This review is to assist the Lundbergs in addressing all concerns prior to Building Permits for the new facility. Part of the comprehensive facility will fall over existing vacant residential parcels on the east side of the site. More will be explained by the applicant at the IDR meeting. The site is in the LDR Low Density Residential general plan designation and the A-5 and AR zoning districts. Development Services has already worked out the mechanism, by way of GP 2030, of how to reconcile the land use designations. The +/- 17-acre project site is bounded on the north by Fruitvale Ave. and on the east by the Midway and RR tracks, in northwestern Richvale. Planning 1. Project Timing The current schedule for beginning grading is this fall, with the construction of the building to occur starting the first of 2010. Plans are being developed concurrently for Recreation the building and we have now established a final site plan and want to coordinate with the County regarding the project. The following items are points of information and topics we would like the County to review so our project moves smoothly through the. process. Commercial 2. Phasing Development The project is being proposed in multiple phases with the administration building to be phase 1 and the warehouse expansion being phase 2 with future ware-house expansion to be determined. 3. Parcels and Zoning— see site plan Skate Parks Regarding building parcels the project site has several parcels and the building location overlaps onto three parcels. Two of the parcels are the residential parcels along the Midway and the third being the main parcel. The County has discussed doing a "merger" with just the parcels that are being affected by the building location. Digital 4. Roadway and Access— see access plans Rendering a. Midway access is our visitor and employee access and has been addressed and discussed with Public Works and we have included a typical 90 degree access off,the Midway, left turn lane with loading with enlarged acceleration and deceleration lanes. The entry we created allows for the 90 degree entry and incorporates b. Fruitvale access is our truck and employee access and we are exploring gaining an Residential easement through the neighbors property to have a better access then the existing one. 5. Utilities— see utility plan Sanitary Sewer is proposed along the south side of the site in an existing easement Storm Runoff and Drainage, The site runoff is proposed to drain into proposed rice Environmental Stewardship demonstration plots/ detention basin. The north rice plot/detention pond will drain to the south ease basin then through pipe to the south west basin. Overflow will then run west towards Church street where there is an existing storm drain. Water is on site well shown on plan Broadway Electrical to come from Midway to the building. Parking Parking is split into multiple lots to allow employees to park nearer to where they will be working and to minimize massive parking areas. The following parking calculations demonstrate our new parking need. If possible the owners are attempting to minimize the need to develop all parking spaces until they are needed. We and would like to know if electronic plan review capabilities will be completely functioning at the time of intake for these building permit applications? We are requesting three (3) complete paper plan sets for each build ng project, as not all departments have electronic review. The project will consist of an addition to an existing building of approximately 81,000 square feet area of S-2 or S- 1 and 1200 square feet of B office area and a new building of approximately 22,000 square feet of mixed use and occupancy consisting of A-3, B, and M. Please note, we do not have a code analysis with this package and we will request this information with the intake submittals and possibly a head of time so we are prepared.
