A Pre-Development Conference is an opportunity for the applicant and/or an applicant's representative to meet
informally, up to an hour,with County staff and representatives from other agencies such as:

Any direction given shall be preliminary and is subject to further refinement or changes in requirements as the }
application progresses to and through the formal application process. Following the meeting, Development --
Services will send the applicant a letter summarizing what was discussed, including any additional filing t.
requirements for the formal application.

RE: Pre-application Review Meeting Held February 25, 2004.
This letter is being provided to provide a summary regarding the a pre-application review meeting
for the proposed lot line adjustment on Assessor Parcel Numbers: 42-030-051;-053, and-054. At
this meeting, it was determined that the proposed application for lot line adjustment would
comply with County Code and the applicable SR-1 (Suburban Residential, 1-acre minimum
parcel size)zone.
The setbacks to existing structures should be reviewed very carefully, since the property lines are
being altered. The applicable SR-1 (Suburban Residential, 1-acre minimum parcel size) zone
requires setbacks for all structures as follows:
Front: 20 ft. from edge of right-of-way
Side: 5 ft.
Rear: 5 ft.
The Building Division requires a 20 ft. setback from the agricultural building located on Parcel 3
from all property lines unless the structure is developed with an approved firewall.
The County is currently considering a revised code section involving lot line adjustments. Under
the current code the proposal could be submitted as a lot merger. In the future, should the new
code section be adopted, the proposal would have to be submitted as a lot line adjustment. Staff
discussed this with your representatives from NorthStar Engineering.
Whether the project is submitted as a merger or lot line adjustment will not influence the
determination that the project conforms to County Code.
The preapplication process is meant to help prepare applications for submittal and to familiarize
applicants with the review process and any potential issues influencing the review of the project;
however, it does not constitute an approval. Additional review will take place at the time of
submittal of any future application.

The Butte County Department of Development Service, Planning Division has received a request for a pre-
application conference regarding a proposal for a lot line adjustment involving APN:42-030-051,-053,-054.
The property is currently zoned SR-1 (Suburban Residential 1-acre minimum parcel size)with a General Plan
designation of Agricultural Residential. A project description and map is enclosed. The project representative
states that the intent of this lot line adjustment is to increase the size of Parcel 4 to 2 acres so that Parcel 4 may
be subdivided in the future into two 1-acre parcels. The project is located on both sides of Elkwood Court,
south of Bell Road, in the northwest Chico area.
The purpose of the meeting is to inform the applicant of local or state requirements that may apply to their
project. This allows the applicant to incorporate those requirements into the design of the project when the
actual application is made. Staff will also be discussing whether a Use Permit is applicable for the proposed
use. The applicant will be present to answer questions and receive comment.
The pre-application conference will be held in the Department of Development Services Conference Room A,
located at 7 County Center Drive,Oroville,on February 25,2004 at 9:00 am. If your department has concerns
or comments regarding the proposal, please have someone attend or submit written comments to this

Steve,
We want to use most of the private road to increase the size of Parcel 4 to over 2 acres
so that it can be split into two parcels at some future date. We talked with Mike Mays and
he said that he thought that it would work but that he couldn't speak for everyone that
might get a shot at it. He suggested doing this. It makes good since to me because the
track record of what we have been told over the phone and what actually ends up happening
has been rather dismal lately. If you need more information let me know. We want to make
sure that it gets in before the fee increase.
