INFORMATIONAL SHEET
The Pre-Development Conference is a chance to meet on an informal basis with County staff. The
purpose of the Pre-Development Conference is to inform the applicant of local or state requirements
that.may apply to their project This allows the applicant an advanced opportunity-to incorporate those
requirements into the design of the project prior to when the actual application is formally submitted

The pre-development conference is held in the Development Services Department conference room
located at 7 County Center Drive, Oroville. Please refer to the attached County of Butte
Environmental Information Form for submittal requirements. Please include a concept site plan,if
available. The more information you submit at this stage will help us evaluate your project more fully.
The fee is $243.00 and a meeting is.usually arranged within one to two weeks, depending on.the

This letter is to inform you that Count staff reviewed the revised tentative map design
provided to me concerning access and circulation. The Department of Public Works
indicated that the length of the subdivision road proposed by the new design would meet
county requirements concerning the maximum length of a cul-de-sac road, and
additionally that the new design resolved the issue concerning the intersection by
connecting to the intersection at a right angle.
The pre-application process is intended to provide planning information to applicants to
ensure that their application is as complete as possible prior to submittal. Upon submittal
of a formal application, additional items may be required based upon the County's
review.

was not able to attend the pre-application on the proposed new subdivision adjoining Crestwood Subdivision off
of Stump Drive and Farley Street, please accept my comments via e-mail.
The area is protected by the EI Medio Fire District. LAFCO is just now completing a Municipal Service Review of
the district. I have attached the draft Final document for you review and consideration on the fire protection issue
to this subdivision.
I was told by the Fire District Fire Chief that he had submitted information asking for at least 2 fire hydrants
would concur with that recommendation.

PLEASE CONTACT THE PUBLIC WORKS DEPARTMENT FOR COMPLIANCE WITH THE
FOLLOWING CHECKED CONDITIONS
A. STREETS
1. Construct driveway approaches to City standards.
2. Designed and constructed cul-de-sac to City standards as specified in the City Improvement
Standards.
3. Construct 40' (face of curb to face of curb) section on interior streets to St-01 road standard with
curb, gutter, and sidewalk and 2"AC, and 8"AB, SC 250 prime,fog seal and 95 % relative
compaction. "R" value determination and other data may be required to support the section design.
4. Street lighting shall be provided in accordance with City of Oroville requirements, accepted design
criteria, and recommendations of Pacific Gas &Electric Company.
5. Construct handicapped ramps at all intersections.
6. Provide 50 foot radius cul-de-sacs from face to curb to face of curb.
7. Install stop signs at all subdivision intersections.
8. Subdivision shall meet all the requirements of City of Oroville Subdivision Ordinance No.
1305.
9. All traffic control devices including stop signs, street legends, centerline stripping, shoulder
stripping, warning signs, etc. shall be shown on the improvement plans and shall be installed
in accordance with City Standards.
10. Install centerline monuments in accordance with City Standards.
11. A sanitary sewer main shall be constructed and service laterals stubbed out to property line in
accordance with City Standards.
12. On-site storm drainage shall be collected on-site and transported via underground conduit to
an approved drainage facility or existing natural drainage channel.
13. Developer shall provide documentation that the proposed development shall not impact
downstream development.
14. A street lighting plan shall be submitted to the Public Works Department. Street Lights shall
be installed in accordance with Pacific Gas & Electric and City Standards. Street light poles
shall be steel.
15. Expansive soil conditions may require greater pavement base depth. Engineer shall design
paved based on "R" value of the soil.
16. Prior to approval of the final map, developer shall establish a Lighting and Landscape
Maintenance Assessment District to insure the continued maintenance of the street lights
landscaping.

WITH THE FOLLOWING CHECKED CONDITIONS:
A. STREETS
® 1. Prior to, or concurrently with the recordation of the Final Map, provide a fully executed road
maintenance agreement on the County approved form.
® 2. Provide street name signs per requirements of the Department of Public Works prior to recordation
of the Final Map. Street names shall be approved by the County Address Coordinator prior to the
recordation of the Final Map. A minimum of 5 alternate names for each new street shall be
submitted.

® 3. Obtain encroachment permit for all new or existing driveway approaches and construct them to
County standards,as specified in County Improvement Standards.
® 4. Provide a cul-de-sac, designed and constructed to county standards as specified in the County
Improvement Standards. The Final Map shall show the cul-de-sac.
❑ 5. Prior to the recordation of the Final Map, prove, to the satisfaction of the Director of Public
Works, that'there is approved access conforming to County standards to each parcel from a
publicly maintained road.
® 6. All access rights shall be reserved by deed,per County Ordinance, and offered for dedication and
depicted on the Final Map.
® 7. The developer shall provide all necessary traffic safety signs including stop signs. A note shall be
place on a separate document which is to be recorded concurrently with the map or on an
additional map.sheet of the Final Map stating "The property owners are responsible for the
maintenance of all private road safety signs, including stop signs."
® 8. Pay the recording fees then in effect for recording the Final Maps and related documents.
® 9. Deed to Butte County,in fee simple, 50 feet of right-of-way from each side of the centerline of
interior street . The right of way shall be sufficient for the installation
of standard No. S-5 at all street intersections.
❑ 10. Construct street section on to geometric
standard. Minimum structural section to be "AC and "AB, SC 250 prime,fog
seal and 95 %relative compaction. Submit design to Land Development Division for approval.
"R"value determination and other data may be required to support the section design.
® 11. Construct % street plus 12' street section on Farley Street to RS- 2A road standard with
vertical curb,gutter,and sidewalk and 2 "AC, and 8 "AB, SC 250 prime, fog seal and 95
% relative compaction. Construct full street section on interior street to RS- 2B road
standard with rolled curb, gutter, and sidewalk and 2 "AC, and 8 "AB, SC 250 prime,
fog seal and 95 % relative compaction. Submit design to Land Development Division for
approval. "R"value determination and other data may be required to support the section design.
® 12. Relinquish abutters rights to Butte County,along the Farley Street frontage of parcels 1 & 19,
except at approved access points.
® 13. Prior to the recordation of the Final Map,obtain an encroachment permit and construct a
local public road connection at a right angle to Farley Street and line up intersection with Stump
Drive to County Standard S-18B , in accordance with County Improvement Standards.
Adequate sight distance at the intersection of access road and Farley Street
shall be provided.
® 14. Show on the additional map sheet or on a document to be recorded concurrently with the Final
Map a 50 ft.building setback from the centerline of interior street and Farley Street.
® 15. Street lighting shall be provided in accordance with Butte County requirements, accepted design
criteria, and recommendations of Pacific Gas & Electric Company. If the developer chooses to
install the streetlights and pay energy costs through a County Service Area (CSA), he/she must
complete the formation of the CSA prior to recordation of the Final Map. The CSA formation
process will require the Developer to fund the service until the beginning of the first fiscal year in
which service charges can be collected for the CSA, and agree to an annual maximum service
charge to ensure continued operation of the facilities.
B. DRAINAGE
® 1. Prior to the recordation of the Final Map a plan for a permanent solution for drainage shall be
submitted to and approved by the Department of Public Works. The drainage plans shall specify
how drainage waters shall be detained on site and or conveyed to the nearest natural or publicly
maintained drainage channel or facility and shall provide that there shall be no increase in the peak
flow runoff to said channel or facility. The permanent solution shall include a storm drain
collector system.
❑ 2. Establish 100 year floodplain elevations and the lowest floor elevations for any structures. Show
on the additional map sheet the elevations (by contours) and the location of an accepted NVGD
benchmark and a temporary benchmark on-site.
❑ 3. Pay the applicable drainage fees in effect at the time of recordation of the Final Map for the
drainage area. (The current fee is now$ /acre.)
® 4. A Construction Storm Water Permit will be required by the State Water Resources Control Board
if the project results in a disturbance(including clearing,excavation, filling,and grading)of one or
more acres. Construction activities that result in a land disturbance of less than one acre, but
which are part of a larger common plan of development, also require a permit. The Permit must
be obtained from the State Water Resources Control Board prior to construction.
C. FINAL MAP
® 1. New lot lines shall comply with the applicable setback requirements of the Butte County Zoning
Ordinance and the County adopted Uniform Building Code.
® 2. Show all easements of record on the Final Map.

® 3. Prior to or concurrently with the recordation of the Final Map, pay in full any and all delinquent,
current and estimated taxes and assessments as specified in Article 8,of Chapter 4 of Division 2 of
Title 7,of the California Government Code commencing with Section 66492.
❑ 4. Prior to the recordation of the Final Map, prove, to the satisfaction of the Director of,Public
Works,that the parcel to be divided is a legal parcel.
❑ 5. Prior to or concurrently with the recordation of the Final Map, pay all applicable assessments
established by affected assessment districts,in full.

The Butte County Department of Development Service, Planning Division has received a request for a pre-
application conference regarding a proposal for a Tentative Subdivision Map involving APN:35-300-036.The
property is currently zoned R-3(Multi-Family Residential)with a General Plan designation of Medium Density
Residential (maximum density of 13 dwelling units/acre). A project description and map is enclosed. The
project is located on the west side of Farley Street at the intersection of Stump Drive and Farley Street, in the
south Oroville area.
The purpose of the meeting is to inform the applicant of local or state requirements that may apply to their
project. This allows the applicant to incorporate those requirements into the design of the project when the
actual application is made. Staff will also be discussing whether a Use Permit is applicable for the proposed
use. The applicant will be present to answer questions and receive comment.
The pre-application conference will be held in the Department of Development Services Conference Room A,
located at 7 County Center Drive,Oroville,on March 2,2004 at 10:00 am. If your department has concerns or
