The site is located in the north Chico area. One parcel is located on the south side of Leora Court, abutting Highway 99 on the east side and approximately 760 feet east of Esplanade, and is identified as APN 006-220-002. The other parcel is bounded by Esplanade on the west and Highway 99 on the east and is located across from Innsbruck Way and is identified as APN 006-220-014. Please refer to the attached area map showing the location of the project site. The purpose of the meeting is to inform the applicant of local or state requirements that may apply to their project. This allows the applicant to incorporate those requirements into the design of the project when the actual application is made. The applicant is the Chico Area Recreation and Park District (CARD). CARD is proposing to develop the site with a community park/sports complex that would consist of baseball fields, basketball/hockey courts, soccer fields, play areas, water play areas, picnic areas, skate park, climbing wall, gymnasium, concession buildings, maintenance and office buildings, restrooms, parking lots, and landscaping. The project is proposed to be developed in five phases. Access to the site would be from Leora Court and from Esplanade. Domestic water is proposed to be obtained from the California Water Service Company, and irrigation water obtained from an existing on-site well. Sewage disposal is proposed to be handled by the City of Chico sewer system, but if that is not possible on-site septic systems would be utilized. Soil type 104 called Bosquejo Clay covers the majority, about 60%, of the site.The landform in Interfan basins. Located in.a broad level basin East of the Sacramento River floodplain, it has been intensively modified and leveled for agriculture. Hydrology has been altered.The elevation is 120 to 180 feet with slope of 0 to 2%.Towards the north of the site, the soil makes a transition to type 420, called Conejo Clay Loam, which makes up the remaining 40% of the site soil. Bosquejo Clay, type 104, has an important surface feature of a clay surface texture, with a this typical profile: 0 to 8 inches=brown clay 8 to 24 inches=brown/dark brown clay 24 to 37 inches =brown silty clay 37 to 44 inches=brown clay loam 44 to 46 inches=brown loam 46 to 60 inches= brown loam Depth class: Very deep ------Drainage class:.Somewhat-poorly=drained—= —_--_---- Permeability: Slow Available water capacity: High(10 inches per 60 inches of soil ) Shrink-swell potential: High Salinity: 0 to 2 mmhos/cm Depth of bedrock : More than 72 inches deep Surface runoff: Slow Flooding : Occasional, for brief periods, from Dec-Mar High water table : More than 30 inches deep, 12 to 48 inches from Dec-Mar Ponding : Occasional, as much as 6 inches above the surface for brief periods, from Dec-Mar Hazard of water erosion in bare areas: Slight Hazard of wind erosion in bare areas: Slight 64 Conejo Clay Loam, type 420, is somewhat similar to Bosquejo Clay, however does have slight differences. Conejo is fret of limitations that would need extra management considerations. Bosquejo Clay, type 104, was used for irrigated and dryland crops including barley, wheat, alfalfa, safflower, sugar beets, and small areas of almonds and prunes. Major management factors include slow permeability, somewhat poorly drained, high shrink-swell, high clay content. Fauna/Wildlife Until recently, the park site was used for agricultural purposes. Currently, the park site is lacking vegetation with the exception of small amounts of previous crops. This gives enough food to support rodent life, which feeds snakes and raptors. Although no animal life was observed, these can be expected to be on the park site. A list of these species and species known to be native to the area though not currently found on the site is included in the report. In the 104 Bosquero soil, the water table is greater than thirty inches, but varies from twelve to forty-eight inches during the months of December and March. Vernal Pools: There are, currently, no vernal pools on the park site. Water: The irrigation water to be used at the park site will be supplied by an existing well. The nearest well depth, at East Lassen, is at static level of forty-four feet. Potable water will be supplied by California Water Company. Water Quality Water tests may be needed to confirm the quality and quantity of the irrigation water. and Quantity: 67 Utility Improvements Electric and Gas Electric power and gas for the DeGarmo Park site can be accessed from PG&E. The PG&E lines are located under the Esplanade. PG&E dose not foresee any limitations on normal service. An application for se►•vice must be obtained from PG&E. Water Potable water for the DeGarmo Park site can be obtained from California Water Service. Cal Water lines are located under the Esplanade. Lines can provide 40 pounds per square inch of pressure to customers. Cal Water needs to be contacted for service. Irrigation for the park will likely be made available from an agricultural well located in the North corner. The well was originally used for irrigation and could serve this purpose for DeGarmo Park with the addition of a pressure water storage tank. Phone Pacific Bell phone lines are available to the DeGarmo site. The Pacific Bell Lines are also located under the Esplanade. Pacific Bell does not see any limitation on normal service and also needs to be contacted for hook up and service. I Sanitary Sewer Both the City of Chico and Butte County Public works have said that the sewer system currently ends at Eaton Rd. on the Esplanade and would be available if an extension was put in. Otherwise a septic system could be designed and a permit obtained from Butte County until the sewer lines extended past the park site. Storm Drains Storm drainage is the most challenging consideration in the construction of the DeGarmo Park. There is no major storm drain adjacent to the site. There is a 12' drain easement located on the South side of the site. This easement is currently not used to drain the site. A small 14" culvert pipe runs from in front of the site under the Esplanade. On the southeast corner of the site there is a CALTRANS drainage easement that runs to a SUDAD drairu►ge ditch. It is not know at this point if any site drainage can be put in this system. In any case a water retention system will be designed on the site to hold park water until it can drain completely to the existing offsite.drainage system. 68 Surrounding Properties and Land Uses The frontage property on the Esplanade South of the Park Site, between Tonea Way and the Park Site are, as shown on Assessor's map 06-22: Lot 13, 3332 Esplanade, owned by Leonard & Bessie Jane Carrell. (Carrell's Camper Shells); Lot 17 & 18 3326 Esplanade owned by William& Joan Lewis (Bretters Automotive & Auto Sales); Lot 20 3312 Esplanade is owned by Dana & Louise Ward (Albatross, Restaurant) Lot 15 184 Tonea Way is located on Tonea Way, it's a 3.97 acre parcel owned by Robert DeGarmo. The soil on the proposed site is comprised of alluvial fan, with a gradual transition into interfan basin, both of mixed origin, mostly deposited by present and former streams of the Sierra Nevada Mountain Range. Soil type 104 called Bosquejo Clay covers the majority, about 60%, of the site. The landform in Interfan basins. Located in a broad level basin East of the Sacramento River floodplain, it has been intensively modified and leveled for agriculture. Hydrology has been altered.The elevation is 120 to 180 feet with slope of 0 to 2%.Towards the north of the site, the soil makes a transition to type 420,called Conejo Clay Loam, which makes up the remaining 40% of the site soil. Bosquejo Clay, type 104, has an important surface feature of a clay surface texture, with a this typical profile: 0 to 8 inches=brown clay 8 to 24 inches=brown/dark brown clay 24 to 37 inches =brown silty clay 37 to 44 inches=brown clay loam 44 to 46 inches =brown loam 46 to 60 inches= brown loam Depth class: Very deep Drainage class: Somewhat poorly drained Permeability: Slow Available water capacity: High (10 inches per 60 inches of soil ) Shrink-swell potential: High Salinity: 0 to 2 mmhos/cm Depth of bedrock : More than 72 inches deep Surface runoff: Slow Flooding : Occasional, for brief periods, from Dec-Mar High water table : More than 30 inches deep, 12 to 48 inches from Dec-Mar Ponding : Occasional, as much as 6 inches above the surface for brief periods, from Dec-Mar Hazard of water erosion in bare areas: Slight Hazard of wind erosion in bare areas: Slight 64 Conejo Clay Loam, type 420, is somewhat similar to Bosquejo Clay, however does have slight differences. Conejo is free.of limitations that would need extra management considerations. Bosquejo Clay, type 104, was used for irrigated and dryland crops including barley, wheat, alfalfa, safflower, sugar beets, and small areas of almonds and prunes. Major management factors include slow permeability, somewhat poorly drained, high shrink-swell, high clay content. Fauna/Wildlife Until recently, the park site was used for agricultural purposes. Currently, the park site is lacking vegetation with the exception of small amounts of previous crops. This gives enough food to support rodent life, which feeds snakes and raptors. Although no animal life was observed, these can be expected to be on the park site. A list of these species and species known to be native to the area though not currently found on the site is included in the report. In the 104 Bosquero soil, the water table is greater than thirty inches, but varies from twelve to forty-eight inches during the months of December and March. Vernal Pools: There are, currently, no vernal pools on the park site. Water: The irrigation water to be used at the park site will be supplied by an existing well. The nearest well depth, at East Lassen, is at static level of forty-four feet. Potable water will be supplied by California Water Company. Water Quality Water tests may be needed to confirm the quality and quantity of the irrigation water. and Quantity: 67 Utility Improvements Electric and Gas Electric power and gas for the DeGarmo Park site can be accessed from PG&E. The PG&E lines are located under the Esplanade. PG&E dose not foresee any limitations on normal service. An application for service must be obtained from PG&E. Water Potable water for the DeGarmo Park site can be obtained from California Water Service. Cal Water lines are located under the Esplanade. Lines can provide 40 pounds per square inch of pressure to customers. Cal Water needs to be contacted for service. Irrigation for the park will likely be made available from an agricultural well located in the North corner. The well was originally used for irrigation and could serve this purpose for DeGarmo Park with the addition of a pressure water storage tank. Phone Pacific Bell phone lines are available to the DeGarmo site. The Pacific Bell Lines are also located under the Esplanade. Pacific Bell does not see any limitation on normal service and also needs to be contacted for hook up and service. ,Sanitary Sewer= Both the City of Chico and Butte County Public works have said that the sewer system currently ends at Eaton Rd. on the Esplanade and would be available if an extension was put in.- Otherwise a septic system could be designed and a permit obtained from Butte County until the sewer lines extended past the park site. Storm Drains Storm drainage is the most challenging consideration in the construction of the DeGarmo Park. There is no major storm drain adjacent to the site. There is a 12' drain easement located on the South side of the site. This easement is currently not used to drain the site. A small 14" culvert pipe runs from in front of the site under- the Esplanade. On the southeast corner of the site there is a CALTRANS drainage easement that runs to a SUDAD drainage ditch. It is not know at this point if any site drainage can be put in this system. Construction, installation or development of structures or facilities on the parcels/lots shall comply with the latest California Building Code, California Fire Code and Title 19 and all other applicable State and County codes, ordinances and regulations in effect at the time of application for improvement permits. 2. A pressurized community water system for fire protection is required. The specific locations and fire flow requirements shall be in accordance with the Fire Department specifications and to the satisfaction of the County Fire Warden. Specific fire flow requirements and fire hydrant locations will be determined when plans are submitted. The conference to discuss Galley Luther DeGarmo Park will take place on Wednesday, 24 July 2002, at 10:00 am at the Butte County offices in Oroville. The project will be developed in five phases and will include baseball fields, basketball/hockey courts, soccer fields, play areas, water play areas, picnic areas, skate park, climbing wall, gymnasium, concessions buildings, maintenance and office buildings, restrooms, parking lots, and landscaping. Sewage disposal will be to Chico municipal sewer or, if that is not possible, on-site septic systems. The following comments maybe relevant to the project: MitiMin Mitigated Negative Declarations and Environmental Impact Reports -Mitigation measures must be specific in describing the steps to be taken in eliminating or lessening potential impacts at the site. Simply stating that a permit or certification will be obtained is not sufficient. Wetlands and/or stream course alteration—The project proponent may need to apply for a Clean Water Act Section 404 permit (§404 permit) from the U.S. Army Corps of Engineers. A §404 permit is required for activities involving a discharge of dredged or fill material to waters of the United States. "Waters of the United States" include wetlands, riparian zones, streambeds, rivers, lakes and oceans. The Army Corps of Engineers Butte County contact for §404 permits is Mr. Matt Kelly, (916) 557-7724. Projects requiring a §404 permit also require a water quality certification (pursuant to Section 401 of the Clean Water Act) verifying that the project does not violate State water quality standards. A water quality certification is required for any project that impacts water of the State (such as streams and wetlands). A water quality certification, if required, must be obtained prior to construction. Failure to obtain a water quality certification, when required, may result in enforcement action. Construction storm water- A Construction Activities Storm Water Permit is required for storm water discharges associated with a construction activity where clearing, grading, and excavation result in a land disturbance of five acres or more. Storm water discharges from construction activity that results in a land disturbance of less than five acres, but which is part of a larger common plan development of five acres or more, also requires a construction storm water permit. Construction commencing on or after 10 March 2003 will require a construction storm water permit, if the area of land disturbance is one acre or more. A construction storm water permit, if required, must be obtained prior to construction. Failure to obtain a construction storm water permit, when required, may result in enforcement action. Construction storm water permits can be obtained from Scott A. Zaitz (see above contact information). Wastewater treatment and disposal - Should the project include onsite disposal of domestic wastewater, regulatory oversight by the Regional Board or by Butte County will be necessary.
