The project site is located on the we-st side of Cactus Avenue, approximately 825 feet north of East Avenue, in Chico.. SUMMARY: Staff recommends that ALUC find the project consistent with "C" zone of the 2000 Airport Land Use Compatibility Plan for the Chico Municipal Airport. ..BACKGROUND: • The project is comprised of three parcels, one containing 3.86 acres, and two containing 0.49 acres totaling approximately 4.8 acres. • The two smalicr parcels, and _approximately the eastern ore -half of the Larger parcel, are outside of the Chico Airport Land Use Compatibility Plan. The western one-half of the, larger parcel is within Zone C,(Traffic Pattern) of the Plan. • The proposed subdivision map would create 28 single-family residential lois with- a density of approximately 5.8 dwelling units per gross acre. • Parcel sizes range from 3,725 square feet to 10,893 square feet. The average parcel size is 5,249 square feet. • The project site is approximately 0.39 miles east of the extended centerline of Runway 31FJ13L of the Chico Municipal Airport, at a distance of 2.63 miles southeas this runway. • The westerly half of the project site is within Airport Compatibility Zone C (Traffic Pattern). The unincorporated portion of the property is proposed for annexation to the City of Chico. The proposed project density is 5.8 units per acre, and proposed lot sizes range from 10,900 square feet along Cactus Avenue, to as little as 3,725 square feet within the interior. The project would include the extension of Arch Way. The property is currently designated Very Low Density Residential and zoned/prezoned RS -1 Suburban Residential (one acre minimum lot size). A general plan amendment and rezone is pending for the property which would change the designation to Low Density Residential in the General Plan, and the zonir_g to R1 Low Density Residential with a stipulation that parcels along Cactus Avenue have a minimum lot size of 10,000 square feet. The proposed General Plan designation and zoning district allowE single-family residential development at densities between 2.01 and 6 units per acre. Because of the project's consistency with the provisions of Zone C, which allow either lots five acres or larger or residential development at densities over four units per acre, we would appreciate a staff determination that it need not proceed to ALUC.
