To Whom It May Concern:
The Butte County Development Service Department has received a request for a pre-
development conference regarding a proposed Tentative Parcel Map to divide a 185 acre parcel
into three parcels of 21+/- acres, one parcel of 60 acres and a remainder parcel of 60 acres. The
applicant is also requesting to install sandfilters on the proposed site and to install a reclaimed
water evaporation pond::The proposed site is located on the south side of Durham Pentz Road,
across from Lake Hills Drive, east of the intersection of Clark Road and Durham Pentz Road.
The purpose of the meeting is to inform the applicant of local or state requirements that may
apply to their project. This allows the applicant to incorporate those requirements into the design
of the project when the actual application is made.
The pre-development conference will be held in the Development Services Department
conference room located at 7 County Center Drive, Oroville on April 6, 1999 at 10:00 a.m. If
your department has concerns or comments regarding the proposal, please have someone attend
or submit written comments to this department prior to the meeting. Comments may be faxed to

Subject: Pre-development conference for Cockrane proposed TPM
As we discussed my primary concerns for this project are circulation and access to a publicly maintained road. I do not
know if they have the right to use Cassandra Lane for access, but it already serves more than 20 parcels and if it is used
for access to proposed parcel 4, some form of circulation should be provided. Providing this circulation would involve
construction of a crossing on Horsehief Creek which would be a significant expense, possibly more than this project
merits, however provision of the access easement could provide for construction of a circulation route at some future
date.
If the applicant does not have the right to use Cassandra Lane then he would need to construct the access across
Horsetheif Creek to serve parcel 4. This access should be extended to Cassandra Lane for circulation and emergency
access purposes.
In accordance with Butte County Code the FEMA flood plain as shown on panel 575 must be shown on the additional
map sheet together with elevations for the flood plain and lowest floor for any new structures.

The District has reviewed the request for comments for a Tentative Parcel Map to divide 185 acre
parcel into 3 parcels located at Clark and Durham Pentz Roads. Based on the information
submitted the District has no comments at this time. In the future, if development is proposed, the
District will submit comments.

The following would be the California Department of Forestry and Fire Protection
and Butte County Fire requirements for the proposed 185 acre parcel split on
Durham-Pentz Road near Butte College:
1. Construction, installation'or development of structures or facilities on the
parcels/lots shall comply with the latest CaliforniaTire Safe Regulation, (Public
Resource Code 4290), and all other applicable State and County Codes,
ordinances and regulations in effect at the time of.application for improvement
permits.
2. Building identification and/or addresses shall be installed in conformance with
Public Resources Code 4290 and shall be posted at.the beginning of building
construction and maintained continuously thereafter.
3. In lieu of a pressurized Water system or water storage tank, payment of$200.00
per created parcel into the Battalion 3 water tender fund, is required prior to the
issuance of a building permit. Place a note on the map or additional sheets that
states "Development of these parcels may require payment into the Water
Tender Fund".
4. Place a note on the owner's statement, the deed, or any other instrument to be
recorded that states: "Fire suppression sprinkler systems shall be installed in all
new residential structures in accordance with the National Fire Protection
Association Standard for the installation of sprinkler systems in one and two
family dwellings and mobile homes, NFPA Standard 13D, unless a pressurized
community water system, with hydrants that meet Fire Department
specifications, serves the parcels".
