This application proposes to divide the existing approx. 42.5 acres into two parcels, one being ten acres with one existing residence and the other parcel being 32.5 acres with two residences. Yvonne Christopher has determined the Flexible Lot Provisions are applicable for this application. Additionally, Mr. Royal requires an environmental determination(as outlined in the package enclosed herein) for his vermiculture business on the property. I am not clear why,an agricultural use on this parcel would require an environmental determination. However, since'the County suggested a pre-.application review, we are ' appreciative of the consideration in this regard at this time also. Enclosed please find the following items: A) 22 copies of FLEX TPM B) Check no 1103 in the amount of$243.00 C) Application and Authorization D) Environmental form with project description and photographs E) Title report#205373, Midvalley Title Co. The project site is located east of Old Stage Road, approximately 0.75 miles north of Williams Road, at 3286 Old Stage Road, Butte Valley area, and is identified as APN 041-100-033. Sewage disposal would be handled by individual, on-site, septic systems and domestic water obtained from on-site wells. The site is zoned U (Unclassified, 20-acre minimum parcel size) and is designated by the Butte County General Plan as Agricultural- Residential. The purpose of the meeting is to inform the applicant of local or state requirements that may apply to their project. This allows the applicant to incorporate those requirements into the design of the project when the actual tentative parcel map application is submitted. The meeting would give you the opportunity to hear and address the potential issues regarding the proposed uses. The parcel in question has a General Plan designation of Agricultural Residential and Zoning of Unclassified. Both allow agricultural uses.as a permitted use. The main concern is whether or not the proposed use could have a significant impact on the environment. The meeting would address if the uses might have impacts. I have included a Pre-Development meeting application which included all required information necessary to discuss your proposed uses. The meeting does have a fee of $243.00. Earthworm Soil Factory would like to start a Vermicomposting operation ( Using earthworms to process organic debris into "worm castings"). The opportunity for the use of earthworms to convert organic waste into a superior soil amendment and other beneficial plant growth products is a growing industry. Project Information The project is divided into three primary, areas of operation. Commercial Vermiculture, ( Breeding of Earthworms) Vermicomposting, ( Using earthworms to process organic debris into "worm castings") ' Educational Marketing, ( Benefits of Vermicomposting to reduce organic waste going to the landfill ) 1. Commercial Vermiculture: The Vermiculture part of the business would concentrate on proven methods of"Growing Redworms" to achieve the greatest reproduction of Redworms as possible.', Vermicomposting has created a huge demand for Redworms. Redworms are one of the best earthworm species used for the converting of organic waste into "Worm`Castings". The "Worm Castings" and by products are a high quality valuable soil and plant amendment. Because we will need large amounts of Redworms for other aspects of the business, the Vermiculture operation would allow us to reproduce the necessary Redworm inventory for our own use and also have Redworms for sale. The reproduction would be done primarily at our Butte Valley farm location and also at"Contract Locations" that would be close to the source of Feedstock to conserve on transportation costs. Earthworm SoY,Factory Butte Valley, CA 2. Commercial Vermicomposting: Vermicomposting is a part of the business operation. The feedstock used will come from identifying organic waste that can be diverted from landfill sites that will be converted to marketable "Worm Castings". The handling of various feedstocks will require different methods of processing systems "Closed Processing System", "Bins, Beds, Windrows or Continuous Flow Reactors". At "Contract Locations" we would use Vermicomposting at the source of the waste stream as one of the marketing methods to divert organic waste from the landfill. Linda Herman, Zone Administrator of Chico/North Butte County RMDZ, addressed the need to deal with the biosolids from the Wastewater Treatment Plant that is currently going to the landfill. As a result of meeting with Marc Sulik, Wastewater Treatment Supervisor, he is willing to try Vermicomposting at the Plant site as a "Contract Location"for diversion from the landfill. The plan is the diversion of organic waste normally going to landfill sites that will be converted by Vermicomposting into valuable Worm Castings which can be sold in bulk by the cubic yard or packaged in bags. Earthworm Soil Factory Butte Valley, CA 3. Educational Marketing: Provide information showing the benefits of Vermicomposting to reduce organic waste going to the landfill. 9 9 9 Provide information that promotes use of"Worm castings" and by products like "Compost Tea" to build healthy soils that promotes healthy plant growth. Provide Vermiculture products and information to schools so Students can see first hand how Worms work for us. They in turn may become supporters of Vermicomposting at home which would divert organic household waste? Use every effort to advance public awareness of benefits of Vermicomposting. Examples would be having training classes and tours showing various ways to use Vermicomposting and provide an Internet informational web-site. Demonstration of products, by growing sample plants and crops in various soil blends. This will establish the health and quality of plants and crops using our products, compared with other soil amendment products. Provide independent Laboratory testing of the products to illustrate the benefits of our products compared with other similar products. Provide quality control procedures that insure superior quality products at affordable prices. Promote the sale of Redworms, Worm Bins, Educational materials like Books and Videos, to increase Vermicomposting as a great way to reduce organic waste going to landfills and end up with beneficial plant growth products.
