APN 007-210-' 019, 034, 035 and 048: A consistency review for a proposed Tentative Subdivision Map, which would divide four parcels with a total of 7.7 acres into 44 single-family residential lots. The project site is located on the east side of Godman Avenue, approximately 1.250 feet south of East Eaton Avenue, Chico. SUMMARY: The project proposes a tentative subdivision map to divide four parcels totaling 7.7 acres parcely into 44 single-family lots: The project parcel is located within the C2 Compatibility Zone of the Chico Municipal Airport. Staff recommends that ALUC find the proposed subdivision' consistent with the 2000 Butte County Airport Land Use Compatibility Plan for the Chico Municipal Airport. BACKGROUND: • The project 'parcels total approximately 7.7 acres and is developed with several structures,' including a single family dwelling, which are all proposed for removal. An existing orchard will also be removed • The property is located in the City of Chico and is zoned R-1 (Low Density Residential). • The proposed subdivision map would create 44 single-family residential lots with a density of approximately 5.7 dwelling units per acre. • Parcel sizes range from 4,741 square feet to 10,621 square feet. • The height of the tallest object on the project site is anticipated to be approximately 70 feet above ground level, which equates to approximately 253 feet above mean sea level. 1 ANALYSIS: • The project site is located approximately 1.07 miles southwest and 0.93 miles to the west of, the extended centerline of runway 13L -31R. . ■ Butte County Department of Development Services ■ Airport Land Use Commission July 19, 2006 ■ ■ Godman Ranch Investment Partnership 06-22 ■ Page 1 of 8 ■ • The project site is within Airport Compatibility Zone C2 (Traffic Pattern). • This project is a major land use action as defined by Policy 1.5.3 of the 2000 Butte County Airport Land Use Compatibility Plan (ALUCP). • The primary compatibility, criteria for the C2 Compatibility Zone is shown on the following table: Extracted from Table 2A of the 2000 ALUCP • Proposed use: Maximum Densities Req'd Other Zone Residential Open Prohibited Uses Development Dwelling (du/ac)t Land Consistency Conditions (Acres) (Acres) Units Children's Deed notice with the ACLUP • >_ 4.0 (average Residential schools, day care required. Extracted from Table 2A of the 2000 ALUCP • Proposed use: • The residential density of 5.7 dwelling units per acre of the project is consistent with Airport Compatibility Zone C2. • Open space requirements are based on the ALUCP are for an entire Compatibility Zone. The C Compatibility Zone requires 10% open space. There are approximately 5,560 acres in the C Compatibility Zone. Of that area, over 26% (1,490 acres) is zoned as Agricultural 20 -acre minimum parcel size or larger. • The 10% open space requirement of the project, while not being set aside on the site, is met by the 26%+ agriculturally zoned area discussed above. ITEM: ALUC File No. A06-22 Godman Ranch Investment Partnership, APN 007-210- 019, 034, 035 and 048: A consistency review for a proposed Tentative Subdivision Map, which would divide four parcels with a total of 7.7 acres into 44 single-family residential lots. The project site is located on the east side of Godman Avenue, ' approximately 1.250 feet south of East Eaton Avenue, Chico. SUMMARY: - The project proposes a tentative subdivision map to divide four parcels totaling 7.7 acres parcel y into 44 single-family lots. The project parcel is located within the C2 Compatibility Zone ofthe Chico Municipal Airport. Staff recommends that ALUC find the proposed subdivis 5 consistent with the 2000 Butte County Airport Land Use Compatibility Plan for the oville ' .. - Y Municipal Airport. BACKGROUND: • .The project parcels total approximately 7.7 acres and is developed with several structures, including a single family dwelling, which are all proposed for removal. An existing orchard will also be removed • The property -is located in the City of Chico and is zoned R-1 (Low Density Residential). • The proposed subdivision map would create 44 single-family residential lots with a density of approximately 5.7 dwelling units per acre. •. Parcel sizes range from 4,741 square feet to 10,621 square feet. • The height of the tallest object on the project site is anticipated to be approximately 70 feet above ground level, which equates to approximately 253 feet above mean sea level. ANALYSIS:' • The project site is located approximately 1.07 miles southwest and 0.93 miles to the west of the extended centerline of runway 13L -31R. ■ Butte County Department of Development Services ■ Airport Land Use Commission July 19, 2006 ■ ■ Godman Ranch Investment Partnership 06-22 ■ Page 1 of 8 ■ • The project site is within Airport Compatibility Zone C2 (Traffic Pattern). • This project is a major land use action as defined by Policy 1.5.3 of the 200 Butte County Airport Land Use Compatibility Plan (Anea • The primary compatibility criteria for tompatibility Zone is shown on the following C table: Extracted from Table 2A of the 2000 ALUCP • Proposed use: Maximum Densities Req'd Other Zone Residential Open Prohibited Uses Development Dwelling (du/ac)t Land Consistency Conditions (Acres) (Acres) Units Children's Deed notice with the ACLUP • > 4.0 (average Residential schools, day care required. Extracted from Table 2A of the 2000 ALUCP • Proposed use: • The residential density of 5.7 dwelling units per acre of the project is cons --stent with Airport Compatibility Zone C2.. • Open space requirements are based on the ALUCP are for an entire Compatibility Zone. The ' C Compatibility Zone requires 10% open space. ENVIRONMENTAL DOCUMENTATION: No environmental documentation has been completed for this project by ALUC staff. Your Commission's review of the proposed project and determination of consistency is not a "project" under the California Environmental Quality Act. Determination of environmental review will be completed during the process of the Tentative Subdivision Map by the City of Chico. Determination of environmental review will be completed dur_ng the process of the Tentative Subdivision Map by the City of Chico. F SECTION 2: CONSISTENCY FINDINGS FOR PROPOSED PROJECT A. The proposed 44 residential dwellings, at a density of 5.7 dwelling units per acre, are consistent with Compatibility Zone C2. B. Approximately 1,490 acres (26%) of the 5,560 acres in the C Compatibility Zone are zoned as Agricultural 20 -acre minimum parcel size or larger and used mostly • as grazing land. C. -The project site is outside of the 55 dB CNEL noise contour. D. No structures of the'project will extend into protected airspace. SECTION 3: PROJECT CONDITIONS: 1. 'Provide a deed notice for the sale of all resulting lots notifying purchasers of the proximity of the airport and the potential for possible noise related impacts in an ALUC-approved disclosure notice. 2. ' f Place a note on a separate document which is to be recorded concurrently with the final map or on an additional map sheet that states: "Airspace review by the Airport Land Use Commission is required for all objects over 100 feet in height." 3. Prior to the recordation of the Final Map record as a separate instrument an ' 'Avigatiori Easement granting the right of continued use of the airspace above the proposed parcels by the Chico Municipal Airport and acknowledging any and all existing or potential airport operational impacts. ■ Butte County Department of Development Services ■ Airport Land Use Commission July 19, 2006 ■ ■ Godman Ranch Investment Partnership 06-22 ■ Page 4 of 8 ■ 4.
