review for a proposed Vesting Tentative Subdivision Map, which would divide two
parcels with a total of approximately 1.4 acres into 9 single-family residential lots.
The project site is located on the southwest corner of Ceanothus Avenue and
Skywalker Court, at 2615 and 2631 Ceanothus Avenue, Chico.

The project proposes a vesting tentative subdivision map to divide two parcels totaling
approximately 1.4 acres into 9 single-family lots. The project parcel is located within the C
Compatibility Zone of the Chico Municipal Airport. Staff recommends that ALUC find the
proposed subdivision consistent with the 2000 Butte County Airport Land Use Compatibility
Plan for the Chico Municipal Airport.
• The project parcels total approximately 1.4 acres and are developed with three structures
(including two single-family dwellings), which are all proposed for removal.
• The property is located in the City of Chico and is zoned R-1.
• The proposed subdivision map would create 9 single-family residential lots with a density of
approximately 6.4 dwelling units per acre.
• Parcel sizes range from 4,239 square feet to 9,150 square feet.
• The height of the tallest object on the project site is anticipated to be approximately 35 feet
above ground level, which equates to approximately 265 feet above mean sea level.
ANALYSIS:
• The project site is located approximately 2.29 miles southeast and 0.40 miles to the east of
the extended centerline of runway 13L -31R.

• This project is a major land use action as defined by Policy 1.5.3 of the 2000 Butte County

• Open space requirements are based on the ALUCP are for an entire Compatibility Zone. The
C Compatibility Zone requires 10% open space. There are approximately 5,560 acres in the
C Compatibility Zone. Of that area, over 26% (1,490 acres) is zoned as Agricultural 20 -acre
minimum parcel size or larger.
• Based on the project size (1.4 acres), surrounding development den�ity. (single-family
dwellings), commercial uses, and existing structures and trees on the project parcels, the site
is not conducive to meet the minimum open space requirement (0.14 acies — 6,098 square
feet).
• The 10% open space requirement of the project, while not being set aside on the site, is met
by the 26%+ agriculturally zoned area discussed above. While not an ideal open space area,
Pleasant Valley High School open field area is located approximately 1,600 feet to the south.

CONSISTENCY FINDINGS FOR:
ALUC File No. ALUC06-0003; Martha Claudio (Martha's Vineyard Vesting TSM)

The AirportLand Use Commission (ALUC) has prepared the following findings based on data
contained in the 2000 Airport Land Use Compatibility Plan (ALUCP) for the Chico Municipal
Airport, as well as site specific information submitted by the applicant and ALUC staff.
The following findings have been prepared at the direction of the ALUC and are for the
consideration of the Lead Agency (Butte County) when making a decision on the project.
SECTION 1: ENVIRONMENTAL FINDINGS
A. No environmental documentation has been completed for this project by ALUC
staff. Your Commission's review of the proposed project and determination of
consistency is not a "project" under the California Environmental Quality Act.
Determination of environmental review will be completed during the process of
the Vesting Tentative Subdivision Map by the City of Chico.
SECTION 2: CONSISTENCY FINDINGS FOR PROPOSED PROJECT
A. The proposed 9 residential dwellings, at a density of 6.4 dwelling units per acre,
are consistent with Compatibility Zone C.
B. Approximately 1,490 acres (26%) of the 5,560 acres in the C Compatibility Zone
are zoned as Agricultural 20 -acre minimum parcel size or larger and used mostly
as grazing land.
C. Based on the project size (1.4 acres), surrounding development density (single-
family dwellings, commercial uses, and existing structures and trees on the
project parcels, the site is not conducive to meet the minimum open space
requirement.
D. The project site is outside of the 55 dB CNEL noise contour. The project site is
not within the 55 dB CNEL noise contour as shown on Exhibit 4E (Noise Impacts
— Future Average Fire Season Day), Exhibit 4F (Noise Impacts — Expanded
Forecast) and Exhibit 4G (Noise Impacts — Peak Fire Attack Day) of the 2000
Butte County Airport Land Use Compatibility Plan.
SECTION 3: PROJECT CONDITIONS:
Provide a deed notice for the sale of all resulting lots notifying purchasers of the
proximity of the airport and the potential for possible noise related impacts in an
ALUC-approved disclosure notice.
2. Place a note on a separate document which is to be recorded concurrently with the

Avigation Easement granting the right of continued use of the airspace above the
proposed parcels by the Chico Municipal Airport and acknowledging any and all
existing or potential airport operational impacts.
.4. Place a note on a separate document which is to be recorded concurrently with the
final map or on an additional map sheet that states: "An Avigation Easement is
recorded above the parcels for the Chico Municipal Airport and acknowledging
any and all existing or potential airport operational impacts."

BUTTE COUNTY AIRPORT LAND USE COMMISSION
CONSISTENCY FINDINGS FOR:
ALUC File No. ALUC06-0003; Martha Claudio (Martha's Vineyard Vesting TSM)

The Airport Land Use Commission (ALUC) has prepared the following findings based
on data contained in the 2000 Airport Land Use Compatibility Plan (ALUCP) for the
Chico Municipal Airport, as well as site specific information submitted by the applicant
and ALUC staff.
The following findings have been prepared at the direction of the ALUC and are for the
consideration of the Lead Agency (Butte County) when making a decision on the project.
SECTION 1: ENVIRONMENTAL FINDINGS
A. No environmental documentation has been completed for this project by
ALUC staff. Your Commission's review of the proposed project and
determination of consistency is not a "project" under the California
Environmental Quality Act. Determination of environmental review will
be completed during the process of the Vesting Tentative Subdivision Map
by the City of Chico.
SECTION 2: CONSISTENCY FINDINGS FOR PROPOSED PROJECT
A. The proposed 9 residential dwellings, at a density of 6.4 dwelling units per
acre, are consistent with Compatibility Zone C.
B. Approximately 1,490 acres (26%) of the 5,560 acres in the C
Compatibility Zone are zoned as Agricultural 20 -acre minimum parcel
size or larger and used mostly as grazing land.
C. Based on the project size (1.4 acres), surrounding development density
(single-family dwellings, commercial uses, and existing structures and '
trees on the project parcels, the site is not conducive to meet the minimum
open space requirement.
D. The project site is outside of the 55 dB CNEL noise contour. The project
site is not within the 55 dB CNEL noise contour as shown on Exhibit 4E
(Noise Impacts — Future Average Fire Season Day), Exhibit 4F (Noise
Impacts — Expanded Forecast) and Exhibit 4G (Noise Impacts— Peak Fire
Attack Day) of the 2000 Butte County Airport Land Use Compatibility
Plan.
SECTION 3: PROJECT CONDITIONS:
1. Provide a deed notice for the sale of all resulting lots notifying purchasers
of the proximity of the airport and the potential for possible noise related
impacts in an ALUC-approved disclosure notice.
2. Place a note on a separate document which is to be recorded concurrently
with the final map or on an additional map sheet that states: "Airspace
review by the Airport Land Use Commission is required for all objects
