Dear Mr. Michelena:
With this letter, the City of Chico Planning Division forwards a Butte County Airport Land Use
Commission (ALUC) application for cons istency,findings for the referenced project. Enclosed with
the application are a check in the amount of $1,531.•.00;24 location maps and one copy of the
subdivision map.
The applicant proposes to subdivide a 7.70 acre site; comprised of four existing panels to create 44
single-family residential lots.with an average lot size of 5,940 square feet. The prcject creates a
gross density of approximately 5.7 units•per acre. ;:The,site is designated Low Density Residential
(2.01 to 6.0 units per gross acre) on the General Plan; Diagram and prezoned R1 Lcw Density
Residential. The site is located in the Airport Compatibility C(2) zone and require3 Airport Land
Use Commission review and action.

The hearing was•.opened to the public.
Herb Votaw, Rolls, Anderson, and Rolls, agreed with the conditions. He agreed that in the C-2 zone
the only hazard was annoyance to the noise.
The hearing was closed and comments confined to the Commission and staff. -
It was moved by Commissioner Teitelman, seconded by Commissioner Wheeler, and unanimously -
carried to find ALUC File No. - A06-22, for Godman Ranch Investment Partnership, consistent with

contained in the 2000 Airport Land Use Compatibility Plan (ALUCP) for the Chico Municipal
Airport, as well as site specific information submitted by the applicant and ALUC staff.

residential lots. The project site is located on the east side of Godman Avenue,
approximately 1.250 feet south of East Eaton Avenue, Chico.
SUMMARY:
The project proposes a tentative subdivision map to divide four parcels totaling 7.7 acres parcely
into 44 single-family lots: The project parcel is located within the C2 Compatibility Zone of the
Chico Municipal Airport. Staff recommends that ALUC find the proposed subdivision'
consistent with the 2000 Butte County Airport Land Use Compatibility Plan for the Chico
Municipal Airport.
BACKGROUND:
• The project 'parcels total approximately 7.7 acres and is developed with several structures,'
including a single family dwelling, which are all proposed for removal. An existing orchard
will also be removed
• The property is located in the City of Chico and is zoned R-1 (Low Density Residential).
• The proposed subdivision map would create 44 single-family residential lots with a density
of approximately 5.7 dwelling units per acre.
• Parcel sizes range from 4,741 square feet to 10,621 square feet.
• The height of the tallest object on the project site is anticipated to be approximately 70 feet
above ground level, which equates to approximately 253 feet above mean sea level.

ANALYSIS:
• The project site is located approximately 1.07 miles southwest and 0.93 miles to the west of,
the extended centerline of runway 13L -31R. .

CONSISTENCY FINDINGS FOR:

APN 007-210-019, 034, 035 and 048
The Airport Land Use Commission (ALUC) has prepared the following findings based on data
contained in the 2000 Airport Land Use Compatibility Plan (ALUCP) for the C= -fico Municipal
Airport, as well as site specific information submitted by the applicant and ALUC staff.
The following findings have been prepared at the direction of the ALUC and are for the
consideration of the Lead Agency (Butte County) when making a decision on the project.
SECTION 1: ENVIRONMENTAL FINDINGS
A. :No environmental documentation has been completed for this project by ALUC
staff. Your Commission's review of the proposed project and determination of
consistency is not a "project" under the California Environmental Quality Act.
Determination of environmental review will be completed during the process of
the Tentative Subdivision Map by the City of Chico.
SECTION 2: CONSISTENCY FINDINGS FOR PROPOSED PROJECT
A. The proposed 44 residential dwellings, at a density of 5.7' dwell -ng units per acre,`
are consistent with Compatibility Zone C2.
B. Approximately 1,490 acres (26%) of the 5,560 acres in the C Compatibility Zone'
are zoned as Agricultural 20 -acre minimum parcel size or large~ and used mostly
as grazing land.
C. The project site is outside of the 55 dB CNEL noise contour.
D. 'No structures of the project will extend into protected airspace.
SECTION 3: PROJECT CONDITIONS:
1. Provide a deed notice for the sale of all resulting lots notifying, purchasers of the
proximity of the airport and the potential for possible noise related impacts in an
ALUC-approved disclosure notice.
2. Place a note on a separate document which is to be recorded concurrently with the
final map or on an additional map sheet that states: "Airspace review by the
Airport Land Use Commission is required for all objects over 1C0 feet in height."
3. Prior to the recordation of the Final Map record as a separate instrument an
Avigation Easement granting the right of continued use of the F-irspace above the
proposed parcels by the Chico Municipal Airport and acknowledging any and all
existing or potential airport operational impacts.

4. Place a note on a separate document which is to be recorded concurrently with the

residential lots. The project site is located on the east side of Godman Avenue, '
approximately 1.250 feet south of East Eaton Avenue, Chico.
SUMMARY: -
The project proposes a tentative subdivision map to divide four parcels totaling 7.7 acres parcel y�
into 44 single-family lots. The project parcel is located within the C2 Compatibility Zone ofthe
Chico Municipal Airport. Staff recommends that ALUC find the proposed subdivis 5�
consistent with the 2000 Butte County Airport Land Use Compatibility Plan for the oville ' .. -

BACKGROUND:
• .The project parcels total approximately 7.7 acres and is developed with several structures,
including a single family dwelling, which are all proposed for removal. An existing orchard
will also be removed
• The property -is located in the City of Chico and is zoned R-1 (Low Density Residential).
• The proposed subdivision map would create 44 single-family residential lots with a density
of approximately 5.7 dwelling units per acre.
•. Parcel sizes range from 4,741 square feet to 10,621 square feet.
• The height of the tallest object on the project site is anticipated to be approximately 70 feet
above ground level, which equates to approximately 253 feet above mean sea level.
ANALYSIS:'
• The project site is located approximately 1.07 miles southwest and 0.93 miles to the west of
the extended centerline of runway 13L -31R.
