The project site is located on the southwest corner of Ceanothus Avenue and Skywalker Court, at 2615 and 2631 Ceanothus Avenue, Chico. SUMMARY: The project proposes a vesting tentative subdivision map to divide three parcels totaling approximately 2.27 acres into 14 single-family lots. The project parcel is located within the C Compatibility .Zone of the Chico Municipal Airport. Staff recommends that ALUC find the proposed subdivision consistent with the 2000 Butte County Airport Land Use Compatibility Plan for the Chico Municipal Airport. BACKGROUND: • A portion of this project was presented to Airport Commission back on January 17, 2007. It was ALUC06-0003 on APN 016-060-058 and' 065. It was for 9 lots on 1.4 acres. The Commission found it consistent. The previous agenda report is attached as Exhibit E and the minutes of January 17, 2007 are attached as Exhibit F. • The current project proposes to use the original VTSM lot configuration and add five additional lots on APN 016-060-057. • The project parcels total approximately 2.27 acres and are developed with five structures (including four single-family dwellings), all of which are proposed for removal. • The property is located in the City of Chico and is zoned R-1. • The proposed subdivision map would create 14 single-family residential lots with a gross density of approximately 6.17 dwelling units per acre. • Parcel sizes range from 3,509 square feet to 7,424 square feet. ■ Butte County Department of Development Services ■ Airport Land Use Commission October 17, 2007 ■ ■ Mariposa Vista, Inc. ENVIRONMENTAL DOCUMENTATION: No environmental documentation has been completed for this project by ALUC staff. Your Commission's review of the proposed project and determination of consistency is not a "project" under the California Environmental Quality Act. Determination of environmental review will be completed during the process of the Vesting Tentative Subdivision Map by the City of Chico. (Martha's Vineyard Vesting TSM) ALUC07-0005 ■ Page 3 of 7 ■ EXHIBIT A BUTTE COUNTY AIRPORT LAND USE COMMISSION CONSISTENCY FINDINGS FOR: ALUC File No. ALUC07-0005; Martha Claudio (Martha's Vineyard Vesting TSM) APN 016-060-057, 016-060-058 and 016-060-065 The Airport Land Use Commission (ALUC) has prepared the following findings based on data contained in the 2000 Airport Land Use Compatibility Plan (ALUCP) for the Chico Municipal Airport, as well as site specific information submitted by the applicant and ALUC staff. The following findings have been prepared at the direction of the ALUC and are for the consideration of the Lead Agency (Butte County) when making a decision on the project. SECTION 1: ENVIRONMENTAL FINDINGS A. No environmental documentation has been completed for this project by ALUC staff. Your Commission's review of the proposed project and determination of consistency is not a "project" under the California Environmental Quality Act. Determination of environmental review will be completed during the process of the Vesting Tentative Subdivision Map by the City of Chico. SECTION 2: CONSISTENCY FINDINGS FOR PROPOSED PROJECT A. The proposed 9 residential dwellings, at a density of 6.17 dwelling units per acre, are consistent with Compatibility Zone C. B. Approximately 1,490 acres (26%) of the 5,560 acres in the C Compatibility Zone are zoned as Agricultural 20 -acre minimum parcel size or larger and used mostly as grazing land. C. Based on the project size (2.27 acres), surrounding development density (single- family dwellings, commercial uses, and existing structures and trees on the project parcels, the site is not conducive to meet the minimum open space requirement. D. The project site is outside of the 55 dB CNEL noise contour. The project site is not within the 55 dB CNEL noise contour as shown on Exhibit 4E (Noise Impacts — Future Average Fire Season Day), Exhibit 4F (Noise Impacts — Expanded Forecast) and Exhibit 4G (Noise Impacts — Peak Fire Attack Day) of the 2000 Butte County Airport Land Use Compatibility Plan. The following findings have been prepared at the direction of the ALUC and are for the consideration of the Lead Agency (Butte County) when making a decision on the project. SECTION 1: ENVIRONMENTAL FINDINGS A. No environmental documentation has been completed for this project by ALUC staff. Your Commission's review of the proposed project and determination of consistency is not a "project" under the California Environmental Quality Act. Determination of environmental review will be completed during the process of the Vesting Tentative Subdivision Map by the City of Chico. SECTION 2: CONSISTENCY FINDINGS FOR PROPOSED PROJECT A. The proposed 9 residential dwellings, at a density of 6.4 dwelling units per acre, are consistent with Compatibility Zone C. B. Approximately 1,490 acres (26%) of the 5,560 acres in the C Compatibility Zone are zoned as Agricultural 20 -acre minimum parcel size or larger and used mostly as grazing land. C. Based on the project size (1.4 acres), surrounding development density (single- family dwellings, commercial uses, and existing structures and trees on the project parcels, the site is not conducive to meet the minimum open space requirement. D. The project site is outside of the 55 dB CNEL noise contour. The project site is not within the 55 dB CNEL noise contour as shown on Exhibit 4E (Noise Impacts — Future Average Fire Season Day), Exhibit 4F (Noise Impacts — Expanded Forecast) and Exhibit 4G (Noise Impacts — Peak Fire Attack Day) of the 2000 Butte County Airport Land Use Compatibility Plan. SECTION 3: PROJECT CONDITIONS: 1. Provide a deed notice for the sale of all resulting lots notifying purchasers of the proximity of the airport and the potential for possible noise related impacts in an ALUC-approved disclosure notice. 2.
