NICOLAU Since 19 .E 1 September 3, 2003 Dear Development Services: Pre-Development Conference Information Sheet APN 047-100-147 Environmental Setting: Items 32 and 33. The project site consists of gently rolling topography with Anita clay loam, Tuscan gravelly clay loam and Corning gravelly sandy loam soils. Aside from the Zamora Nursery operation, there are currently no crops being grown on the property. There is seasonal water drainage running from the foothills in a south-westerly direction. The soils and topography are not conducive to much beyond winter grazing of livestock. I am unaware of any significant cultural, historical or scenic aspects of this site. Existing structures consists of(1) a single family residence near the south west corner of the property, fronting on Cana Highway, (2) the Zamora Nursery growing grounds. The growing grounds are a mix of enclosed hot- houses, shade structures and drip and sprinkler irrigated areas with potted plants, shrubs and trees. There is an office and an employee/caretaker dwelling located within the nursery area. At this time, the property is surrounded by open `grazing' ground with two exceptions: Parcel 177 is planted to prunes and parcel 181 is planted to almonds. The following information was provided to you: Butte County Environmental Health: • Ensure that septic systems on Parcels 3 and 5 are properly encompassed on the proposed parcels.- • Septic data will be needed on Parcels 1, 2 and 4. This is usually accomplished by way of backhoe excavation to observe the soil profile. Seasonal groundwater monitoring may also be required. Department of Public Works Land Development Division: • Connection to State'Route 99 will require Caltrans encroachment permit. Such permits are usually discouraged. You should check with Caltrans for requirements. Mr. Ron Hall at Caltrans, 916-274-0617, can assist you with any questions. • If access cannot be provided to the SR-99, alternative access must be provided to each proposed parcel. Department of Development Services • Department of Fish and Game's Natural Diversity Data Base (enclosed map) shows that the property may contain vernal pools. A biological assessment will be required by our Department in order to complete environmental review pursuant to the California Environmental Quality Act. • Prior to submitting the application for a Waiver of Parcel Map, you should complete a preapplication review with the Environmental Health Division.
