The Pre-Development Conference is a chance to meet with county staff prior to formally submitting
a development application. After receiving a complete application packet, the Department of
Development Services will schedule a pre-development, inter-departmental review meeting that
includes the applicant and/or applicant's representative and representatives from the Development
Services Department, Environmental Health Division, Public Works Department, County Fire
Department, and any other agency with applicable interest in the proposed development site. The
purpose of the meeting is to inform the applicant of local,state and/or federal requirements that may
apply to their project. This allows the applicant an advanced opportunity to incorporate those
requirements into the design of the project.
Any direction given shall be preliminary and is subject to further refinement or change as the
application progresses through the formal application process. Following the meeting, the
Department of Development Services shall send a letter to the applicant summarizing what was
discussed, including any additional filing.requirements for the formal application.
Please submit the following in preparation for the conference:
• A completed, signed Project Information Form.
• A detailed Project Setting Description (instructions attached).
• Twenty (20)copies of,a conceptual site plan.
• Payment of the currently required fee may be made by check payable to "Butte County
Treasurer". The Public Fee Schedule is available under"Fees" at:
htti)://www.buttecounty.net/dds/Plann i na/.
Detailed information submitted at this stage will help the Department of Development Services staff
better evaluate your project.
The Pre-Development Conference is held in the Development Services Department Conference
Room A, located at 7 County Center Drive, Oroville and will be scheduled upon receipt of your
complete application packet. If you have any questions, please contact the Planning Division at

PROJECT SETTING DESCRIPTIONS
I. Projects will not be phased. If applicable, grading will be performed before
commencing the installation.
2. Required permits: CUP, Fish and Game approval, CalFire approval/permit,
building Permit, Dept. of Envirinmental Health
3. Most sites are zoned Ag, however, not all are being used for Agriculture.
Structures will not be disturbed. At the time of the meeting will hopefully be
provided with a list of any reports that may be required.
4. All properties are located adjacent to Ag zoning.
5. It is my understanding that one reason for the pre-application meeting is to find
out what studies may be required.

General Notes (Applies to All Locations)
1. Solar Energy Facilities are considered a Quasi-Public Use. Quasi-Public Uses require a
Conditional Use Permit in the zoning classifications of the proposed sites.
2. The projects will be reviewed by the CA Dept. of Fish and Game; US Fish and Wildlife Service,
and NOAA Fisheries as part of the County's MOU for the Draft Habitat Conservation
Plan/Natural Community Conservation Plan (HCP/NCCP). Properties designated as
'Constrained' by the HCP/NCCP may require avoidance or mitigation measures.
3. Agricultural Resources—CEQA: Properties designated as Prime Farmland, Farmland of
Statewide Importance, and Unique Farmland are considered sensitive lands related to
conversion to non-agricultural uses. Mitigation would likely be required.
4. Aesthetics—CEQA: Depending on the height and/or setbacks from roads and/or scenic vistas,
mitigation may be required. Glare from the panels could be an issue. Depending on the
height/setbacks from property lines, roadways, adjacent residences, this could be problematic.
5. Biological Resources - CEQA: If State and/or Federally listed species and/or habitats are
located on the sites, avoidance or mitigation may be required.
6. Cultural Resources—CEQA: An Archaeological Survey will likely be required. Applications will
be reviewed by the Northeast Information Center(NEIC)for potential cultural or historical
resources on the site.
7. Hydrology and Water Quality- CEQA: Run-off and drainage will be analyzed. A General
Construction Permit will be required by the Regional Water Quality Control Board if one-acre or
more of land is disturbed. Site located within a FEMA FIRM flood zone will be required to meet
flood zone standards.
8. Cumulative Impacts—CEQA: As more Solar Facilities are to sated in the County, cumulative
impacts, particularly related to Agricultural Resources may become an issue.

1. Drainage improvements: If the solar panels are mounted on poles with minimal coverage of the natural
ground, drainage improvements would not be required. If the ground is to be covered with gravel, concrete,
etc., then drainage improvements are needed such that the peak flow runoff does not exceed the pre-
development rate.
2. Access improvements: If access is via a paved road, the driveway would need to meet county
improvement standard S-31. If access is via a public road, an encroachment permit would also be required:

Increase Agricultural Use
We will grow-under the solar modules-either:
a) Jatropha plants, OR
Jatropha seeds can be pressed for their oil. The many uses and other benefits of Jatropha include:
1. No watering is required.
2. Requires only 500-600 mm of rainfall per year.
3. Can survive long drought periods of 7 or 8 months.
4. The oil is not edible,but is a perfect feedstock for biodiesel or medicinal uses(similar to castor oil)
5. Jatropha curcas cake(left over after pressin3 oil from seeds)is rich in nitrogen, phosphorous and
potassium and can be used without further processing as organic fertilizer.
6. The bark of Jatropha yields a dark blue dye which is used worldwide for coloring cloth or thread.
7. Jatropha can be pruned at any time.They can be tip pruned to give the appearance of a shrub
giving the plant a round shape of about 1 meter in height.
8. 300 liters per one kg of seeds
9. 2.5 kg per hectare(7.5 per acre)
10. The plant blooms most of the year with bright red or white flowers and dark green leaves.
b) Shade-loving vegetables
Keep in mind that no vegetable will grow in full,dense shade. The following native crops will produce with 3-6
hours of sun,or fairly constant dappled shade, per day(assuming adequate annual rainfall or drip irrigation):
j 1. Salad Greens,such as leaf lettuce,arugula, endive,and cress.
2. Broccoli
3. Cauliflower
4. Peas

In some ways,growing in a site with part shade is easier than growing in full sun.We won't have to water as of-
ten,and crops that are quick to bolt in hot weather,such as lettuces and spinach,will grow quite a bit longer given
some shade. Having a shady garden doesn't mean we're destined to live a life devoid of fresh garden vegetables.
By making the most of what we have,we can harvest lettuces,peas,and other tasty veggies from spring through

1. Grow shade-friendly crops under solar modules: this maintains and/ or increases the agricultural
use of the land as explained on the previous page. The solar trackers are 23" to 46" above the

allowing ample space between rows (5 meters) to drive emergency vehicles &grow crops.
2. Zero water use: waterless washing with green biodegradable cleaners and/or an on-site cistern rain
collection systems
3. Zero concrete piers: we will mount 100% of tracker support posts using recyclable composite/steel
screws. These require no concrete, and can be simply unscrewed at any time if the solar array needs
to be moved, removed, or replaced.
4. Non-toxic solar modules, consisting of silicone, glass, aluminum and copper.
5. No grading: our tracking system is flexible and conforms to the natural grade of the land, including
hillsides. No grading is necessary unless piles of dirt/aggregate are on site, which will be smoothed
out. Therefore, we will leave the natural vegetation intact and undisturbed.
6. No heavy equipment w/steel "tank tracks" since our contractor's vehicles will use only rubber tires.
This is akin to a farmer driving their pickup truck or a 4-wheel ATV across their property.
7. Biodegradable, non-toxic oil-filled transformers: Cooper transformers.
8. A full de-commissioning plan is in place: at the end of the lease term we will remove the equipment,
remove the chain-link fencing, unscrew the tracker post screws, and restore the land to a condition
substantially similar to the land surrounding it.
9. Community/ local school educational web portal: every project will have its own dedicated website
portal that shows real-time solar energy production, video camera feed, CO2 offset &environmental
benefits, etc. This information has been used by Pristine Sun's public school clients since 2005 as
classroom educational experiences and first-hand environmental lessons. For sites > 1 MW we in-
tend to build, at 100% our expense and adjacent to the True Solar Farmsm, a publicly accessible
Children's Park tunnels &slides, picnic tables, and a fenced in off-leash dog park.
10. Create new local farming jobs: to harvest the vegetables and/or Jatropha seeds.
11. Create new local construction jobs: to build the solar array (>75% local labor)
12. Create new local ongoing solar maintenance jobs: to wash the modules, perform routine preventative
maintenance-on the solar modules, children's park and dog park.
13. Rent to landowners stimulates local economy: local rental income = local spending.
14. Increase sales of local vegetable merchants and/or oilseed pressing companies: increased farming
output in the county equals increased sales revenues (and associated jobs) for vegetable wholesalers
and oilseed processing operations.
15. Increase property values: adds rental income &farming income to the property, increasing value of
the land itself as well as the surrounding land. Solar performance data is publicly available to dem-
onstrate solar potential to other nearby landowners.
