The Engineering Group Butte County Department of Development Services Planning Division Airport Land Use Commission May 16, 2007 Meeting AGENDA ITEM — EA TO: Honorable Chair and Airport Land Use Commission FROM: Mark Michelena, Senior Planner DATE: May 3, 2007 ITEM: ALUC File No. ALUC07-0004. Linda Mvers & Cecilia Davenport (Harmon Park Circle Tentative Subdivision Map), APN 016-120-020 and 016-120-021: A consistency review for a proposed Tentative Subdivision Map, which would divide two parcels with a total of approximately 4.0 acres into 18 single-family residential lots. The project parcels are located on the west side of Cactus Avenue, approximately 1,275 feet north of East Avenue, at 2655 Cactus Avenue, Chico SUMMARY: The project proposes a tentative subdivision map and planned development permit to divide two parcels totaling approximately 4.0 acres into 18 single-family lots. The majority of project parcel is located. within the C Compatibility Zone of the Chico Municipal Airport. A small portion of the southeast corner is outside of airport compatibility zones. Staff recommends that ALUC.find the proposed subdivision consistent with the 2000 Butte County Airport Land Use Compatibility Plan for the Chico Municipal Airport. BACKGROUND: • The project parcels total approximately 4.0 acres. One of the parcels is developed with a single-family dwelling and accessory structures. • The property is located in the City of Chico and is zoned R-1. •. The proposed subdivision map would create 18 single-family residential lots with a density of approximately 4.5 dwelling units per acre. • Parcel sizes range from 6,016 square feet to 10,514 square feet. • The height of the tallest object on the project site is anticipated to be approximately 30 feet above ground level, which equates to approximately 279 feet above mean sea level. ANALYSIS: • The project site is located approximately 2.29 miles southeast and 0.40 miles to the east of the extended centerline of runway 13L -31R. ■ Butte County Department of Development Services ■ Airport Land Use Commission May 16, 2007 ■ ■ Myers & Davenport (Harmony Park Circle TSM) ALUC07-0004 ■ Page 1 of 8 ■ • The majority of project site is within Airport Compatibility Zone C (Traffic Pattern). A small portion of the southeast corner is outside the airport compatibility zones. • This project is a major land use action as defined by Policy 1.5.3 of the 2000 Butte County Airport Land Use Compatibility Plan (ALUCP). • The primary compatibility criteria for the C Compatibility Zone is shown on the following table: Extracted from Table 2A of the 2000 ALUCP • Proposed use: Maximum Densities Req'd Other Zone Residential Open Prohibited Uses Development Dwelling (du/ac)' Land Consistency Conditions (Acres) • < 0.2 (average Units Children's Deed notice with the ACLUP parcel size > 5.0 Residential schools, day care required. The C Compatibility Zone requires 10% open space. There are approximately 5,560 acres in the ' C Compatibility Zone. Of that area, over 26% (1,490 acres) is zoned as Agricultural 20 -acre minimum parcel size or larger. • Based on the project size (4.0 acres), surrounding development density (single-family dwellings), commercial uses, and existing structures and trees on the project parcels, the site is not conducive to meet the minimum open space requirement (0.4 acres — 17,424 square feet). • The 10% open space requirement of the project, while not being set aside on the site, is met by the 26%+ agriculturally zoned area discussed above. While not an ideal open space area, Pleasant Valley High School open field area is located approximately 1,700 feet to the southwest and Wildwood Park is located 1,500 feet to the east. ■ Butte County Department of Development Services ■ Airport Land Use Commission May 16, 2007 ■ ■ Myers & Davenport (Harmony Park Circle TSM) ALUC07-0004 ■ Page 2 of 8 ■ Proposed Uses — Airport Use Size Size Dwelling Consistency Zone (Acres) (Acres) Units Density Open Space % with the ACLUP C Residential 4.0 18 4.5 du/ac 0% Yes • The residential density of 4.5 dwelling units per acre of the project is consistent with Airport Compatibility Zone C. • The project site is not within the 55 dB CNEL noise contour as shown on Exhibit 4E (Noise Impacts — Future Average Fire Season Day), Exhibit 4F (Noise Impacts — Expanded Forecast) and Exhibit 4G (Noise Impacts — Peak Fire Attack Day) of the 2000 Butte County Airport Land Use Compatibility Plan. • Open space requirements are based on the ALUCP are for an entire Compatibility Zone.
