ALUC File No. A04-07 (Linkside Place, Inc), APNs 007-220-016, 019 and 020: A consistency review for a proposed subdivision map to divide 6.89 acres into 30 lots for 62 dwellings (one single family, 27 duplexes, one 3-plex and one 4-plex). Lot sizes range from 6,016 to 16,295 square feet with an average lot size of 6941 square feet. The residential gross density of the development would be approximately 9.0 units per acre. The project site is located between Joshua Tree Road and Godman Avenue, approximately 200 feet north of East Lassen Avenue, in the City of Chico. Mark Michelena gave a brief summary of the project. He said a requirement of the Chico Land Use Plan (CLUP) is for open space in the entire C zone. He said the applicant is not proposing open space for this project. Mr. Michelena said the open space is not required project by project and, therefore, the last person to develop will be dealing with the 10% open space requirement. Commissioner Rosene asked if the applicant was meeting the open space requirement by pointing out that there is open space still available on someone else's land. Mr. Michelena said the requirement of the CLUP is that the whole zone has 10% open space which will fall on the last person to supply. Commissioner Rosene said that it is good to address the open"space, project by project, because this issue needs to be addressed in the future. Commissioner Grierson said he thought that each of the identified areas, whether Cl, C2, D, etc. are required to have 10% open space. He said it would not just be a conglomerate of all open space for the C, and could all be in one location because the 10% open space does nothing for southwest portion of the airport if its open on the east side. Mr. Michelena said his understanding of the table in the CLUP where it discusses Zone C and within C there are areas 1 and 2, and that the 10% falls under the C actually overall zone. Commissioner Grierson said it states in the CLUP on Page 215, note 3, open land requirements are intended to be applied with respect to an entire zone. Commissioner Hennigan said it is very useful to have both the map of the project and the map that orients the location of the project. The hearing was opened to the public. No one was present to speak on this item. The hearing was closed. Commissioner Hennigan said that the CLUP is a Comprehensive Land Use Plan and he questioned the title on the report being Airport Land Use Comprehensive Plan. Lot sizes range from 6,016 to 16,295 square feet with an average lot size of 6941 square feet. The residential gross density of the development would be approximately 9.0 units per acre. The project site is located between Joshua Tree Road and Godman Avenue, approximately 200 feet north of East Lassen Avenue, in the City of Chico. FOR: Airport Land Use Commission Meeting of November 19, 2003 SUMMARY: Staff recommends ALUC find the project consistent with the 2000 Airport Land Use Compatibility Plan for the Chico Airport. BACKGROUND: The project site size is 6.89 acres and is located in the City of Chico. The site is located approximately 1.4 miles southwest of the Chico Municipal Airport runway 13L -31R. The current General Plan land use designation is Medium Density Residential (4.01 to 14 dwelling units per acre) and zoning is Medium Density Residential (R-2). The project area is currently developed with one single family dwelling, which will remain. CRITERIA: • The subject parcels are located in Airport Compatibility Zone "C(2)". • ACLUP density requirements of 4 or more dwelling units per acre (Table 2A). • Open space requirements of 10 percent for the entire compatibility zone (Policy 4.2.5). • Prohibited uses include children's schools, day care centers, libraries, hospitals, and nursing homes. These data are based on the findings of a number of studies, documents, and reports generated by individuals, firms, and agencies recognized as having expertise in the field of Airport Land Use Planning and land use compatibility (refer to Exhibit B, List of References). The following findings have been prepared at the direction of the ALUC and are for the consideration of the Lead Agency when making a decision on the project. SECTION 1: ENVIRONMENTAL FINDINGS A. No environmental documentation was submitted for this project review. SECTION 2: CONSISTENCY FINDINGS FOR PROPOSED PROJECT A. The proposed project for a subdivision map to divide 6.89 acres into 30 lots for 62 dwellings (one single family, 27 duplexes, one 3-plex and one 4-plex). The project would result in the density of 9.0 dwellings per acre. This density is consistent with the density requirement of Airport Compatibility Zone «C(2)„ C. Approval of the project without implementation of the requirement below would necessitate the adoption of Overriding Findings by a 2/3 vote of the governing body.
