Sunday evening services. This area will also be available to those who come to use the recreational facilities. The hours that the family park will be used are from 10:00 a.m. until dusk. This fire protection system operates a -.00 hp pump on a 600-foot well. It delivers 2000 gallons per minute which is under constant pressure. This was site tested by Ted Crawford of the Fire Department. For the future buildings, Pleasant Valley Baptist Church would install three more fire hydrants—two in the elementary and high school area and one in the Hope Hall area. This would make easy fire hydrant accessibility to every one of the buildings. RPOSESUIL OFU The multipurpose building would be a steel and metal building with a stucco and brick exterior. It will look much like the existing building on the property now. The size of the multi-purpose building will be 100 X 120 feet. This building will be used to facilitate the following ministries: A. Junior Church Services with approximate seating for 500 B. All sports gymnasium PAGE 4 C. Church banquets with approximate seating for 400 with tables D. Community events E. Basketball tournaments F. Special services meeting room G. Lunch room on bad weather days H. Special church events It is the desire of Pleasant Valley Baptist Church to have the multi-purpose room to be open to the public. This building would be used during school time from approximately 5:00 p.m. until 9:00 p.m. and during non-school times from approximately 10:00 a.m. until 9:00 p.m. The north part of Chico does not have a basketball facility readily open to the public like South Chico has with the Chapman Center. Pleasant Valley Baptist Church will also facilitate an outside basketball area consisting of two full length basketball courts. These basketball courts will be used by our church and school ministries, but will also be open to the public during designated times. During school times, this area will be open from approximately 5:00 p.m. until dusk, and during non-school times it will be open from 10:00 a.m. until dusk. If there was a need and demand, we would add lighting. Then the hours would extend until 9:00 p.m. . . . 1 .. Pleasant Valley Baptist Church will comply with all parking regulations. The entire parking lot will have proper lighting, drainage, and shade trees. One note on this particular item is that approximate 40% of our attendance comes on buses. Pleasant Valley Baptist Church has been known for the past thirty-five years for operating a bus ministry reaching people from all areas of our community. 1. Handicapped — There are handicapped parking spaces available at the following areas: A. Service Areas B. Primary Church Entrance C. Front of School Buildings D. Front of Hope Hall E. Recreational Areas 2. General —There are 260 parking spaces, not including spaces for buses and handicapped. 3. Bus Parking—There are two five-bus parking lots with a future parking lot for buses near the multi-purpose building. Pleasant Valley Baptist Church would like to facilitate the north end of Chico by offering a private school from pre-school to twelfth grade. Pleasant Valley Baptist Schools have been in operation for twenty-one years. Pleasant Valley Baptist Schools have grown from approximately eight PAGE 5 students to a high year of one hundred thirty-four students. There will be three specific buildings used for education. 1. Hope Hall — Hope Hall will be primarily used as a day care and kindergarten facility hosting both K-4 and K-5. 2. Elementary School Building—This building will host 1"76'graders and approximately ten staff members. 3. High School Building —This building will host 7th _ 12th graders and approximately ten staff members.. Each of these buildings will be approximately 4000 square feet. We are looking at a total capacity of 120 in each of the elementary and high school buildings and approximately 100 in Hope Hall. Pleasant Valley Baptist Schools operate on a school calendar that begins the first week of September and goes through the last week of May. The school hours are from 8:00 a.m. to 2:30 p.m., Monday through Friday. There are no hot lunches served. If the demand became necessary for the day care, we would like to add a serviceable kitchen to the back of Hope Hall. There is no bus transportation provided. Pleasant Valley Baptist Church ministries would also like to help those who have had difficulty completing their education. It would be our desire to offer night classes to those would like to complete their education and receive a GED. We have also had a ministry to help those who have had a hard time just learning basic skills of reading and writing. There are two primary signs for Pleasant Valley Baptist Church. The first sign is located at the entrance of Garner Lane and also is numbered #15 on the landscaping map. This sign is a brick and stucco sign with a multi-line, changeable letter area. This sign will be lighted with ground lights. The second sign is at the corner of Highway 99 and Garner Lane and is numbered #5 on the landscaping map. This sign is a concrete and brick structure that has some stucco and will also be lighted with ground flood lights. The sign is designed to be approximately four feet high by thirty feet wide and approximate three feet in depth. RP i' i" There are three existing wells on the properties of Pleasant Valley Baptist Church. One well has been mentioned already. It is our fire well which is designated only for fire protection. A second well near the same location is a 280 foot well which is serviced with a 7.5 hp motor. This well is a community water system. It is classified as a Class D-1. It has met all the requirements as put forth by the Department of Public Health — Division of Environmental Health. Pleasant Valley Baptist Church has been working hand in hand with Karen Lockhart R.E.H.S. III. Pleasant Valley Baptist Church also uses Northstate Water Testing for all of its water tests. The community water system will serve each of the facilities for drinking and potable water. There is a third well on the property, and it is the old well of the existing Rebekah Lodge. This is not a good well. It has been disconnected and will only be reused as an irrigation well to water the landscaping around the Hope Hall area. PAGE 6 XXX I wanted to personally write this summary from the perspective of the pastor of Pleasant Valley Baptist Church. We are very desirous to be a user-friendly church of North Chico. We would like to keep all of our facilities open to the public. That is who we are here to serve. It is my honest belief that if people come to enjoy a picnic area, a ball diamond, a gymnasium, or maybe just a stroll through the park, they have been benefitted by our ministries. We are here to serve the up, the down, the in; the out, the poor, the rich — all that desire to come to know the Savior. We sincerely do want to be a good neighbor to all of our neighbors as well as to the entire city of Chico. We have already built a beautiful structure and each and every passing week plans are being made to enhance and grow. This master plan make take five, ten, or even fifteen years to fulfill.
