Project Description and Location: This application is a request for a Rezone to extend the ARMH-3 (Agricultural Residential Mobile Home-3 acre minimum) zoning classification toward the east, to the Hupp Canal, adding an additional 31.6 acres to the already existing 6.02 acres with this classification. The project site consists of a 94 acre parcel located off Nimshew Road (off of Tika Lane). The property has two zoning classifications: ARMH-3 (Agricultural Residential Mobile Home, 3 acre minimum) and R-C (Resource Conservation). The property also has two General Plan designations: Agricultural Residential and Grazing & Open Land. The parcel's dual General Plan designations and zoning classifications divide the parcel north/south along the section line. The result leaves a narrow 6+/- acre portion of the parcel (100' wide X 2600' long), along the western side, zoned ARMH-3 and designated Agricultural Residential. The remaining 88+/-acres is currently zoned R-C and designated Grazing&Open Land. The project is located a the end of Tika Lane south of Nimshew Road, in the Magalia area. The information was extracted from a recent boundary survey and the "Paradise East"USGS map (inset on Fig. 1). While most of this flat region is very similar to the flat region west of the property,only a 100 ft. segment is zoned AR-MH-3 (indicated by blue shading). The limited extent of the buildable region appears to be an artifact of the arbitrary location of the section lines rather than a natural geographic feature. It therefore seems reasonable that a modest zoning line adjustment to follow the geographic features would keep in the spirit of the original zoning yet provide a more practical building site. Additionally, the Hupp Canal is an unambiguous and easily recognizable feature. To improve the property's wildlife habitat, several enhancements are proposed. First, to speed up the recovery from the recent logging, the thinnest regions and most of the logging roads will be reforested with native trees. Second, native flora will be replanted throughout the property. A botanist will be consulted to determine which species are native to the area and which will be the most beneficial to wildlife of the region. Finally, two dozen nesting boxes of varying sizes will be positioned throughout the property.
