The project site is located at the southeast corner of East Lassen Avenue and Burnap Avenue in area 20 of the Chico Airport infill map and in Airport Compatibility Zone B2, in the City of Chico. Y4 SUMMARY: , Staff recommends that ALUC find the project consistent with the 2000 Airport Land Use Compatibility Plan for the Chico Municipal Airport. Consistency is based Upon the recently approved amendment to Section 2.4.4 of the 2000 Butte County Airport Land']Jse Compatibility Plan and ALUC's approval of the City of Chico infill development map at th-. March 16, 2005 meeting. BACKGROUND: • The property is, within the incorporated limits of the City of Chico. The project site is designated Medium High Density Residential (14.01 to 22.0 du/ac) on the City of Chico General Plan Diagram and is zoned R-3 (Medium -High Density Residential). • The property is 4.2 acres in size and is developed with twelve 4-plex (48) multi -family dwellings. 5 • Five additional 4-plex (20) multi -family dwelling units are proposed, for a total of seventeen 4-plex apartment buildings containing 68 dwelling units. • Existing land uses within 500 feet of the project site include a church, a worship center, a mini storage facility, professional office uses, and multi -family and single family residential dwellings. • No open space is proposed on the project site. ■ Butte County Airport Land Use Commission ■ ALUC File No. A 05-25 (Mimo-Burnap Garden Apartments) ■ May 18, 2005 ■ Page 1 of 11 ■ • The height of the tallest object on the project site is anticipated to be approximately 24 feet 4 inches above ground level, which equates to approximately 225 feet above mean sea level. ANALYSIS: • This project .is a major land use action as defined by Policy 1.5.3 of the 2000 Butte County Airport Land Use Compatibility Plan (ALUCP). • The project site lies within Airport Compatibility Zone B2 (Extended Approach/Departure Zone). • The primary compatibility criteria for the B2 Airport Compatibility Zone are shown on the following table: Compatibility Zone Criteria Maximum Densities Req'd Oter Development Zone . Open Prohibited Uses Conditions Residential Land du/ac l Children's schools, Minimum NLR* of 25 day care center, ` dB in residences < 0.2 (average libraries, hospitals, (including mobile B2 (Extended — parcel size > 5.0 20% nursing homes, homes) and buildings Approach/Departure acres) highly noise- with noise sensitive Zone) sensitive uses, issues, airspace review hazards to flight for dojects >70 feet tall, deed. notice required Extract from Table 2A of the 2000 ALUCP *NLR - Noise Level Reduction • The project site is approximately 0.5 miles west of the extended centerline of Runway 31R/13L of the Chico Municipal Airport, at a distance of 1.25 miles Southwest of this runway. • Section 4.1.3 of the 2000 Butte County Airport Land Use Compatibility Flan states that the maximum noise level for residential uses in the vicinity of an airport is 55 dB CNEL, except for the area south of the Chico Municipal Airport, where a 60 dB CNEL noise maximum is acceptable. • The project site is not within the 55 dB CNEL noise contour as shown on Exhibit 4E (Noise Impacts -Future Average Fire Season Day) but is within the 55dB CNEL noise contour as shown on Exhibits 4F (Noise Impacts – Expanded Forecast) and 4G (Noise Impacts – Peak Fire Attack Day) of the 2000 Butte County Airport Land Use Compatibilit} Plan. • Pursuant to Section 4.1.5(a) of the 2000 Butte County Airport Land Use Compatibility Plan, staff recommends that all dwellings on the project site be designed and constructed to achieve a maximum interior noise level of 45 dB CNEL. ■ Butte County Airport Land Use Commission ■ ALUC File No. A 05-25 (Min,o-Bumap Garden Apartments) ■ May 18, 2005 ■ Page 2 of 11 ■ • The project would result in 68 multi -family dwellings (20 new and 48 existing) on 4.2 acres, which will result in a density of 16.2 dwelling units per acre. This density is not consistent with the B2 Airport Compatibility Zone, which requires 0.2 dwelling units or less per acre (minimum parcel size of 5 acres or larger). • The proposed multi -family development qualifies as infill development pursuant to Section 15332 (Class 32) of the California Environmental Quality Act Categorically Exempt status projects. In summary, a project qualifies if it is consistent with the General Plan and zoning; is within the City Limits; not a habitat for rare or endangered species; would not result in traffic, noise, air quality, or water quality impacts; and can be served by all required utilities and public services. • The project site also meets the criteria for infill development of Section 2.4.4(a)(3) of the 2000 Butte County Airport Land Use Compatibility Plan. It is 5 acres or less in size (4.2 acres), qualifies as infill development pursuant to Section 15332 of the California Environmental Quality Act, and the density of the project (16.2 du/ac) would be less than the highest density of the existing residential developments within 500 feet of the project site. The property adjoining on the easterly side of the subject property is a multi -family complex (80 units) on a 3.2 acre parcel (25 du/ac), (APN 007-17-070). Amendment to Policy 2.4.4 of the 2000 Butte County Airport Land Use Compatibility Plan • At the February 16, 2005, ALUC meeting the Commission approved an amendment to Section 2.4.4 (Special Conditions) of the 2000 Butte County Airport Land Use Compatibility Plan. The amendment allows infill development that would otherwise be inconsistent with the B2 Airport Consistency Zone. • Section 2.4.4.now allows infill development on parcels that are 5 acres or less in size. If the proposed infill development meets the infill development requirements of Section 15332 (In - Fill Development Projects) of the California Environmental Quality Act, the infill development density may be equal to, but no greater than, the density that exists on the most densely developed property that is located within 500 feet of the perimeter of the parcel. • The City of Chico provided a map to the ALUC that showed those parcels eligible for infill development in the B2 Airport Compatibility Zone south of the Chico Municipal Airport. ALUC formally adopted this map on March 16, 2005 as the infill development map. The project parcel is identified as parcel 20 on the City of Chico infill development map. ENVIRONMENTAL DOCUMENTATION: No environmental documentation has been completed for this project by ALUC staff. The City of Chico staff will make a determination per the California Environmental Quality Act as part. of their processing of the apartment complex expansion. It is expected that a Class 32 categorical exemption for in -fill development (Section 15332 of the CEQA Guidelines) will be the environmental determination for the new apartments. The project is Categorically Exempt from environmental review pursuant to Section 15332 (In -Fill Development Projects) of the California Environmental Quality Act (CEQA).
