Dear Mr. Cooper:
On July 10, 1990 your engineer submitted a letter to this department authorizing
extension of the processing time limits for the above referenced project. The letter also
stated that an archaeological report had been ordered as required by the Initial Study.
Please contact this office within thirty (30) days regarding the status of this project.
Arrangements can be made if additional time is needed to perform an archaeological
survey and subsequent report. If you do not wish to proceed with the project, please
notify us that you wish to have the application withdrawn.
If this department receives no response within the next thirty (30) days from either you
or your engineer, the project will be set for hearings as an item on which the
environmental documents have not been completed. This department will recommend
denial of the project.

RE: TPM AP# 62-20-02 ; I .C . # L90-1
Dear County Planners ,
In response to the request of December 19 , 1989 , a record search
for the above cited project located on USGS Berry Creek 7 . 5 '
quad ; T21N , R5E , Sec . 34 , was conducted by examining the
official maps and records for archaeological sites in Butte
County.
RESULTS
PREHISTORIC RESOURCES: There are several unrecorded ethnographic
village sites known to be located within the immediate vicinity
of the project area, which may in fact extend into the project
area . These sites listed as being associated with the Konkow
branch of the Maidu Indians . The closest one of these sites
appears to be located along the southeast portion of the project
area.
HISTORIC RESOURCES: There are no previously recorded historic
archaeological sites within the project area or adjacent parcels .
There are several recorded historic archaeological sites located
within the vicinity of Oroville.
PREVIOUS ARCHAEOLOGICAL INVESTIGATIONS: According to our
records , the project area has not been previously surveyed for
cultural resources. The nearest surveys have been to the north
and south (report Vs B-L-184 and 162) . These surveys did not
mention the presence of any prehistoric or historic sites.
LITERATURE SEARCH: Reviewed were the official records and maps
for archaeological sites and surveys in Butte County . Also
reviewed were the National Register of Historic Places, the
California Inventory of Historic Resources ( 1976) , California
Historical Landmarks ( 1982 ) , California Points of Historic
Interest, and Historic Spots in California ( 1966) .
RECOMMENDATIONS : Based upon the above information , the
sensitivity for both prehistoric and historic cultural resources
is estimated to be generally high. The presence of flat land and
gentle sloping ridges in close proximity to seasonal/permanent
water sources such as those flowing into Berry Creek frequently
attracted both aboriginal and Euro-American populations . The
fact that a known, yet unrecorded , ethnographic village site

exists within the immediate vicinity of the project area adds to
the overall sensitivity of the area. Therefore, .we recommend
that an archaeological survey be conducted of the entire project
area by a qualified archaeologist prior to project operations.
Thank you for your concern in preserving 'California ' s cultural
heritage.
Sincerely,
Dr. Makoto Kowta, Coordinator

AP * 62-20-02
Dear Mr . Cooper :
An Initial study of your proposed project, Tentative Parcel Map ,
Indicates potentially adverse Impacts to the , environment (refer
to the enclosed environmental checklist) . To reduce or eliminate
these Impacts, suitable mitigation measures are required as part
of the project. Otherwise, an Environmental Impact Report (EIR)
Is requlred . pursuant to the California Environmental Quality Act .
In order to assess the potential for adverse Impacts and to
_- determine what, if any, mitigation measures would be appropriate,
regarding archaeological sites, you may contact the following
office for a records search and sensitivity evaluation . . A site
plan and/or location map (preferably with Section , Township, and
Range) must be sent along with a fee of $ 10.00 payable to the
Information Center for this service.
Northeast Information Center
% Department of Anthropology
California State University
Chico, CA 95929-0400
Attention : Curator of Records
Should the office recommend that an archaeological survey be
conducted, It will then be . necessary for :. you to contact an
individual who is. professionally qualified to provide such an
evaluation . A list of qualified local consultants is lnc.luded .
One of these Individuals can be hired to perform the survey and
provide mitigation recommendations as warranted .. -
An early response to this notification , sent to the Planning
Department , will expedite the scheduling of your project . Please
forward your. written response within 15 days from the date of .

2. Does the project have the potential to achieve short-term benefits to the

long=term impacts will endure into the future.)
3. Does the project have impacts which are individually limited but cumulatively

DISCUSSION OF ENVIRONMENTAL EVALUATION AP a 62-20-02
1a,b ,c,e, f ,3b, f . Development of roads, driveways and building sites
on this property may result in some unstable earth conditions,
disruption , displacement , compaction and overcovering of the soil .
This may be greater than normal due to predominate slopes of 20% or
greater on site. These changes could lead to changes In absorbtlon
rates, drainage patterns and the rate in amount of surface runoff and
a subsequent discharge Into surface waters both on and off site due
to erosion . Complying with the provisions of Butte County ' s Grading
Ordinance should reduce any erosion and siltation impacts to a less
than significant level .
1g . A certain amount of timber land will be removed from potential
production due to the development of home sites and roads . This
should not be a significant affect .
1h . • All of Butte County Is located within a Moderate Earthquake
Intensity Zone VIII . The subject property is located approximately 6
miles south of the Big Bend Fault which is of unknown activity .
Construction of buildings to Uniform Building Code Standards for
seismically active areas should provide adequate protection to
occupants Incase of seismic activity.
3d , j . Portions of the property along the Creek are subject to
flooding according to the latest Federal Emergency Management Agency
(FEMA) Maps . Ample room exists on all of the parcels to provide
building sites outside of the flood zone.
5a,d . The Subject property Is located In an area of critical winter
range for the Buck ' s Mountains deer herd . The subject property is
located within a development area as shown on the maps provided to
the Butte County by the California Department of Fish and Game.
Properties located within development areas can split to the size of
those proposed subject to payment of deer herd mitigation fees at
time of building permit application should such a fee structure be
adopted at that time.
13a,c, f . This project will generate additional traffic on roads .
This Incremental Increase in traffic will represent a Increase In
traffic, traffic hazards and maintenance in the area.
14 . This project will represent an Incremental Increase in demand
for public services in a rural area.
20a . The subject property Is located in an area where archaeological
sites may occur . It is necessary to perform a records check through
the Department of Anthropology at California State University,, Chico,
In order to determine if significant sites may be located on the
property. If so, an archaeological survey of the property may be
necessary .
II . Mandatory Findings Of Significance:
1 . See Item 20a .
Suggested Mitigation Measure:
1 . No Mitigation Measure is recommended at this time regarding
archaeological Impacts. In order to access the potential
for adverse Impacts and determine what , if any, mitigation
measures would be appropriate, the applicant should contact
the Northeast Information Center at California State
University, Chico, for a records search and sensitivity
evaluation . Should the Center recommend that an
archaeological survey be conducted , it will then be
necessary for a qualified archaeologists to perform an
archaeological survey of the property .
2 . Pay deer mitigation fees at time of building permits if
adopted by the Board of Supervisors .
