Betts, Butte County Senior Planner FROM: Al McGreehan, Community Development Director �� SUBJECT: Town of Paradise Comments/Observations: Sonntag Pre-Development Review Request for a Tentative Subdivision/Parcel Map; AP 050-260-014 & 015 DATE: August 25, 2000 Thank you for affording the Town of Paradise staff this opportunity to review and respond to the above-noted pre-development project design. The comments and observations reported via this memorandum and its attachments are being sent to your office because it is not certain as to whether or not any town staff representation can be provided during the pre-development conference meeting on August 31, 2000. Attached with this memorandum for your consideration is copy of information and responses generated on this matter by the Paradise Fire Department and the Paradise Irrigation District. The affected property not only abuts the Town of Paradise but also it is located within a"high wildland fire hazard area". Attached is copy of portions of the "safety element" of the Paradise General Plan. It is recommended that any formal land division project application that is filed for this property be designed to properly address the objectives and policies that are highlighted within this attachment. It appears that the only legal and physical means of road acces3 to this property is via an existing and excessive length [ 0.63-mile] cul-de-sac consisting of the public and private portions of Merrill Road and an unnamed private road. The preliminary design of this property land division proposes an extension of such cul-de-sac to an approximate total excessive length of 0.76-mile. This existing cul-de-sac situation also currently exhibits roadways that are not constructed to appropriate standard for access and egress from a"high wildland fire hazard area". Therefore, it is recommended that this existing cul-de-sac situation not be permitted to be further burdened via additional land divisions and resultant lot build-out until such time that the following issues are solved: 1. .Construction of physical upgrade road improvements [both on and off site] to the affected access/egress roads. 2. Removal of excessive cul-de-sac length by creation of appropriate road circulation linkages. Therefore, the following concerns need to be addressed: FIRE FLOW AND HYDRNATS: 1. Fire flow will need to be provided to this subdivision. Under the California Fire Code Appendix III-A the required fire flow for one and two family dwelling units having a fire area that does not exceed 3,600 square feet in size is 1, 000 gpm at 20 psi residual pressure. This fire flow is increased accordingly for dwelling units where the fire area exceeds the 3,6000 square feet. 2. The Town of Paradise has requirements for the installation of a fire hydrant. Under Standard #115, the maximum distance between hydrants is 500 feet. The maximum distance from any dwelling unit to the closest hydrant can not exceed 700 feet. This is calculated as if the engine were actually "laying the hose" to attack the fire. ACCESSIBILITY: 3. Under the California Fire Code Section 902.2.2.1, access ways shall be capable of supporting the weight of the Fire Department apparatus which is 40,000 pounds of weight, have a minimum clear width of 20 feet, and a vertical clearance. 4. The two lots proposed for subdivision are outside the Paradise Irrigation District service boundary. At this time water service from Paradise Irrigation District would be unavailable to parcels within either of the proposed maps(Exhibits"A"and"B'). 2. On February 16, 1994 the Paradise Irrigation Disirict Board of Directors placed a moratorium on any new "Limited Annexations"to the District. The moratorium is to remain in effect until such time as the Board determines there is or will be an adequate supply of water to meet the needs within the existing District boundaries. 3. The lot line adjustment proposed in the map shown in Exhibit "A" would create a lot that would extend across the District boundary. The District currently serves water to Lot 14 of Shay Acres Subdivision, APN 050-230-021. However, should the boundary of Lot 14 be adjusted-as-proposed, service of water to that portion of the proposed lot outside the District service boundary is not permitted under District Rules and Regulations. Sonntag, PRED 01-02, End of Merrill Road, Paradise area Date: August 31, 2000 The following items need to be addressed for the fire department requirements on the two different proposals: Proposal A, create twelve 1.1 acre parcels and one 1.9 acre parcel; 1. Require a pressurized community water system for fire protection with fire hydrants flowing at least 500 gallons of water for 2 hours. Use of Paradise Irrigation District would probably necessitate being annexed into Paradise Town limits and then would be required to meet the Town of Paradise water requirements. 2. Merrill Road is a"dead end" street already serving over 20 parcels. Additional parcels being created would not meet the Butte County Code restrictions. 3. Because these parcels are inside the "State Responsibility Area" in Butte County, all new structures would be required to meet the fire safe regulations of Butte County and Public Resources Code 4290 covering addressing, building set backs of 30 feet from property lines and drive-way standards. Proposal B, create three 1.1 acre parcels and one 3.4 acre parcel; 1. The dead end street problem shown above would still have to be mitigated. 2. All new structures would still be required to meet the fire safe regulations of Butte County and Public Resources Code 4290. 3. All new residential dwellings would have to have an automatic sprinkler system installed per National Fire Protection Association (NFPA) 13 D. 4.
