You discussed the issue of existing dwellings on adjacent parcels already created an appropriate buffer. It was also discussed that a potential vegetative screen.might work as a buffer, but it was discouraged due to mitigation and longevity of screen. You could file an unusual circumstances form with the Planning Division to determine if existing dwellings create an existing buffer. The County staff at the meeting believes that the existing dwellings did not generate the necessary buffer. Other issues discussed were: 1. The temporary mobile home would have to be removed. 2. California Department. of Forestry/Butte County Fire Department requires in lieu of a pressurized water system, payment of $200.00 per created parcel into the Battalion 4 water tender fund is required prior to the issuance of a building permit. 3: California Department of Forestry/Butte County Fire Department requires an all weather access of at least 10 feet wide and with a vertical clearance of 15 feet that will accommodate a 40,000 pound fire apparatus to all structures. 4. Environmental Health will require soil profiles in the area of the proposed home on parcel 1 to determine depth of the adobe and confirm that loam or clay loam exists below the adobe. If the adobe is only one or two feet thick there should be no problem meeting Appendix VII requirements. At this time Environmental Health sees no reason for perc tests or groundwater monitoring. For you information, the Planning Division has in the past put a no development restriction on newly created lot splits in agricultural land use designations. This was done to protect agricultural operations. This could be an impact on the proposed lot split. The Public Works Department stated that Gideon Road would need to be paved. The street paving is a requirement of the North Chico Specific Plan. Additionally, a permanent solution to drainage would be required to prevent increases in storm water runoff from the site. It was also discussed about the possible need to reconfigure one or more parcels to meet building setback requirements, minimum lot width requirements, and 3-to-1 lot width to depth requirements. Also discussed was the possible need for archaeological, biological, and wetland surveys, all of which would have to be accomplished at your expense. It was also pointed out that a large portion of the project site is within a 100-year flood zone, which may have an impact on a land division. The sizes of the proposed parcels are consistent with the A-20 zoning of the project site and are consistent with the Orchard and Field Crop General Plan land use designation. The sizes of the proposed parcels appear to be consistent with other parcels in the area. Vehicular access to the project site does not appear to be a problem.
