32. The site is an existing 7.75-acre rural residential parcel, with one 2700 sf. House and a four
car detached garage. The property has a gentle easterly slop of 3-5%. The Redding
gravely, sandy loam soil of the site are stable. The site has native oak and pine trees.
Native animals include rabbits, turkeys, squirrels, and birds.

A. STREETS
® 1. Prior to, or concurrently with the recordation of the Parcel Map, provide a fully executed road.
maintenance agreement on the County approved form.
® 2. Provide street name signs per requirements of the Department of Public Works prior to recordation
of the Parcel Map. Street names shall be approved by the County Address Coordinator prior to the
recordation of the Parcel Map.
® 3. Obtain encroachment permit for all new or existing driveway approaches and construct them to
County standards,as specified in County Improvement Standards.
® 4. Provide a cul-de-sac, designed and constructed to county standards as specified in the County
Improvement Standards. The Parcel Map shall show the cul-de-sac.

road,including the stop sign, shall be shared by those properties with a legal interest in the private
right-of-way or easement."

® 9. Deed to Butte County, in fee simple, 30 feet of right-of-way from the centerline of
Hildale Ave. . The right of way shall be
sufficient for the installation of standard No. S-5 at all street intersections.
® 10. Provide two-way traversable access to each parcel from a County maintained road or from a state
highway. Improve parcel 20, 19, 1, 18 frontage to RS- 2A and access road to
parcel being divided to RS-2B . (If the parcels being created are 5 acres or less in gross area,
submit road and drainage plans to the Department of Public Works for plan checking and approval
prior to construction).

❑ 11. Submit road and drainage improvement plans for the installation and construction of the street
frontage improvements on to standard, including but not
limited to P.C.C. curb, gutter and sidewalk, and the required street section for parcels with gross
acreage of one acre or less. Construct or install the required improvements.
® 12. Relinquish abutter's rights to Butte County,along the Hildale Avenue
frontage of parcels 20, 19, 1, 18 , except at approved access
points. Show common driveway easement for parcels 19 and 20.
® 13. Prior to the recordation of the Parcel Map,obtain an encroachment permit and construct a standard
road approach S-18A' in accordance with County Improvement Standards. Adequate sight
distance at the intersection of access road and Hildale Ave. shall be provided.

centerline of Hildale Ave. and Hall Rd.
B. DRAINAGE
® 1. Prior to the recordation of the Parcel Map a plan for a permanent solution for drainage shall be
submitted to and approved by the Department of Public Works. The drainage plans shall specify
how drainage waters shall be detained on site and or conveyed to the nearest natural or publicly
maintained drainage channel or facility and shall provide that there shall be no increase in the peak
flow runoff to said channel or facility.
❑ 2. Establish 100 year flood plain elevations and.the lowest floor elevations for any structures. Show
on the additional map sheet the elevations (by contours) and the location of an accepted NGVD
benchmark and a temporary benchmark on-site.
❑ 3. Pay the applicable drainage fees in effect at the time of recordation of the Parcel Map for the
drainage area.
(The current fee is now$ /acre.)
® 4. A Construction Storm Water Permit will be required by the State Water Resources Control Board
if the project results in a disturbance(including clearing,excavation,filling,and grading)of one or
more acres. Construction activities that result in a land disturbance of less than one acre, but
which are part of a larger common plan of development, also require a permit. The Permit must
be obtained from the State Water Resources Control Board prior to construction.
C. PARCEL MAP
®
I. New lot lines'shall comply with the applicable setback requirements of the Butte County Zoning
Ordinance and the County adopted Uniform Building Code.
® 2. Show all easements of record on the Parcel Map.
® 3. Prior to or concurrently with the recordation of the Parcel Map, pay in full any and all delinquent,
current and estimated taxes and assessments as specified in Article 8 of Chapter 4 of Division 2 of
Title 7,of the California Government Code commencing with Section 66492.
❑ 4. Prior to the recordation of the Parcel Map, prove, to the satisfaction of the Director of Public
Works,that the parcel to be divided is a legal parcel.
❑ 5. Prior to or concurrently with the recordation of the Parcel Map, pay all applicable assessments

SUBJECT: Hall TSM on Hildale
Good morning! This FAX includes comments from Building & Parks and Trees. Public
Works hasn't responded yet, may send a representative.
Regarding compatibility with the City's Planning regulations:
1. City,General Plan Diagram is Low Density Residential, which allows only 1/2
acre minimum.
2. City zoning is R-1, which allows 6 units'per.acre. General Plan designation is the
most recently adopted. City has come reconcilation to do.
3. Lots seem to conform to our size requirements (frontage, area, etc). We require
a minimum 40-foot frontage on cul-de-sac, with 60 feet at the 20-foot setback
line.
4. Our maximum cul-de-sac length is 600 feet (we don't specify where that length
ends - at beginning or end of bulb!). But we can grant waivers in reasonable
situations. I don't know if this is a reasonable situation, because of 45, below.
5. Wouldn't it be advantageous to extend a street from Hildale to Olive Hwy? It's a
VERY long distance from Arbol to Oakvale. Maybe topo is not conducive to an
extension - too steep? At any rate, the aerial photo suggests this propertymay
be the last opportunity to achieve an extension, and stubbing out a street should
not affect Hall's plans too much. It should be considered, at least.
6. The offset between Mountain View and the new street is unfortunate. If there is
any plan to demolish or move the existing house, the layout should be flipped so
the streets are aligned.

1. Facility shall be designed by a registered professional designer.
2. Building plans shall conform to the 2001 California Building Code.
3. A hour fire wall is required for all exterior walls within feet of the
property line.

1101 B, at seq. requirements:

PARKS AND TREES DEPARTMENT
1. Street trees shall be installed with the cost thereof borne by the developer, prior to
occupancy of new structure.
2. Parking lots shall meet the 50%shade factor requirement prior to occupancy.

contractor with a contract to install landscaping, shall be submitted to and
approved by the Parks and Trees Department, prior to issuance of building permit.

Date: June 2, 2004
The following is submitted for the pre-development conference scheduled for June
4, 2004 for the Malcolm Hall Tentative Subdivision Map on Hildale Ave, Oroville
area:
1. A community pressurized water system with fire hydrants that meet the fire
department standard is required. The minimum fire flow from the hydrant
system is 1000 gallons per minute with fire hydrants spaced a maximum of 500
feet apart. The hydrant size is 6 inches. (Reference Butte County Improvements
Standards dated June 2002). Submit plans to the Fire Department for review
and approval prior to construction of facilities.
2. Construction, installation or development of structures or facilities on the
parcels/lots shall comply with the latest California Fire Safe Regulations, (Public
Resource Code 4290),.and all other applicable State and County codes,
ordinances and regulations in effect at the time of application for improvement
permits.
3. Building identification and/address shall be installed in conformance with Public
Resources Code 4290 and shall be posted at the beginning of building
construction and maintained continuously thereafter.
4. Fire hydrant identification, reflector or post reflectors shall be installed
acceptable to the County Fire Chief.
5. The proposed subdivision is within the Oroville Urban Area according to the
Butte County Improvement Standards dated June 2002, appendix I. According
to the Butte County Code, Section 20-133, cul-de-sacs cannot be over 500 feet
in length. PRC 4290 Fire Safe Regulations would allow up to 800 foot length.
These conditions are based on the information submitted and may change if the

for a pre-application conference regarding the above referenced parcels. The property is currently

Residential. A project description and map is enclosed.
The purpose of the meeting is to inform the applicant of local or state requirements that may
apply to their project. This allows the applicant to incorporate those requirements into the design
