SUMMARY: - The project proposes to expand the City of Chico's Sphere of Influence to include three parcels (APN 016-220-070, 016-220-071 and 016-220-072) totaling 15.0 acres. The parcels are within the C1 (14.94 acres) and the B2 (0.06 acre) Compatibility Zones of the Chico Municipal Airport. The purpose of the sphere of influence expansion is to allow sewer service to b,- provided by the City of Chico. Staff recommends that ALUC find the proposed sphere of influence expansion consistent with the 2000 Butte County Airport Land Use Compatibility Plan for the' Chico Municipal Airport. BACKGROUND: APN 016-220-070 is undeveloped. APN 016-220-071 is developed with a 5,200 square foot (approx) building and an 8,500 square foot service yard. APN 016-220-.372 is developed with a 38,600 (approx) building. The project parcels are located on the east side of Cohasset Road, southeas.erly of the Chico Municipal Airport. The proposed future development of APN 016-220-070 will have approximately 37 people on a parcel of 5.6 acres which is consistent with the intensity requirements. • Section 4.1.3 of the 2000 Butte County Airport Land Use Compatibility Plan states that the normally acceptable noise levels for light industrial/warehousing in the vicinity of an airport is up to 65 dB CNEL. • The project site is outside the 55 dB CNEL noise contour as shown on Exhibit 5E (Noise Impacts — Future Average Fire Season Day), Exhibit 5F (Noise Impacts. — Expanded Forecast) and Exhibit 4G (Noise Impacts — Peak Fire Attack Day).of the 2000 Butte County Airport Land Use Compatibility Plan. • The C Compatibility Zones encompasses approximately 5,560 acres. Open space requirements for the C Compatibility Zone would require a minimum of 556.0 acres (5,560 x 10%). Currently, there, are approximately 2,274.34 acres of land within the C Compatibility Zone with zoning of 20 acres or larger, all on the east side of the airport. This represents over 40% of the C Compatibility Zone. Open space requirements on the east side of the airport are more than being satisfied. ENVIRONMENTAL DOCUMENTATION: No environmental documentation has been completed for this project by ALUC staff. Your' . Commission's review of the proposed project and determination of consistency is not a "project" under the California Environmental Quality Act. Determination of environmental review will be completed during the sphere of influence amendment process by the City of Chico. SECTION 1: ENVIRONMENTAL FINDINGS A. No environmental documentation has been completed for this p-oject by ALUC staff. Determination of environmental review will be completed curing the sphere. of influence expansion by the City of Chico. SECTION 2: CONSISTENCY FINDINGS FOR PROPOSED PROJECT A. The City of Chico's proposed general plan and pre -zoning designations for the parcels are consistent with the 2000 Butte County Airport Land Use Compatibility Plan. B. The 15.0 acre expansion area is subject to 2 different Airpo-t Compatibility Zones: • Airport Compatibility Zone B2 (Ext. Approach/Departure) — 0.06 acre, • Airport Compatibility Zone Cl (Traffic Pattern Zone) — 14.S4 acres. C. The project site is outside of the 55 dB CNEL noise contour. D. A 30,000 sq. ft. structure is proposed for APN 016-220-070. The proposed number of people, thirty-seven (37) within the building, is well under the maximum allowed (100 per acre average and 300 per single acre). E. Currently, there are approximately 2,274.34 acres of land within the C Compatibility Zone with zoning of 20 acres or larger, all on the east side of the airport. This represents over 40% of the C Compatibility Zone. F. Prior to completion of the Sphere of Influence expansion, record as a separate instrument an Avigation Easement granting the right of continued use of the • , airspace above the proposed parcels by. the Chico Municipal Airport and acknowledging any and all existing or potential airport operational impacts. 3. Airspace review by the Airport Land Use Commission is required for all objects over 100 feet in height in the C 1 Compatibility Zone and 70 feet in height in the 132 Compatibility Zone. Noise intrusion upon indoor activities can be mitigated by requiring special noise insulation construction. Land uses which have conventionally constructed structures and/or in" volve outdoor activities which would be disrupted by noise should generally be avoided. -- Clearly Unacceptable Unacceptable noise Intrusion upon land use activities will occur. Adequate structural noise insulation is not practical under most circumstances. The indicated land use should be avoided unless strong overriding factors prevail and it should be prohibited If outdoor activities are Involved. Notes: In the area south of Chico Municipal Airport, these uses are "marginally acceptable" within the 55-60 dB CNEL range.
