After receiving a complete application packet, the Department of Development Services will schedule a pre-development, inter-departmental review meeting that includes the applicant and/or applicant's representative and representatives from the Development Services Department, Environmental Health Division, Public Works Department, County Fire Department, and any other agency with applicable interest in the proposed development site. The purpose of the meeting is to inform the applicant of local,state and/or federal requirements that may apply to their project. This allows the applicant an advanced opportunity to incorporate those requirements into the design of the project. Any direction given shall be preliminary and is subject to further refinement or change as the application, progresses through the formal application process. Following the meeting, the Department of Development Services shall send a letter to the applicant summarizing what was discussed, including any additional filing requirements for the formal application. Street lighting shall be provided in accordance with Butte County requirements, accepted design criteria, and recommendations of Pacific Gas & Electric Company. If the developer chooses to install the streetlights and pay energy costs through a County Service Area (CSA), he/she must complete the formation of the CSA prior to recordation of the Final Map. The CSA formation process will require the Developer to fund the service until the beginning of the first fiscal year in which service charges can be collected for the CSA, and agree to an annual maximum service charge to ensure continued operation of the facilities. B. DRAINAGE ❑ 1. Prior to recordation' of the Parcel/Final Map, a plan for a permanent solution for drainage shall be submitted to and approved by the Department of Public Works. The drainage plans shall detail existing drainage conditions and shall specify how drainage waters shall be detained or retained on- site and/ or conveyed to the nearest natural or publicly maintained drainage channel or facility and shall provide that there shall be no increase in the peak flow runoff to said channel or facility. ❑ 2. Prior to final improvement inspection by the Department of Public Works, all new drain inlets shall be labeled with the county approved drain marker per County Standard S-40. Improvement plans shall show and/or note the requirements for labeling inlets pursuant to Butte County Standard S-40. ❑ 3. Prior to recordation of the Parcel/Final Map, establish 100 year flood plain elevations and the lowest floor elevations for any structures, in accordance with Butte County Code §26-25. Show on the additional map sheet the elevations (by contours) and the location of an accepted NGVD29 (National Geodetic Vertical Datum of 1929) benchmark and a temporary benchmark on-site. ❑ 4. Prior to, or concurrently with the recordation of the Parcel/Final Map, pay the applicable drainage fees in effect at the time of recordation of the Parcel/Final Map for the drainage area. (The current fee is now $ /acre.) ❑ 5. Prior to grading, a Construction Storm Water Permit will be required by the State Water Resources Control Board if the project results in a disturbance (including clearing, excavation, filling, and grading) of one or more acres. Development of individual lots may require an additional permit(s)." C. PARCEL/FINAL MAP ❑ 1. Show all easements of record on the Parcel/Final Map. ❑ 2. Prior to or concurrently with the recordation of the Parcel/Final Map, pay in full any and all delinquent, current and estimated taxes and assessments as specified in Article 8 of Chapter 4 of Division 2 of Title 7, of the California Government Code commencing with Section 66492. ❑ 3. Pay the recording lees in effect at the time the Parcel/Final Map and related documents are recorded. ❑ 4. SCHEDULE: ,,- SERVICES It is proposed to subdivide the 1460-acres into approximately 44-lots, (minimum size of 20-acres) via the Subdivision Map process. Approximately one-third of the land lies on the south side of Richardson Springs Road and two-thirds is located on the north side. The property on the north has access out to Cohasset Road. It is proposed to reserve eighty percent(80%)of the property as Open Space(O/S.) A 4-Lot, Tentative Parcel Map Application was previously submitted to the Planning Department (04-23-07) for processing on a 122-acre parcel (AP# 47-230-039), also owned by Richardson Springs Ridge,LLC,adjacent to AP#56-03-18. 2. RELATED PERMITS, AND STUDIES: Road Construction--Grading Permit No. 05-01: A road plan was prepared by RAR (Rolls, Anderson and Rolls) and subsequently approved by the Butte County Planning Commission in May 2006, per Resolution No. 06-22. The road plan encompasses a total of approximately 1600-acres (which includes the 122-acres previously mentioned) and terminates at Cohasset Road, thus providing a secondary emergency access from Cohasset Road to Richardson Springs and essentially eliminating the dead-end designation for the Richardson Springs Road. The approved road plan entails approximately 10-miles of road, which has been pioneered and is traversable, but not fully completed The road construction plan was approved per Butte County Planning Commission Resolution PC06022 (05-11-06) as noted in the Grading Permit,File#GRD 05-01. Tree Survey: A tree survey was performed, over the entire 1600-acre site by a Registered Professional Forester, wherein all of the oak trees (5-inches in diameter above the 4.5-foot level) within the proposed roadway alignment were identified. Oak trees will be planted at a 3:1 ratio (3 trees planted for each tree removed.) The tree(s) will be monitored for 7-years to ensure their success. This condition was previously stipulated by the County Planning Department. This condition is noted as Mitigation #2 in the above referenced Grading Permit. The monitoring will be performed and records kept through a contract with an outside company experienced in tree surveillance and monitoring. l Page 2 Attachment 2 � Archeological Study: An Archeological Study and Assessment was performed, over the 1600-acres, by a Consulting Archeologist, employed by North Coast Resource Management. The study identified all historic sites and made recommendations for their preservation. The study was previously accepted and approved by the County Planning Department. Reference to the study and required conditions are noted as Mitigation#3 in the Grading Permit. Regional Water Quality Control Board-Central Valley Region: The RWQCB indicated that the project site is outside their jurisdiction and is therefore not affected by the project, except to ensure that the SWPPP is adhered to and monitored per Mitigation#4 in the Grading Permit. A copy of the Storm Water Pollution Prevention Plan(SWPPP)is attached to this application.. Butte County of Environmental Health: Backhoe test holes have not been dug on the property, specifically to determine soil depths and/or percolation characteristics; however, numerous test holes were dug on the adjoining 122-acres in conjunction with the Tentative Map Application. The required 5- acre minimum of useable leach areas were identified on the property for each parcel. The surrounding lands have been developed over the years and it is anticipated that this proposed development will be consistent with the soil conditions encountered throughout the Richardson Springs area. Domestic Water: A 390-foot deep water well was drilled in 2005 on the 122-acre site not only for the purpose of supplying water to the sub-grade during the construction of the roads,but also to demonstrate the available of potable water on the site. The estimated yield of the well is 500 gallons per minute (gpm), per Well Completion Report No. 1093398, dated 01-04- 06. The well was drilled by`a licensed well driller (North State Drilling.) There are numerous homes in the surrounding Richardson Springs area that rely on ground water for domestic consumption. The availability of good, potable underground water sources has been well documented over the years. 3. SITE DESCRIPTION: The area.is typical of the foothill terrain prevalent in the upper Sacramento Valley, comprised of oak trees, scattered brush, and volcanic rock formations. The area is also a popular deer wintering area and other wildlife. The area is used extensively for cattle grazing in the winter months..There are no structures on the property. Much of the surrounding properties are zoned 20-40 acre minimum parcel sizes. 5. If any oak trees of 5 inches in diameter at breast height(or 4.5 ft.) are removed by construction activities they must be replaced on site at a ratio of 3 to 1. The replacements must be seedling trees grown from acorns found on site and stored for purposes of planting. The seedling trees must be monitored by a certified arborist annually for 7 years once construction is completed to be certain at least 75% of the trees are surviving and established. The arborist shall provide annual reports concerning the re,placement trees to the Planning Division for review. b. The arborist or RPF must work directly with the property owner, construction workers and Butte County Planning Division to be certain that trees not to be removed are protected. 4 C. Trees in the construction area deemed by the arborist or RPF to be unhealthy, diseased, or dead shall be removed. d. Each oak tree located in a construction zone shall be surrounded by a circular zone (following the drip line of the tree) identified by temporary construction fencing, such as orange plastic fencing or other suitable marking, prior to and during construction activities. No vegetation removal, soil disturbance, or other development activities shall occur within the fenced area. e. Prior to any land,disturbance, a county planner shall visit the project site to confirm protective fencing or marking is installed to keep construction vehicles confined to areas that will not impact existing oak trees. f. Prior to final inspection of construction, a county planner and the project arborist shall visit the project site. g. Pruning of the adjacent trees shall be supervised by a certified arborist or RPF, not by the grading or general contractor. Plan Requirements: This mitigation shall be placed upon all construction and building plans. All necessary requirements must be met prior to any site development activities. Timing: The requirements must be adhered to prior to any site development activities. Monitoring: The Planning Division shall ensure all requirements are met prior to any site development activities and compliance through routine inspection and review. 5. Mitigation Measure#3,Archaeology: T An archaeologist will be present to monitor all ground disturbing activities associated with the road building to ensure that no unanticipated discoveries are damaged during project implementation. Should grading activities reveal the presence of cultural resources (i.e., artifact concentrations, including arrowheads and other stone tools or chipping debris, cans, glass, etc.; structural remains; human skeletal remains), work within 50 feet of the find shall cease immediately until a qualified professional archaeologist can be consulted to evaluate the remains and implement appropriate mitigation procedures. Recommencement of development activities shall not occur until clearance is provided by the Butte County Department of Development Services. Should human skeletal remains be encountered, State law requires immediate notification of the County Coroner. Should the County Coroner determine that such remains are in an archaeological context, the Native American Heritage Commission in Sacramento shall be notified immediately, pursuant to State law, to arrange for Native American participation in determining the disposition of such remains. Plan Requirements: This note shall be shown on all site development and building plans. Timing: This measure shall be implemented during all site development activities. Monitoring: Should cultural resources be discovered, the landowner shall notify the Planning Division and a professional archaeologist. The Planning Division shall coordinate with the developer and appropriate authorities to avoid damage to cultural resources and determine appropriate action. 5 6. Mitigation Measure#4, SWPPP A Storm Water Pollution Prevention Plan (SWPPP) prepared to conform to the National Pollutant Discharge Elimination System (NPDES) shall be furnished to the State Water Resources Control Board. The SWPPP application identifies the potential sources of sediment and other pollutants that may affect storm water quality. The SWPPP sets forth Best Management Practices (BMPs) to maintain water quality and to conform to the NPDES General Permit. Conformance with the approved SWPPP to address erosion impacts is required. Plan Requirements: Compliance with the SWPPP shall be maintained during all grading operations and post grading operations. Timing: This measure shall be implemented prior to all grading operations. Monitoring: The Department of Development Services and Public Works Department shall spot check; and Building shall ensure compliance on-site. The Department of Development Services shall coordinate with the Regional Water Quality.Control Board. 7. Declared Fire Season Restriction Grading operations shall be limited from taking place during the California Department of Forestry's Declared Fire Season(typically June 15—November 15). 8. Richardson Springs Road The applicant shall contact the Department of Development Services if it is anticipated that traffic counts will exceed 10 average trips per day on Richardson Springs Road. Development Services shall contract with a qualified Registered Civil Engineer to conduct a before and after road conditions assessment, to be paid for by the applicant. The assessment will make recommendations to repair any road damage on Richardson Springs Road. Any repairs made shall be to the satisfaction of the Department of Public Works and will be as good as or better than the original road condition. 9. If this entire matter or any finding, action or condition of this matter is appealed to the Board of Supervisors, the applicant or any other developer/operator other than the applicant agrees to indemnify the County of Butte from liability or loss related to the approval of this project and agrees to sign an indemnification agreement in a form approved by County Counsel before the Board's appeal hearing. If the application is not appealed, this condition is deemed satisfied. 10. Prior to Grading Permit issuance, pay any outstanding project-related processing fees, and/or Department of Fish and Game fees. 11. Monitoring Introduction The proposed"Richardson Springs LLC Road Project" will construct approximately 9 miles of permanent rocked and native soil road in order to provide access to the landowners property. The project is located approximately 5.5 air miles northeast of the town of Chico,4 miles northeast of the Chico Municipal Airport, and adjacent to the Richardson Spring Resort, in Butte County, California. The legal description of the plan area is as follows: a portion of Sections 13 & 24, T23N, RIE, MDB&M and a portion of Sections 7, 17, 18, 19 & 30 T23N, R2E, MDB&M. Access to the plan area is via Richardson Springs Road and Cohasset Road. The project is expected to begin in the fall of 2004 and be completed by the winter of 2005. In addition to this SWPPP a Grading Permit is being obtained from the County of Butte. Source Identification A. A vicinity map showing the project site and approximately 'A beyond is attached. The property boundaries, the geographic features surrounding the site, surface water bodies, wells, an outline of off-site drainage, general topography, and anticipated discharge locations are depicted. B. Two schematics are attached. These schematics detail the specifications for road construction and drainage facilities installation. Narrative Descriptions A. Site Estimates and Description of On Site Soil The project proponent proposes to utilize excavators, backhoes, graders, and bulldozers to construct new roads and upgrade existing jeep trails. This work will involve the removal of exiting brush, scrub oak, and gray pine from the roadway, the grading/removal of cobble from the road surface, the cutting and filling of soil along the road grade, and the placement of culverts at watercourse crossings. Existing rock ford 23. Existing rock ford 24. 18" The size of the above listed culverts was determined using the USGS Magnitude and Frequency method for a 100 year flood flow. The runoff coefficient of the area is currently 0.45 and will not change as a result of the proposed operations. No portion of the site is currently impervious and this will continue to be the case following operations. Soils in the area are volcanic in nature and generally very stable with no obvious signs of slides, slumping or major erosion. B. Pollutants Likely to be Present in Storm Water Discharges No pollutants are likely to be present in storm water discharges as a result of the proposed operations. The only potential pollutant as a result of the operations would be sediment. C. Toxic Materials No toxic materials are know to have been (or are anticipated to be) treated, stored disposed of spilled, or leaked in significant quantities onto or near the construction site. The only potential toxic chemicals/materials expected to be on site will be vehicle fluids. If refueling of vehicles is to occur on site the storage tank will meet all Federal, State and Local regulations and will be located in such an area where there will be no chance of runoff should a spill occur. D. Erosion and Sediment Control Practices All road construction and reconstruction shall follow standards detailed within"Handbook for Forest and Ranch Roads." Weaver and Hagens. 1994. USDA Soil Conservation Service. General Practices The following are general sediment control practices intended to prevent a net increase of sediment load into storm water discharge: • During the construction of the proposed roads, all side cast or fill extending more than 20 feet in slope distance from the outside edge of the roadbed that has access to a watercourse shall be seeded and mulched. • All roads will be out sloped where possible and will be drained with rolling dips (See attached Schematic). • New roads will not exceed a grade of 20%for over 500 feet. Any locations where new road grades exceed 15%will be rocked. • New roads will not be constructed on side slopes greater than 65%. • The outlet of all new culvert installations will be rock armored to the top of the fill and a dipped backup structure will be installed (See attached Schematic). Soil Stabilization The following are soil stabilization practices that will be used to preserve existing vegetation and to re-vegetate open graded areas: • New roads shall be no wider than single lane with adequate turnouts provided as required for safety. The maximum width of the roads shall not exceed 15 feet. • Any areas exceeding 100 square feet where operations have exposed bare soil, including road cut banks and fills and any other areas of disturbed soil that threatens the beneficial uses of water shall be stabilized by seeding and mulching. Practices to Reduce Tracking Sediment The following are sediment control practices that will be employed to reduce the tracking of sediment onto public and private roads: • Activities on any roadway within the project area shall be limited to dry, rainless periods when soils are not saturated. If vehicle passage creates depressions of the road surface that channel water and/or noticeably deform the road prism, activities will cease. Wind Erosion The following are dust control practices that will be employed to stabilize exposed surfaces and minimize activities that suspend or track dust: • The traveled surface of the roads will be treated by watering or rocking to prevent the airborne transportation of dust particles. Practices to Minimize Contact with Storm Water The following are storm water management practices that will minimize contact of construction vehicles, equipment, and material with storm water: Maintenance- • Maintain all construction equipment to prevent oil or other fluid leaks. • Keep vehicles and equipment clean, prevent excessive build-up of oil and grease. • Use off-site repair shops. • Keep stockpiled spill cleanup materials readily accessible. • Regularly inspect on site vehicles and equipment for leaks, and repair immediately. • Check incoming vehicles and equipment(including delivery trucks and employee vehicles) for leaking oil and fluids. Do not allow leaking vehicles or equipment on site. • Segregate and recycle wastes, such as greases, used oil or oil filters, antifreeze, cleaning solutions, automotive batteries, hydraulic, and transmission fluid. Fueling- • If fueling must occur on site, use designated areas away from drainage. • Locate on-site fuel storage tanks within a bermed area designed to hold the tank volume. • Cover the retention area with an impervious material and install it in a manner to ensure that any spills will be contained in the retention area. • Always use secondary containment, such as a drain pan or drop cloth to catch spills or leaks when removing or changing fluids. • Use drip pans for any oil or fluid changes. Washing- • Use as little water as possible to avoid installing erosion and sediment controls for the wash area. • If washing must occur on site, use designated, bermed wash areas to prevent waste water discharge into storm water, creeks, rivers, and other water bodies. • Use phosphate-free, biodegradable soaps. • Do not permit steam cleaning on site. Construction Material Loading, Unloading& Access Areas No construction material is planned to be delivered to the site that may cause storm water pollution. All equipment used during the construction of the road system will be unloaded at an area away from all watercourses. Waste Management& Disposal No construction waste material is expected to be generated during operations. Miscellaneous waste products will be kept in approved storage containers away from all watercourses and will be removed no less that once a week. Preconstruction Control Practices There are no pre-construction practices that will contribute to the sedimentation or pollution of storm water discharges in any manner. E. Non-Storm Water Management The only non-storm water discharges for this project will be water sprayed for dust control. The water sprayed for dust control is necessary for the performance and completion of the project,the discharge will not cause or contribute to a violation of any water quality standard or otherwise have an adverse effect on receiving waters. No feasible alternatives to spraying water for dust control are available. Discharging sediment-laden water that will cause or contribute to an exceedance of the applicable RWQCB's Basin Plan from a dewatering site or sediment basin into any receiving water or storm drain without filtration or equivalent treatment is prohibited. F. Maintenance,Inspection, and Repair of Structural Controls All BMPs shall be inspected and maintained as described in Section L below.The Resource Manager has been assigned the responsibility to conduct inspections. The name and telephone number of the Resource Manager is listed below in Section L below and in the NOI document. Inspections will be performed before and after storm events and once each 24-hour period during extended storm events to identify BMP effectiveness and implement repairs or design changes as soon as feasible depending upon field conditions. Equipment, materials,and workers shall be available for rapid response to failures and emergencies. All corrective maintenance to BMPs shall be performed as soon as possible after the conclusion of each storm depending upon worker safety. G. Spill Prevention and Control Measures to prevent, control, and cleanup spills are described in this section. Cleanup of spills will be immediate, automatic and routine and will be performed by a trained staff member or licensed cleaning company. After contacting local emergency response agencies, the following actions should occur upon discovery of a minor spill: • Contain the spread of the spill. • If the spill occurs on paved or impermeable surfaces, clean up using"dry" methods (i.e. absorbent materials, cat litter, and or rags) • If the spill occurs in dirt areas, immediately contain the spill by constructing an earthen dike. Dig up an properly dispose of contaminated soil. • If the spill occurs during rain, cover the impacted are to avoid runoff. • Record all steps taken to report and contain spill. While there will not be materials/chemicals utilized for the proposed operations in sufficient quantities that might result in a major spill the following information is provided regarding major spills. On-site personnel should not attempt to control major spills until the appropriate and qualified emergency response staff have arrived at the site. In addition to local authorities,notify the Governors Office of Emergency Services Warning Center at(800) 852-7550. For Spills of federal reportable quantities, also notify the National response Center at(800)424-8802. A written report should be sent to all notified authorities. Failure to report major spill can result in significant fines and penalties. A. Post ConstructiManagement Storm Water Mana ement The Erosion Control Measures described in item D above have been designed to reduce pollutants in storm water discharges even after all construction phases have been completed at the site (Post-Construction BMPs. Post-Construction BMPs include appropriately designed and constructed energy dissipation devices, out sloping new roads, rocking steep sections of roads and stabilizing areas of bare soil. These are consistent with all local post-construction storm water management requirements, policies, and guidelines. The discharger has considered site- specific and seasonal conditions when designing the control practices. I. Monitoring Monitoring Program Summary The goal of the sampling and analysis is to determine whether the BMPs employed and maintained on site are effective in preventing the potential pollutants from coming in contact with storm water and causing or contributing to an exceedance of water quality objectives in the receiving waters. The Monitoring Program will consist of Site Inspections, compliance certification, noncompliance reporting, and record keeping. i Site Inspections Qualified personnel shall conduct inspections of the construction site prior to anticipated storm events, during extended storm events, and after actual storm events to identify areas contributing to a discharge of storm water associated with construction activity. Pre-storm inspections are to ensure that BMPs are properly installed and maintained; post-storm inspections are to assure that the BMPs have functioned adequately. During extended storm events, inspections shall be required each 24-hour period. Best Management Practices(BMPs) shall be evaluated for adequacy and proper implementation and whether additional BMPs are required in accordance with the terms of the General Permit (see language in Section A. 11. Maintenance, Inspection, and Repair). Implementation of nonstorm water discharge BMPs shall be verified and their effectiveness evaluated. One time discharges of non-storm water shall be inspected when such discharges occur. For each inspection required above, the landowner/discharger shall complete an inspection checklist. At a minimum, an inspection checklist shall include: a. Inspection date. b. Weather information: best estimate of beginning of storm event, duration of event, time elapsed since last storm, and approximate amount of rainfall (inches). C. A description of any inadequate BMPs. d. If it is possible to safely access during inclement weather, list observations of all BMPs: erosion controls, sediment controls,chemical and waste controls,and non-storm water controls. Otherwise, list result of visual inspection at relevant outfall, discharge point, or downstream location and projected required maintenance activities. e. Corrective actions required, including any changes to SWPPP necessary and implementation dates. f. Inspectors name, title, and signature. The landowner/discharger shall prepare the inspection checklists using the inspection checklist form provided by the SWRCB or RWQCB or on forms that contain the equivalent information. Compliance Certification Brian Hurt, Resource Manager(707)983 —6633 shall certify annually that construction activities are in compliance with the requirements of the General Permit and this SWPPP. This Certification shall be based upon the site inspections as described above. The certification must be completed by July 1 of each year. Noncompliance Reporting Dischargers who cannot certify compliance with the General Permit and the SWPPP and/or who have had other instances of noncompliance shall notify the appropriate RWQCB within 30 days. Corrective measures should be implemented immediately following discovery that water quality standards were exceeded. The notifications shall identify the noncompliance event, including an initial assessment of any impact caused by the event; describe the actions necessary to achieve compliance; and include a time schedule subject to the modifications by the RWQCB indicating when compliance will be achieved. Noncompliance notifications must be submitted within 30- calendar days of identification of noncompliance. Monitoring Records Records of all inspections, compliance certifications, and noncompliance reporting shall be retained for a period of at least three years from the date generated. The following written comments are included with this letter: 1. Butte County Public Works—Draft conditions 2. Butte County Fire (CDF)Department—Draft Conditions 3. Butte County Local Agency Formation Commission If staff receives any additional comments from outside agencies,they will be sent out by email. The following is a brief summary of the comments discussed at the meeting:. Planning— 1. The project area has two general plan designations, Agricultural Residential (20 acres consistent/1 to 19 acres conditionally consistent) and Grazing Open Land (40 acre minimum) and is zoned Unclassified (20 acre minimum). The project area is also in two deer herd areas (40 acre critical winter and 20 acre winter). Based on the above information, I completed the following rough table that addresses the number of possible lots: General Plan Zoning 40 ac Critical 20 acre Winter GOL AR Unclassified Winter Deer Area Deer Area Acres 315.5 1,144.5 1,460 1,233.63 226.37 Lots 7 57 73 30 11 Total 64 73 41 This determination was taken from a quick acre determination from maps on GIS. Based on the calculations, it appears under the current policies regarding the deer herd areas, a maximum number of lots would be 41. This is three less than what was proposed as part of the Pre- Development application. 2. The option of using the Flexible Lot Provision section (BCC 24-82) was discussed. The idea of clustering smaller lots (5 to 10 acres) along Cohasset Road and south of Richardson Springs Road would create a more contiguous open space area. Discussions with the Department of Fish & Game will be necessary to address the deer herd areas (20 acre winter and 40 acre critical winter areas). Staff was very interested in the use of the Flexible Lot Provision if septic requirements could be met. The possibility of created contiguous open space would be big plus for the project. The proposed flex-lot map submitted in after the meeting is designed per . discussions at the meeting. It also does not exceed the lot total shown for the deer herd area in the table above. 3. How will the proposed management of the open space area be accomplished. Would the open space area be conveyed to a state agency (such as Fish and Game), a conservancy group, or will a conservation easement be placed on the open space area. 4. Possible required studies in order properly analyze the project. The studies include, but not limited to, a biological study, wetlands survey and an archeological report. Reports should be submitted as part of the application. Other studies may be required during project review. 5. Not discussed at the meeting was the location of the proposed access roads and the topography. It appears that many areas have a significant slop were the access roads are proposed. Any portion of the access road that exceeds 16% slope will need to be paved to be consistent with fire regulations. No roads can be located on a slope of more than 20%. (Please contact Darren Read at Cal Fire/Butte County Fire Department to discuss all roadway design requirements. 530-538-7888) Page 2 of 3 Public Works— 1. Need to determine that the project has the right to use Richardson Springs Road. 2. Discussed the different road improvement standards for internal circulation roads and emergency access road. Discussed road improvement requirements along parcel frontages on Richardson Springs Road and Cohasset Road. 3. Identified three alternatives for road improvements. A. Public Road Subdivision B. Gated Private Road Subdivision C. Private Road Parcel Map 4. Please review attached draft conditions of approval. Note that draft conditions submitted are based on preliminary review and based on plans submitted for the Pre-Development Meeting. The project will be re-evaluated at time of project application submittal. Environmental Health— 1. The applicant must be able to prove adequate depth of soil to meet Butte County Improvement Standards' Appendix VII requirements, which may include winter time groundwater monitoring. 2. The applicant may be required to prove adequate quantity of potable water by drilling a well in a representative location of the subdivision. 3. Recommend beginning their pre-application right away in order to use the coming wet season. 4. There was discussion regarding a change in waste water regulations. This may allow for new systems to be place on parcels that could not meet current Appendix VII requirements. Please contact Butte County Environmental for more information on the changes. Note that draft conditions submitted are based on preliminary review and based on plans submitted for the Pre-Development Meeting.
