The project site is located on the east :ide of Ceanothus Avenue, approximately 115 feet south of Sale Avenue and 250 feet north of Brenni Way, northeast Chico area. SUMMARY: Staff recommends that ALUC find the project consistent with the 2000 Airport . Land Use' Compatibility Plan for the Chico Municipal Airport. BACKGROUND: • The property is 1.09 acres in size and is currently developed with an exis=ing dwelling and accessory structure, both to be removed. Surrounding uses include commercial to the west and south, and residential to the north and east. 4. • The property is within the incorporated limits of the City of Chico. The project area is designated Low Density Residential on the City of Chico General Plan Diagram and is zoned R1 — Low Density Residential. • Five parcels are proposed ranging in size from 5,226 square feet (0.12 ac) to 9,372 square feet (0.21, ac). Proposed uses are single family dwellings. • The height of the tallest object on the project site (including antennas and trees) is not anticipated to be higher than 100 feet above ground level. Current City height maximum for a residential dwelling is 35 feet in the R1 Zone • The project site is located approximately 2.2 miles southeast of runway 31RJ13L of the Chico Municipal Airport and is located approximately 2,900 feet (0.55 miles) east of the ' extended runway centerline. ■ Butte County -Airport Land Use Commission ■ ALUC File No. A05-06 (Clark) ■ ■ January 19, 2005 ■ Page 1 of 4 E • The project site is within Airport Compatibility Zone C (Traffic Pattern) • The project site is outside the 55 dB CNEL noise contour. With clustering, some parcels may be much smaller than the others as long as the maximum over0l density criterion is not exceeded. Clustering of units is encouraged in Compatibility Zones B2 and C — see Policy 4.2.6 for limitations • The project would result in five parcels, which is a density of 4.6 dwelling units per acre (with an average parcel size of 0.22 acres). The density and parcel sizes are consistent with Compatibility Zone C. ENVIRONMENTAL DOCUMENTATION: No environmental documentation has been completed for this project. RECOMMENDATION: Staff recommends that the Butte County Airport Land Use Commission find ALUC File No. A05-06 Stephen and Tracy Clark (Agasy, Inc.) consistent with the 2000 Airport Land Use Compatibility Plan for the Chico Municipal Airport. The following findings have been prepared at the direction of the ALUC and are for the consideration of the Lead Agency (City of Chico) when making a decision on the project. SECTION 1: ENVIRONMENTAL FINDINGS A. No environmental documentation was submitted at the time of project review SECTION 2: CONSISTENCY FINDINGS FOR PROPOSED PROJECT A. The proposal for the Hannah's Court Vesting Tentative Subdivision Map (S" 04- 07), which would create five residential parcels on 1.09 acres, is consistent with Compatibility Zone C as found in the 2000 Airport Land Use Compatibility Plan for the Chico Municipal Airport. SECTION 3: PROJECT FINDINGS: A. The project site is located in Airport Compatibility Zone C as listed in the 2000. Airport Land Use Compatibility Plan for the Chico Municipal Airport. B. The project is consistent with Compatibility Zone C because the average number of parcels is greater than four (4) per acre. C. No structures on the project site would extend into protected airspace. E. The project site is outside of the 55 dB CNEL noise contour. SECTION 4: PROJECT CONDITIONS: 1. Provide a deed notice for the sale of all resulting lots notifying purchasers of the , proximity of the airport and the potential for possible noise related impacts in an ALUC-approved disclosure notice. 2.
