The project site is located on the west side of White Avenue, approximately 1000 feet south of East Lassen Avenue at 2675 White Avenue, in the C2 Compatibility Zone, north Chico area. SUMMARY: Staff recommends that ALUC find the project consistent with the C2 zone of the 2000 Airport Land Use Compatibility Plan for the Chico Municipal Airport. BACKGROUND: • The property is 0.45 acres in size and is currently developed with an existing dwelling and a small accessory structure. Surrounding uses include a mobile home park on the west, and single family homes on the north, east and south. • The property is pending annexation into the City of Chico. The project area is designated Medium Density Residential on the City of Chico General Plan Diagram at a density of 4.0 to 14 units,per acre. The property is pre -zoned R-2 — Medium Density Residential. • The three parcels proposed range in size from 4,134 net square feet (0.09 ac) to 6,571 net square feet (0.15 ac). Proposed uses are single family dwellings. • The height of the tallest object on the project site (including antennas and trees) is not anticipated to be higher than maximum 100 feet above ground level permitted in Compatibility Zone C. Current City height maximum for a residential dwelling is 35 feet in the R1 Zone • The project site is located approximately 1.4 miles southwest of runway 31R/13L of the Chico Municipal Airport and is located approximately 3,200 feet (0.61 miles) west of the extended runway centerline. • About two-thirds of the project site is within Airport Compatibility Zone C2 (Traffic Pattern), with about one-third in Zone B2 (Extended Approach/Departure Zone). However, the two new dwellings would be entirely within Zone C2 because of street setbacks and lot design. • The project site is outside the 55 dB CNEL noise contour. With clustering, some parcels may be much smaller than the others as long as the maximum overall density criterion is not exceeded. Clustering of units is encouraged in Compatibility Zones 132 and C — see Policy 4.2.6 for limitations • The project would result in 3 parcels, which is a density of 6.6 dwelling units per acre (with an average parcel size of 0.15 acres). The density and parcel sizes arT consistent with Compatibility Zone.C2. ENVIRONMENTAL DOCUMENTATION: No environmental documentation has been completed for this project by ALUC staff. The Chico City planning staff will complete an environmental initial study and make a determination per the California Environmental Quality Act as part of their processing of the tentative subdivision map. RECOMMENDATION: Staff recommends that the Butte County Airport Land Use Commission find thF-t ALUC File. The Airport Land Use Commission (ALUC) has prepared the following findings based on data contained in the 2000 Airport Land Use Compatibility Plan (ALUCP) for the Chico Municipal Airport, as well as site specific information submitted by the applicant and ALUC staff. The following 'findings have been prepared at the direction of the ALUC and are for the consideration of the Lead Agency (City of Chico) when making a decision on the project. SECTION 1: ENVIRONMENTAL FINDINGS A. No environmental documentation was submitted at the time of project review. SECTION 2: CONSISTENCY FINDINGS FOR PROPOSED PROJECT A. The proposal for the Doss Tentative Parcel Map 05-03, which would create three residential parcels on 0.45 acres, is consistent with Compatibility Zone C2 as found in the 2000 Airport Land Use Compatibility Plan for the Chico Municipal, . Airport. SECTION 3: PROJECT FINDINGS: A. The project site is located in Airport Compatibility Zone C2 as listed in the 2000 Airport Land Use Compatibility Plan for the Chico Municipal Airport. B. "The project is consistent with Compatibility Zone C2 because the average number, of parcels is equivalent to a density greater than four (4) per acre. C. ' No structures on the project site would extend into protected airspace. E. The project site is outside of the 55 dB CNEL noise contour. SECTION 4: PROJECT CONDITIONS: 1. Provide a deed notice for the sale of all resulting lots notifying purchasers of the proximity of the airport and the potential for possible noise related impacts in an ALUC-approved disclosure notice. 2..
