Mr. Sanders stated that CARD had submitted a Use Permit request to the Butte County Planning Division to develop a community park on approximately 34 -acre parcel to be developed in six phases. He added it would be a significant amount of time before it would be developed. Mr. Sanders also stated that there would be softball, soccer fields, a small aquatic park, pathways, and lighting for the ball fields in addition to trees being planted. He added that the issues related to the airport safety and compatibility would be the height of objects. The project would be located in Compatibility Zone "D," so there are no limitations or restrictions on concentration of people. Mr. Sanders explained that the main concerns in Compatibility Zone "D" would be uses that pose an obstruction of flight either physically or by reason of emission of lights or electro -magnetic radiation to interfere with airport navigation. He added that the proposed poles would be no more than 80 feet tall and trees would generally be less than that. Mr. Sanders stated that in Zone D anything under 100 feet does not require an airspace review. Mr. Sanders concluded his comments by recommending that the Commission find the project consistent with the 2000 Airport Land Use Compatibility Plan based on the following findings found in Exhibit A, Butte County Airport Land Use Commission Consistency Findings. BACKGROUND: The property is within the unincorporated area around Chico. The current General Plan Land Use designation is Commercial and Low Density Residential and the zoning is C-2, General Commercial. The site is currently undeveloped. The site is located approximately 8,600 feet perpendicular and west of the south end of runway 13L -31R of the Chico Municipal Airport and 7,600 feet west of the south end of runway 13R -31L The applicant has submitted a Use Permit application request to develop a community park to the Butte County Department of Development Services. The Use Permit, if approved, would allow for the development of the park in five phases over the next 10 to 15 years. The proposed park would be developed in six phases. Phase I consists of approximately 8+/- acres. The proposed plans for Phase I includes the development of three little league fields, a bathroom/concession building, parking lot, grass fields, and internal walkways. The design of the park will feature an agricultural theme to mimic local ranch complexes and the rural nature of the area. Existing trees will be maintained where possible and any oak tree removal will be mitigated at a 2:1 replanting ratio on site. A 15 -foot wide by 40 -foot tall evergreen and deciduous buffer will run along the freeway and abutting residents. The development of Phase I will occur during the fall of 2003 or spring 2004. Subsequent Phases II -VI will be constructed as funding and municipal services become available. Total acreage of all phases is approximately 34+/- acres. Utilities including water, sewer, electrical, and telephone can be accessed from the Esplanade. The Chico Area Recreational and Park District will use an existing, on-site well for irrigation needs of the park. An agricultural theme has been chosen for this park. The buildings, furniture and apparatuses will follow this agriculture / ranch style theme. Building will mimic local ranch complexes with barn and silo like structures along with modern materials mimicking the aged structures. Colors will be subtle yet playful. Paved pathways will circulate the entire park. A main promenade pathway is centered, running lengthwise between all the elements and is the main circulation'route. The majority of pathways iButte County iAirport Land Use Commission i will be elevated above the playing fields. In addition to the park facilities themselves the site amenities will follow the same theme. Play structures with large vegetables, barns and tractors to rural farmland murals on buildings. The interpretive information will be worked into these amenities. Additional typical elements such as picnic tables, benches, shade structures,, etc. will be included into the facility. The landscape will also follow the agricultural theme. It will entail the masses of turf for sports fields and recreational uses. Also masses of ornamental grasses will fill areas outside the pathways around the perimeter, and more formal shrub groupings will be used around the buildings. Larger shrubs and vines will be used to screen the freeway. Trees will line pathways, shade parking lots and spectator areas, and screen the freeway. Existing trees -will be maintained where possible. The fields are all proposed to be sunken to break up the masses of flat land. The sunken meadow look provides good drainage, spectator areas, and separation from player and spectator. The site will be graded to balance with only soil amendments added to existing soil profile. The existing well shall be renovated to create water supply for all irrigation needs. The system will be completely automated and necessary conduit and lines will be run for future central control system. Gear driven rotors will be used to irrigate the turf and ornamental grass areas. Tree planting in pavement and parking lot plantings will use pop-up spray heads. There are multiple types of lighting proposed for the site. Field lighting would be placed on poles 60 to 80 feet tall. Box lighting on 18 -foot tall poles would be placed in the parking lots. The walkways would be lighted with decorative lights on poles 14 feet tall. Box lighting will also be used for lighting basketball and skate park areas. Restrooms and shade pavilions will have a specific down lighting, the recreation and aquatic buildings will have wall floods and the palm trees at the entry will be lit with spot lights. ANALYSIS: According to the 2000 Airport Land Use Compatibility Plan (ALUCP) for the Chico Municipal Airport, the property is located in a Traffic Pattern Compatibility Zone "D" — Other Airport Environs. Compatibility Zone D has no restrictions with respect to residential density or concentrations of people and only precludes uses that represent "hazards to flight' such as tall objects, electronic forms of interference, or land development that would cause the attraction of birds to significantly increase. The development of the property as a community park would not create any of these hazards to flight. The tallest light standard would be 80 feet above the ground surface and the tree species proposed would have a maximum height of approximately 60 feet. Only structures with a height greater than 100 feet would require airspace review by the Commission.
