The following permitted uses, uses requiring a use permit, and uses requiring an administrative permit shall apply to all zones A-5 through A-160. Uses that are unique to a particular zone and site requirements for each zone will be listed separately. (a) Uses permitted: (1) One (1) single-family dwelling or modular home per parcel. Our comments on the project are as follows: j Potential hydrology, hydraulics, and water quality impacts: i • The tentative parcel map shows that the proposed lake will be confined by levees constructed from material excavated from the lake bed, the existing elevation of the highway is approximately 138.5 feet above mean sea level (AMSL), and the proposed water surface elevation of the lake will be approximately 141.5 feet AMSL. Although not likely, a catastrophic failure of the levee system and localized flooding of the surrounding area including SR 32 is possible. Therefore, the project should be designed so that all grading and drainage improvements perpetuate, maintain, or improve existing drainage pathways and not result in adverse hydrologic or hydraulic conditions within the State's highway right-of-way (ROW) and drainage facilities. • Any increases of discharge into the State drainage system must be mitigated. Runoff must meet.Regional.Water Quality Control Board (RWQCB) water quality standards prior to entering the State's ROW and drainage facilities. No net increase to the surface water(storm wate0.veak runoff.discharge (1"00 year sform.event) within the State's ROW and`drainage pltonote rject:'BMagemenuffacilities maybe realizedas'aresltotheconf ` Practices (BMP) systems should'be incfuded to-remove objectionable-pollutants and"to manage storm water prior to discharging into the State's ROW. The land currently a prune orchard which is not in agriculture production at this time. The project proposes to subdivide the property into 5 —40+ acre lots. The lots would provide one single family dwelling on each lot in a clustered manor as shown on the Tentative Subdivision Map. Also shown on the subdivision map is shown a water ski lake which surrounds the home sites. This lake will be an accessory use to each parcel. (There are several similar projects like this within a few miles radius). The lake will be for private use only. No commercial or public use is proposed for the lake. The portion of all land not used for lake or home sites will remain in use for agriculture. It has not been determined whether prunes or some other crop will be the best agriculture use for this site. The proposed lot lines are oriented uniquely for this project Each property is 40+ acres in size to meet the A-40 requirements and touches the lake in two places and has some agriculture land to the north and south of the lakes. The property is located in a Zone A flood zone. Parcel Map filed in Book 141 at Pages 50, 51, and 52 delineated the flood elevations for this property. All structures will be constructed above the flood elevation in accordance with Butte County Flood Ordinance. Access and Utilities: The project is currently served by Seth Lane—an unimproved access to the existing 3 lots and a fourth lot to the south. Access along Seth Lane is proposed to remain essentially the same. Another unnamed road or driveway is provided to the clustered home area.
