The property is within the "C" zone of the 2000 Airport Land Use Compatibility Plan for the Chico Municipal Airport. The project site is located on the west side of Floral Avenue, approximately 100 feet south of Orchard Lane, at 2203 and 2211 Floral Avenue, in the City of Chico. SUMMARY: The project is a 12 lot residential subdivision on three parcels totaling 2.89 acres. Staff recommends that ALUC find the project consistent with "C" zone of the 2000 Airport Land Use Compatibility Plan for the Chico Municipal Airport. BACKGROUND: • The project parcels total 2.89 acres in size and is developed a five single family dwellings. All but one of the existing dwellings is proposed to be removed. • The property is within the incorporated limits of the City of Chico. The project site is designated Low Density Residential on the City of Chico General Plan Diagram and zoned R-1 (Low Density Residential). • The proposed subdivision map would create 12 single-family residential lots with a density of approximately 4.15 dwelling units per gross acre. • Parcel sizes range from 6,003 square feet to 18,551 square feet. The average parcel size is 8,151 square feet (0.19 acres). • No open space is proposed on the project site. • The height of the tallest object on the project site is anticipated to be approximately 50 feet above ground level, which equates to approximately 270 feet above mean sea level. ■ Butte County Airport Land Use Commission ■ ALUC File No. A 06-17 Kidd (Tanelli Subdivision) ■ ■ May 17, 2006 ■ Page 1 of 9 ■ ANALYSIS: • This project is a major land use action as defined by Policy 1.5.3 of the 2000 Butte County Airport Land Use Compatibility Plan (ALUCP) in that it consists of a residential land division development of five or more parcels. • The project parcels are fully within Zone C (Traffic Pattern) of the ALUCP. • The primary compatibility criteria for the C Compatibility Zone is shown on the following table: Zone Maximum Densities Req'd Open Land Prohibited Uses Other Development Conditions Residen' ial du/a - • < 0.2 (average Children's Deed notice parcel size > 5.0 schools, day care required. acres) 10% center, libraries, Airspace review C Traffic Pattern . > 4.0 (average hospitals, for objects >100 parcel size < 0.25 nursing homes, feet tall. acres) hazards to flight Extract from Table 2A of the 2000 ALUCP Note 1. Residential development should not contain more than the indicated number of dwelling units (both primary and secondary) per gross acre. With clustering, some parcels may be much smaller than the others as long as the maximum overall density criterion is not exceeded. Clustering of units is encouraged in Compatibility Zones B2 and C — see Policy 4.2.6 for limitations. 9. Hazards to flight include physical (e.g., tall objects), visual, and electronic forms of interference with the safety of aircraft operations. Land use development which may cause the attraction of birds to increase is also prohibited. See the supporting compatibility policies on airspace protection (Policies 4.3.2 and 4.3.6) for details. • The project residential density is 4.15 units per gross acre. The residential density of the project is therefore consistent with Airport Compatibility Zone C. • The project site is approximately 0.17 miles northeast of the extended centerline of Runway 31R/13L of the Chico Municipal Airport, at a distance of 2.44 miles southeast this runway. • The ALUCP identifies the project site as outside the 55 dB CNEL level for the Future Average Fire Season Day (Exhibit 4E), the Expanded Forecast (Exhibit 417), and on the edge of the Peak Fire Attack Day Noise Impacts (Exhibit 4G). A condition is included that requires an interior noise level of 45 decibel (dB) or less for all residences. • Open space requirements are based on the ALUCP are for an entire Compatibility Zone. The C Compatibility Zone requires 10% open space. There are approximately 5,560 acres in the C Compatibility Zone. Of that area, over 26% (1,490 acres) is zoned as Agricultural 20 -acre minimum parcel size or larger. ■ Butte County Airport Land Use Commission ■ ALUC File No. A 06-17 Kidd (Tanelli Subdivision) ■ ■ May 17, 2006 ■ Page 2 of 9 0 • The 10% open space requirement of the project, while not being set aside on the site, is met by the 26%+ agriculturally zoned area discussed above. There is also open space set aside at Wildwood Park and Upper Bidwell Park lands located approximately 1.3 miles to the east. Wildwood Park is 28 acres developed for intensive recreational uses, and Bidwell Park includes several hundred acres of open grassland. ENVIRONMENTAL DOCUMENTATION: No environmental documentation has been completed for this project by ALUC staff. Your Commission's review of the proposed project and determination of consistency is not a "project" under the California Environmental Quality Act. Determination of environmental review will be . completed during the process of the Tanelli Vesting Tentative Subdivision Map by the City of Chico. RECOMMENDATION: Staff recommends that the Butte County Airport Land Use Commission find ALUC File No. A06-18 (Tanelli Subdivision) to be consistent with the 2000 Airport Land Use Compatibility Plan for the Chico Municipal Airport. APN 015-370-044, 045, 056 and 057 The Airport Land Use Commission (ALUC) has prepared the following findings based on data contained in the 2000 Airport Land Use Compatibility Plan (ALUCP) for the Chico Municipal Airport, as well as site specific information submitted by the applicant and ALUC staff. The following findings have been prepared at the direction of the ALUC and are for the consideration of the Lead Agency (City of Chico) when making a decision on the project. " ' SECTION 1: ENVIRONMENTAL FINDINGS A. No environmental documentation has been completed for this project by ALUC staff. Your Commission's review of the proposed project and determination of consistency is not a "project" under the California Environmental Quality Act. Determination of environmental review will be completed. during the process of the Tentative Subdivision Map by the City of Chico. • SECTION 2: CONSISTENCY FINDINGS FOR PROPOSED PROJECT A. The proposal for Don Kidd, Tanelli Vesting Tentative Subdivision Map, to divide four parcels totaling 2.89 acres into 12 single-family residential lots, is consistent with Compatibility Zone C as found in the 2000 Airport Land Use Compatibility Plan for the Chico Municipal Airport. B. The project site is located in Airport Compatibility Zones C as listed in the. 2000 Airport Land Use Compatibility Plan for the Chico Municipal Airport. C. The residential density of the project (4.15 du/ac) is consistent with Airport Compatibility Zone C because it exceeds the required 4.0 minimum units per acre. D. Open,space requirements are based on the ALUCP are for an entire Compatibility Zone. The C Compatibility Zone requires 10% open space. There are approximately 5,560 acres in the C Compatibility Zone. Of that area, over 26% (1,490 acres) is zoned as agricultural 20 -acre minimum parcel size or larger. E. The 10% open space requirement of the project, while not being set aside on the site, is met by the 26%+ area discussed above. There is also open space set aside at Wildwood Park and Upper Bidwell Park lands located approximately 1.3 mile to the east. Prior to the recordation of the Final Map record as a separate instrument an Avigation Easement granting the right of continued use of the airspace above the proposed parcels by the Chico Municipal Airport and acknowledging any and all existing or potential airport operational impacts. 3. Place a note on a separate document which is to be recorded concurrently with the final map or on an additional map sheet that states: "An Avigation Easement is recorded above the parcels for the Chico Municipal Airport and acknowledging any and all existing or potential airport operational impacts." 4. Place a note on a separate document which is to be recorded concurrently with the final map or on an additional map sheet that states: "Airspace review by the Airport Land Use Commission is required for all objects over 100 feet in height." 5. Commissioner Crabb was concerned with using agricultural land for the 10 percent required open ' } space on alproject because the agricultural land can be developed at some time and the open space will then disappear. r Mr. Michelena said the lack`of open space has been discussed in the past. He said the last person to develop in the area will be stuck with the open space requirement. He said this will be addressed in..., !. the County General Plan update. Commissioner Harp said he is talking with the City of Chico on how to use parks and roads as open ; space. The hearing was opened'to the public. Enclosed with the application are a check in the -amount of $1,531.00, a project site plan, 24 copies of a map showing the relationship of the project to the airport boundary and runways, and a copy of the compatibility zone map that identifies the project site as within the boundaries of Zone C. The project consists of a subdivision to. create 12 lots for single-family residential development on 2.65 acres located at 2211 Floral Avenue. Three existing homes will be removed; one existing home will remain. The property is identified as Assessor's Parcel Nos. 015-370-044, -045, and -057, is designated Low Density Residential on the City of Chico General Plan Diagram, and is located in an R1 Low Density Residential zoning district. The project is consistent with the General Plan designation and zoning for the area. Density for the project is 4.15 units per acre.
